Related Legislative Processes

Instructions for creating legislative files, including detailed information and instructions for more complex fields, are covered in Creating Legislative Files (Ordinances and Resolutions).

Related processes include legislative report files, resolutions to amend the budget, version changes (substitutes and alternates), files introduced by title only, files introduced from the floor, and files introduced and adopted within the same meeting (adopted under suspension). There are some unique rules and requirements which must be followed for each of these situations, which are summarized briefly below and described in detail within each linked section.

  • Legislative report files: can only be accepted by Council and do not need to be introduced prior to final action; these files do not require a sponsor or fiscal note.
  • Resolutions to amend the current budget: add "amending the budget" to the title, add a referral to the Finance Committee, and include "15 votes required" in the recommendation
  • Version change (substitutes and alternates): do not begin a new version before you have created a pdf of existing version (open the link for more instructions and information)
  • Files introduced by title only: use this option to introduce a file when the completed body text is not available. Add "BY TITLE ONLY" to the beginning of the title, and add "introduced by title only" and the Council date to the Details tab.
  • Files introduced from the floor: use this option when the new file for introduction is completed after the Wednesday noon deadline. Add "introduced from the floor" and the Council date to the Details tab.
  • Files adopted under suspension: use this option to introduce and adopt within the same meeting, when deadlines require an expedited timeline. This type of file cannot be introduced from the floor (it must appear on the agenda), does not include referrals, and requires a 2/3 majority affirmative vote to pass.
