2025 Homeless Services and Housing Resources RFP

Purpose

The mission of the Community Development Division's (CDD) Community Development Block Grant (CDBG) Unit is to make the City of Madison a more sustainable urban community by enhancing housing, supporting better living conditions, and increasing economic opportunities for low- and moderate-income households.

Through this Request for Proposals (RFP), CDD seeks homeless services and housing resources program proposals that advance the City’s commitment to making homelessness rare, brief, and non-recurring. This includes support for programs that serve individuals and families who are currently unhoused or at risk of losing their housing, as well as initiatives that help tenants remain stably housed.

  2. Attend the Application Workshop

    Applicants are strongly encouraged to attend the live Application Workshop or view the recording afterward. No registration is required.

  3. Review the Timeline

    • Release of RFP: May 9, 2025
    • RFP Application Workshop: May 14, 2025, 11:00AM-12:00PM
    • Due Date for Submission: June 27, 2025, 12:00 PM CDT
    • Agency Presentations to Review Team: Week of July 14, 2025 (to be scheduled)
    • CDBG Committee Recommendations: August 7, 2025
    • Common Council Action: September 16, 2025
    • Anticipated Contract Effective Date: January 1, 2026
  4. Complete the Application

    Application Forms:

    Note: OPH programs should complete either the RRH or PSH checklist (whichever is most applicable). Programs under E. Extreme Weather Respite Hotel for the Unsheltered and I. Other Programs that Promote Pathways to Stable Housing do not require a program-type checklist. Programs under J. Tenant Support and K. Eviction Prevention are not required to submit written standard checklists.

  5. Submit the Application

    Deadline: Friday, June 27, 2025 by 12:00 PM (noon) CDT

    Late or incomplete applications will not be considered. Please submit your application well before the deadline. No grace period will be granted.

    Proposals must be submitted electronically via email to CDDApplications@cityofmadison.com. Please include RFP 14026-2025 in the email subject line.

    • Financial Documentation (PDF) – Most recent agency financial audit report or financial statements
    • Written Standards Checklists (if applicable) (PDF)

  6. Participate in the Review Team Q&A

    All applicants will be invited to attend a brief presentation and Q&A session with the Review Team in the week of July 14, 2025. City staff will contact you to schedule a specific date and time.

  7. Submitted Applications

    Applications received will posted after the submission deadline.
