MPD Daily Significant Calls 01/21/2019 to 01/22/2019

The information contained in my blog is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 01/21/2019 through 6:00 a.m. on 01/22/2019, MPD received 359 calls for service.  This number does not include parking complaints or 911 misdials.  For purposes of clarification, the following abbreviations are short-hand for race designations: W=White, AA=African American, NA=Native American, H=Hispanic, ME=Middle Eastern, A=Asian, MR=Mixed Race, U=Unknown.  MPD shifts are staggered as follows: 1st detail=7 a.m. to 3 p.m., 2nd detail=12 p.m. to 8 p.m., 3rd detail=3 p.m. to 11 p.m., 4th detail=8 p.m. to 4 a.m., 5th detail=11 p.m. to 7 a.m.

To further break down the 359 calls for service for the past 24-hours, this is how the calls came in per district: Central (56), East (58), Midtown (61), North (57), South (37), West (52), and Other (38).  Other=these are calls for service that either do not have a sector listed or the sector is not in the City.  For example, if one of our officers assists another law enforcement agency, their sector is not listed in our districts so therefore it is listed under "other". 

 

1) WEST: Check Person – 6:49 a.m.  Officers responded to check the welfare of a subject (20-year-old AAM) who was sitting in the doorway of a business on Maple Valley Drive.  The subject is autistic, has epilepsy and left his home without telling anyone.  The subject was conveyed to a local hospital for an evaluation.  The subject's mother subsequently called dispatch to report him missing, after he was at the hospital.  The subject was returned home.  The subject's social worker was notified.  No further action deemed necessary by the police.     

2) NORTH: Traffic Incident – 8:25 a.m.  Officers responded to Aberg Ave/Shopko Dr for a one-vehicle crash.  A vehicle/driver (41-year-old) hit an icy spot and the vehicle rolled.  Fortunately the driver was wearing his seatbelt and was uninjured.  No property damage identified.  No further action deemed necessary by the police. 

3) WEST: Strong Armed Robbery – 10:38 a.m.  Officers responded to Woodman's on S. Gammon Rd for a report of an attempted robbery.  The victim (65-year-old WF) got out of her vehicle to go inside the store when a suspect (AAM) grabbed her purse and attempted to take it from her.  The victim held onto the purse and the suspect dragged her about 15 feet before letting go.  The suspect fled in a vehicle that was reported stolen in early January.  The victim did not sustain any injuries.  It is likely the suspect attempted at least two other robberies this same day.  Incident Report on MPD's website completed.  Investigation continuing.      

4) MIDTOWN: Strong Armed Robbery – 10:43 a.m.  Officers responded to Hy-Vee on S. Whitney Way for a report of an attempted robbery.  The victim (38-year-old WF) was putting groceries in her vehicle when a suspect (AAM) approached her and attempted to take her purse.  The victim yelled and the suspect fled in a vehicle (without the purse).  The suspect and vehicle descriptions were similar to that of incident #3 above.  Incident Report on MPD's website completed.  Investigation continuing.    

5) MIDTOWN: Strong Armed Robbery – 10:48 a.m.  Officers responded to a bus stop on Odana Road at Odana Lane for a report of an attempted robbery.  The victim (74-year-old WF) was waiting for a bus when the suspect (AAM) came up to her, asked her for something and then grabbed her purse.  The victim attempted to get her purse back.  The suspect pushed her to the ground.  The suspect fled in a vehicle and the purse was located nearby (empty).  The victim did not sustain any injuries.  The suspect and vehicle descriptions were similar to that of incident #3 and #4 above.  Incident Report on MPD's website completed.  Investigation continuing.

Regarding incidents #3, #4 and #5 – the stolen vehicle used in the commission of these various incidents was subsequently recovered in Sun Prairie.  All three investigations are on-going.    

6) WEST: Information/Strong Armed Robbery – 11:59 a.m.  Officers responded to a delayed report of a strong armed robbery that was reported to have occurred around 11pm the previous night in a residential neighborhood. The victim (35-year-old WM) reported that three suspects (AAM, WM, HM) knocked on his door and pushed their way into his residence where they physically assaulted him.  The victim reported that the suspects stole a guitar, his wallet, cash and various cards/documents.  The victim did not sustain any visible injuries.  Investigation continuing.          

7) NORTH: Preserve-the-Peace – 12:37 p.m.  Officers responded to a preserve-the-peace request at a north side residence where subjects (31-year-old AAM suspect and 21-year-old AAF victim) were moving out due to an eviction and tensions were escalating.  The victim and suspect engaged in an "emotional and physical outburst" in front of officers.  The suspect was not cooperative with officers.  The suspect was issued a misdemeanor citation for resisting.  The suspect was released from the scene and left with a family member.  No further action deemed necessary by the police. 

