COVID-19 Updates

In consultation with Public Health of Madison and Dane County, the Mayor has closed most City of Madison offices to public visitors in order to prevent the spread of COVID-19 in the community. Building Inspections employees are continuing to support critical public services remotely and are responding to emails and voicemails. A date has not been set to reopen offices to public visitors, but Public Health continues to closely monitor the conditions in our community. Building Inspection Services

Minimum Housing Inspection Services (Rental Property Interior)

Inspection services for interior housing related concerns have been temporarily suspended for most housing issues. Concerns may still be logged with our office, and they will be reviewed and prioritized as they are received. Please use the online report a problem system to have your inquiry recorded and addressed.

Property Maintenance Inspection Services (Exterior of Properties)

Inspection services for property maintenance and other exterior related concerns are continuing on a limited basis. Inspectors will be responding to concerns regarding exteriors of properties where possible to do so without face to face interaction. Plan Review Services

The Building Inspection main office has been temporarily closed to the public. Plan review services are continuing with minor delays as staff adjust to remote working operations. For customers that have plans already submitted, they will be notified of the status of their review when completed by staff. Consistent with Governor Evers Emergency Order #12- SAFER AT HOME ORDER, Madison Building Inspection will continue complete inspections on already permitted projects and to issue permits on projects defined as essential infrastructure.  Also outlined in Emergency Order #12 is a directive that optional or aesthetic construction should be avoided.  To comply with this directive, no new permits for occupied home renovations will be issued until this order is no longer in effect or a superseding order is issued.  Note, permits will continue to be issued for items that that directly impact the habitability of properties this includes but not limited to electrical service changes, water heater replacements, furnace replacements, and roof replacements.

For individuals wishing to submit plans for review and approval please take the following actions.

  2. Submit completed plans and application form electronically to biplans@cityofmadison.com
    1. Plans must be in .pdf format to scale for 8.5 X11 or 11 X 17" paper.
    2. Large format plans exceeding 11x17" must be mailed to our office to be considered for review.

Process after Plans Are Received

  1. Plans will be checked by staff to determine if a minimum level of completeness in the submittal is sufficient to be considered for a full review.
    1. Applicants will be notified via email if their application has been accepted for a review or rejected for incompleteness.
    2. Plan review fees for commercial projects shall be submitted with the plans. One and Two Family reviews fees will be collected when the permit is issued.
  2. Applications that are accepted for review will be placed in the queue for review and completed in the order received.
    1. If your plans have been accepted for review please do not inquire about the status of the plans unless you have not received notification from our office and it is greater than 15 business days after the application was accepted for review.
  3. After the review has been completed applicants will be notified via email if their plans have been approved or if modifications are required. Applicants for approved plans will be notified of the permit fee amount.
  4. Payment for the permit fees are preferred to be submitted to our office via check through mail services. Where payment via check is not logistically possible payment via credit card over the phone is permissible. 
  5. Upon receipt of permit fee payment, the permit will be issued and emailed to the applicant, the approved plans and permit will mailed back to the applicant.

Construction Inspection Services

Unoccupied New Construction

  • Inspections will proceed as requested by contractors. Inspectors will provide 10 minutes advance notice of arrival to the site so areas to be inspected may be cleared of workers. Up to two site managers may accompany the inspector for the inspection if desired. All individuals on site must remain a minimum of ten feet from the inspector at all times. Failure to clear the area needing inspection or maintain adequate distance from the inspector will result in a failed inspection and the inspector leaving the site immediately.

Occupied Properties

  • Inspection requests for occupied properties will be reviewed on a case by case basis. Where appropriate inspections will be scheduled and completed, priority will be given to projects that impact the immediate usability of currently occupied spaces. Inspectors will provide 10 minutes advance notice of arrival to the property so the area needing inspection can be cleared. One individual may accompany the inspector for the inspection if desired. Children, individuals not accompanying the inspector, and pets shall remain in a fully separated space away from the inspector for the duration of the inspection. Failure to clear the area under construction or maintain adequate distance from the inspector will result in a failed inspection and the inspector leaving the site immediately.

Note

  • Items including but not limited to furnaces, air conditioners, water heaters, and other similar facilities will not be inspected until normal operations resume.

Weights and Measures

Inspection services for new Weights and Measures has been suspended until normal operations resume. Concerns regarding Weights and Measures related items may be directed to staff at (608) 246-4515 or (608) 243-0585

Zoning
