Creating a Report File

Committees and City agencies at times need to submit reports to Council. Reports have fewer requirements from ordinances and resolutions: reports do not require a sponsor or fiscal note; and it is not necessary to introduce a report prior to placing it on the Council agenda to be accepted. Additionally, the only action Council may take with a report is to receive it; committees or agencies make a recommendation to Council to accept the report, which procedurally means Council only receives the report.

NOTE: City ordinance provides additional legislative process information regarding reports, most importantly that "Council may take no action on a report or may initiate legislative action as a result of a report." For more information, refer to MGO 2.27. A motion to "adopt" or "accept" or "place on file" does not constitute or imply agreement or disagreement with the report findings or recommendations and such motions do not constitute adoption or rejection of any recommendations or statements as City policy.

Follow the instructions below to create a legislative report file to submit to Council.

Create a new file in Legistar (Files function).

  • Select Report for File Type
  • Select the agency or committee who is submitting the report for Controlling Body
  • Enter the Council meeting date in CC Agenda Date
  • In the History tab, select the Acting Body which is submitting the report to Council, and select the recommendation, RECOMMEND TO COUNCIL TO ACCEPT. Select Save.

Attach the report to the file, and complete item submittal.
