Values-Based Leadership reflects our steadfast commitment to public service and community impact. This framework emphasizes the importance of leader’s engaging in:

  • Embodying true self-confidence
  • And being humble.

Through tailored resources and learning experiences, this leadership program empowers leaders at all levels to maintain integrity, accountability, and a deep sense of purpose. In doing so, this drives positive change within and beyond our organization. 


Supervisor / Management Development

The City of Madison is excited to introduce our new Management Development Program - a competency-based initiative designed to support leaders and align with our Talent Management Strategy. 

In addition to our Management Development Program, we provide a variety of learning resources and opportunities for supervisors and managers. We understand that developing teams is an important part of being a supervisor. Which is why we also provide learning resources and opportunities for your staff. That way we are all growing and developing at all levels. 

Your actions as a supervisor can have significant impacts, including legal and labor-related implications. That's why the courses found on this page are mandatory for supervisors. The information covered in these courses includes employment law, civil service rules, and City policies and procedures that are vital to your job. 


Mentorship Program

The City of Madison Mentorship Program was piloted in 2023 and continues to grow. In the past three years, 45 mentees and 27 mentors have participated in our program, for a total of 72 City Staff. Participants represent 73% of agencies across the organization.  The City of Madison’s Mentorship Program is designed with the following goals in mind:

  1. Leadership Development: Focusing on the growth and development of mentors and mentees.
  2. Diversity & Inclusion: Promoting belonging, retention, and advancement of diverse employees.
  3. Organizational Learning: Increasing cross-agency socialization, collaboration, and learning.
  4. Capacity Building: Building capacity for citywide mentoring for the future.
