Midvale Blvd Resurfacing & Safety Improvement Project

December 12, 2025 Update

Based upon neighborhood public input, Transportation Commission feedback and City staff analysis, City Traffic Engineering and Engineering staff are proposing to replace the resurfacing project with a pavement patching project in 2026, along with programming for a full reconstruction as soon as funding would be available.  The project would not change the layout of the street.  It would add a painted line between the parking lane and the traffic lanes. The full reconstruct will allow for full utility replacement (sanitary, storm, water) as well as a new curb alignment, which should allow for both All Ages and Abilities protected bike facilities and parking pockets.   

Staff recommend including the following safety items in the patching project.  The final design will confirm the timeline and details for implementing these items.  If needed, the Safe Streets Madison Program will launch a separate project in 2026 to improve pedestrian safety.   

  • Spot pavement patching in the worst areas
  • Marked line between parking/travel lane to change the feel of the street
  • Curb extensions into the street to manage speeding and improve pedestrian crossing, using paint and/or plastic, temporary tubular bollards
  • Pedestrian activated push button flashing lights and signs (Rectangular Rapid Flashing Beacons) at Hillcrest & Heather Crest to improve pedestrian crossing
  • Enhanced painted crosswalks for better visibility

We will also evaluate bike routes parallel to Midvale for improvement.

The future full reconstruction will be a new design project, including full public outreach.

Project Overview

The City is planning a pavement patching project on Midvale Boulevard from Mineral Point  Road to University Ave.  The project  includes patching pavement in the worst areas.  Safety improvements utilizing pavement markings, plastic bollards and rectangular rapid flashing beacons will be all considered.

Safe Streets Madison Midvale Boulevard Safety Improvement Meetings

In 2023, two public meetings were held to look at ways to improve mobility and traffic safety on Midvale Blvd. Improvements were put on hold until 2025 to incorporate the safety and pedestrian/bike improvements as part of this larger construction project.

September 29, 2025 Update

City staff presented the project to the Transportation Commission on September 10th, 2025.  The Transportation Commission recommended for the project to move forward with Option 1: Midvale Bike Lanes.  The project is not yet approved by the Board of Public Works or Common Council.  We expect the three committees to weigh in again in November/December. 

Information on future meetings before the Transportation Commission, Board of Public Works, and Common Council will be posted when available.

The City is planning to take feedback heard from the Public Information Meeting on Jan 30, 2025 and take a look at a few more alternatives that could be considered for this project.  We plan to reach back out and engage the neighborhood around summer 2025.  The check in to the Transportation Commission currently scheduled for Feb 19, will be delayed to summer 2025.  Approvals and project bidding could potentially occur in fall 2025, with a potential construction start date in spring 2026.

January 21, 2025 Update

The City will host a public information meeting on Jan. 30, 2025 at 6:30 pm to discuss the planned construction project.  The meeting will be held virtual via zoom with an in person viewing during the meeting hosted at the Sequoya Library, 4340 Tokay Blvd.
