Resolutions to Amend the Current Budget
Summary
For resolutions which amend the current budget:
- The title must include the phrase amending the budget
- Referrals must include the Finance Committee
- The recommendation of the lead referral must include the phrase 15 votes required
Resolutions which amend the budget have a few unique requirements from other resolutions. During the Council meeting, these files require 15 votes to pass. When creating the file, the title must include the phrase “amending the budget”, and the file must include a referral to the Finance Committee. Finally, when entering actions in Legistar, the action from the lead referral must include the phrase “15 votes required”.

Lead referral recommendation
The lead referral for files which amend the budget is most commonly the Finance Committee, in part to ensure actions are properly tracked. However, if another committee is the lead referral, then staff must ensure that the proper recommendation is selected.
The recommendation from the lead must include the phrase "15 votes required". The following are available as recommendations:
- RECOMMEND TO COUNCIL TO ADOPT (15 VOTES REQUIRED) – REPORT OF OFFICER
- RECOMMEND TO COUNCIL WITH THE FOLLOWING RECOMMENDATIONS (15 VOTES REQUIRED)
- RECOMMEND TO COUNCIL TO ADOPT UNDER SUSPENSION OF MGO 2.055 – 15 VOTES REQUIRED
(used when a file is being introduced and adopted in the same meeting)
Recommendation from secondary referral(s)
By contrast, the recommendation from secondary referrals, which always begins with “RETURN TO LEAD”, does not include “15 VOTES REQUIRED” in the action.
