About the Learning Partners Program

You bring the subject-matter expertise. These Learning Partner (LP) Hub webpages guide you through the steps to turn your expertise into a learning experience that is clear, engaging, and ready for City employees.

Developing a course doesn't mean you have to figure everything out on your own. Human Resources - Organizational Development (HR-OD) partners with you throughout the process - from getting your course on the Team City Course Calendar, to planning and building the learning experience, promoting it, delivering it, and improving it over time.

Why the LP Program Processes Matter:

A great course is more than a collective of information or set of slides. Effective learning starts with a clear need, focuses on what learners should be able to do, gives them opportunities to practice, and connects the learning to their work.

This process helps make sure we're spending our time and resources on learning that is:

  • Relevant - It addresses a real workplace need.
  • Useful - Learners can apply it to their work.
  • Engaging - Learners actively participate rather than simply receive information.
  • Accessible - Learners can access and participate in the experience.
  • Sustainable - The course can be maintained, evaluated, and improved over time.

We ground our work in APM 2-10 that clarifies our roles collaborating to deliver effective learning. The L+D Framework provides a Standard Operating Procedure for delivering effective learning.

Roles & Responsibilities

  • Your Role as a Learning Partner

You are the subject matter expert and owner of the learning content. You bring:

    • Knowledge of the topic & workplace context
    • The expertise needed to develop accurate, relevant content
    • A commitment to inclusive & innovative learning experiences
    • A commitment to & understanding of the learners & their needs
    • Participation in course planning & design
    • Participation in the marketing & advertising of your course
    • Facilitation of the course, when applicable
    • Proactive ask for feedback & ideas for improving the course

You don't need to be a learning-design expert. That's where our HR-OD partnership comes in.

  • Our Role in HR-OD

HR-OD provides the learning, design, and operational support that helps turn your expertise into successful course(s). Depending on the course and level of support needed, we may help with:

    • Course planning & learning design support
    • Course administration & registration

    • Marketing & advertisement support
    • Design & branding support - as capacity allows
    • Facilitation coaching
    • Evaluation & feedback
    • Continuous improvement

You bring the expertise. We help uplift a consistent, quality learning experience.

Levels of Support:

There are varying levels of support that we offer to LPs with courses on the Team City Course Calendar.

  1. Level 1: Low HR-OD Support: You have a course you want to offer, but you want the freedom and flexibility to schedule your course(s) and manage the back-end on your own. In this scenario, you want your course to show up in the Upcoming Courses webpages, and HR-OD sponsored marketing efforts.
  2. Level 2: Medium HR-OD Support: You have a course you want to offer, and are a seasoned trainer. However, you definitely need HR-OD's systems for course administration, visibility,  and registration. HR-OD marketing is a given in this scenario (with LP marketing efforts always being encouraged).
  3. Level 3: High HR-OD Support: You have a course you want to offer, and you have some training experience. You definitely need HR-OD's systems for course administration, visibility, and registration. HR-OD marketing is a given in this scenario (with LP marketing efforts always being encouraged).