8) NORTH: Mental Health Conveyance – 1:36 p.m.  Officers responded to Hayes Rd for a report of a suicidal subject (37-year-old WF).  The subject was taken into protective custody and conveyed to a local hospital for an evaluation.  Journey Mental Health plugged in.  Emergency detention being sought.  Investigation continuing. 

9) CENTRAL: Juvenile Arrest – 2:53 p.m.  Officers responded to a residence for a disturbance between two subjects (13-year-old AF suspect and 57-year-old AM victim).  The victim is the suspect's father.  The suspect physically assaulted her father.  The suspect repeatedly kicked officers and scratched them.  The suspect was conveyed to the Juvenile Reception Center on charges of resisting, battery to a police officer, discharge of bodily fluids at public safety workers, battery and disorderly conduct. 

10) SOUTH: Check Welfare – 3:22 p.m.  Officers responded to check the welfare of a subject (17-year-old AAM) on Greenway Cross after family members reported a disturbance that occurred at their residence.  The subject left the residence with a knife and made threats towards himself with it.  The subject was located and he agreed to voluntarily go to a local hospital for an evaluation.  Investigation continuing.            

11) WEST: Weapons Offense – 6:16 p.m.  Officers responded to the 7900 block of Tree Lane for a report of a fight in a parking lot.  It was also reported that one of the subjects involved was armed with a knife.  Investigation revealed that a victim (27-year-old AAF) was engaged in a verbal argument with an AAM (unidentified) when another subject/suspect (39-year-old AAM) became involved.  The suspect pulled a knife and threatened the unidentified AAM with it.  The suspect and victim left the area together in a vehicle.  Once the suspect is located, he will be charged with disorderly conduct while armed, carrying a concealed weapon and a probation hold.  Investigation continuing.    

12) WEST: Retail Theft – 6:23 p.m.  Officers responded to West Towne Mall for a report of a retail theft.  The suspect (20-year-old AAF) was arrested for felony retail theft. 

13) CENTRAL: Strong Armed Robbery – 8:47 p.m.  Officers responded to Festival Foods on E. Washington Ave for a report of a robbery.  The victim (41-year-old WF) stated she was walking to her vehicle when she was approached by a suspect (AAM) who grabbed her purse.  The suspect fled on foot.  The suspect was trailed by a witness and when the suspect realized this, he dropped the purse.  The purse was recovered and returned to the victim.  The victim did not sustain any injuries.  Incident Report on MPD's website completed.  The nexus to calls #3, #4 and #5 are being explored.  Investigation continuing. 

14) WEST: Domestic Disturbance – 9:02 p.m.  Officers responded to a west side residence for a disturbance.  The suspect (23-year-old MRM) became upset with his parents (54-year-old MRF 59-year-old MRM) and a verbal argument took place.  The suspect's parents were concerned that the suspect was going to get physical with them.  Probable cause was developed and the suspect was arrested for domestic disorderly conduct. 

15) SOUTH: Check Person – 12:34 a.m.  Officers responded to a report that a 4-year-old AAF had not been returned home by her father (42-year-old AAM) and there were concerns for their welfare.  Areas checked.  Attempt to locate aired.  The child was returned home later, safe and sound.  No further action deemed necessary by the police. 

16) NORTH: Adult Arrested Person – 1:33 a.m.  Officers responded to a residence to attempt to locate a wanted suspect (54-year-old AAM) at the request of the Department of Corrections.  The suspect was located and taken into custody without incident.  The suspect was conveyed to jail on an outstanding probation hold/warrant. 

17) MIDTOWN: Disturbance – 2:26 a.m.  Officers responded to Braxton Place for a disturbance between two subjects (43-year-old WF victim and 70-year-old AAM suspect).  The victim and suspect were drinking together when the suspect made unwanted advances towards the victim.  The victim reported that the suspect became mad at her when she denied his requests and physically assaulted her.  The suspect was arrested for disorderly conduct and battery.         

18) NORTH: Assist EMS/Fire – 4:15 a.m.  Officers responded, along with MFD, to Bell Laboratories on Kinsman Blvd for a gas leak.  MG&E also responded to assist.  MPD set up a perimeter around the building.  No injuries reported.  Incident Report on MPD's website completed.  MFD has the lead on this investigation.  Investigation continuing.
