MPD Notable Calls 12/13/2019 to 12/16/2019

The information provided below about some of the calls officers responded to (Friday-Sunday) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 12/13/2019 through 6:00 a.m. on 12/16/2019, MPD 1,111 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (177), East (214), Midtown (201), North (147), South (119), West (192), and Other (61).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 7:07 a.m. to 10:07 a.m. due to calls for service.

MIDTOWN:  Information – 8:27 a.m.  Officers met with a complainant who wished to report some inappropriate comments and touching by a known acquaintance/subject.  No charges have been substantiated at this time. 

NORTH: Disturbance – 12:12 p.m.  Officers responded to a disturbance outside of East High School.  A vehicle fled from the area (it was not pursued).  Investigation continuing. 

EAST:  Adult Arrested Person – 12:34 p.m.  Officers took a wanted suspect (27-year-old male) into custody on N. Thompson Drive.  The suspect was conveyed to jail.  Investigation continuing. 

MIDTOWN: Information/Sexual Assault – 1:12 p.m.  Officers were notified by a third party of a sexual assault between a female victim and a 16-year-old male suspect.  The victim was contacted and she denied that the assault occurred.  Investigation continuing. 

WEST: Sexual Assault – 2:56 p.m.  Officers met with a complainant who reported observing inappropriate contact between two subjects (female victim and 22-year-old male suspect).  The victim and suspect were both contacted.  The suspect was subsequently cited for 4th degree sexual assault. 

NORTH: Stolen Auto – 4:04 p.m.  Officers responded to the 1900 block of Northport Drive for a report of a stolen vehicle.  The car was left running ad unoccupied.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

SOUTH: Armed Robbery – 6:21 p.m.  Officers met with a delivery driver/victim (male) who reported being robbed at gunpoint on South Street.  The victim reported that two male suspects took money, a pocket knife and a cell phone from him before fleeing in a vehicle.  Investigation continuing. 

WEST: Missing/Runaway Juvenile – 6:44 p.m.  Officers received a report of a missing/runaway juvenile (16-year-old male).  The juvenile left home after getting into an argument with his mother.  No safety concerns identified for the juvenile.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.  **The juvenile was later confirmed to be safe and at his father's home.

EAST: Weapons Offense – 7:39 p.m.  Officers responded to the 6300 block of Seven Pines Ave reference a subject shooting a gun.  MPD arrived in the area and heard several more shots and observed a subject/suspect go into a residence.  A perimeter was established and negotiations with the suspect were initiated.  After several hours, the suspect (58-year-old male) was taken into custody by MPD SWAT.  The suspect was charged with 1st degree recklessly endangering safety, felon in possession of a firearm, and bail jumping.  Other charges may be forthcoming.  Incident Report on MPD's website completed.

EAST: Drug Incident/Overdose – 9:58 p.m.  Officers responded to a convenience store in the 4200 block of E. Washington Ave for a subject (34-year-old male) experiencing a drug overdose.  MPD administered Naloxone and performed CCR.  The subject was revived and denied any drug use.  The subject was conveyed to a local hospital.  No charges have been substantiated at this time. 

NORTH: Theft – 9:58 p.m.  An officer was notified of a theft during a basketball game at East High School.  A set of car keys were taken, and the vehicle was subsequently stolen.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.  Investigation continuing. 

EAST: Check Area – 10:12 p.m.  Officers received multiple reports of shots fired in the general area of Swanton Rd and Milwaukee St.  Areas checked.  No evidence of shots fired located at this time. 

MIDTOWN: Drug Incident/Overdose – 10:53 p.m.  Officers responded to Doncaster Dr for a subject experiencing a drug overdose.  MFD also responded and the subject was revived.  The subject overdosed earlier in the day, was transported to a local hospital and left against medical advice.  The subject was conveyed back to the hospital.  No new charges were developed.

SOUTH: Stolen Vehicle – 3:37 a.m.  A vehicle was observed driving at a high rate of speed on the Beltline.  The vehicle exited at John Nolen Drive where officers had set up spikes (which was successful).  Two occupants/suspects fled from the vehicle, but were apprehended.  A third occupant/suspect remained on scene.  The driver/suspect (15-year-old male) was charged with operating a motor vehicle without consent.  The two passengers/suspects (14-year-old male and 12-year-old male) were charged with operating a motor vehicle without consent – party to a crime.

EAST: Domestic Disturbance – 4:25 a.m.  Officers responded to an East district residence for a domestic disturbance between two subjects (male victim and 61-year-old male suspect).  The suspect pushed the victim during an argument.  The suspect also threatened the victim.  The suspect was arrested for domestic disorderly conduct. 

EAST: Hit-and-Run/Crash – 4:38 a.m.  Officers responded to the parking lot at East Towne Mall for a report of a crash.  The caller advised that a vehicle was on fire with two passengers still in the vehicle.  The two passengers were able to free themselves from the vehicle and were conveyed to a local hospital with non-life threatening injuries.  The vehicle was determined to be stolen from Middleton.  The driver/suspect (13-year-old male) was not on scene but showed up at the hospital later with injuries he claimed were from a bicycle accident.   Charges forthcoming for the suspect and the two passengers. 

EAST: Domestic Disturbance – 8:23 a.m.  Officers responded to the area of Bewick Drive/Commercial Avenue for a disturbance between two subjects (female victim and 35-year-old male suspect).  Probable cause was developed.  The suspect was charged with domestic disorderly conduct. 

MIDTOWN: Drug Incident/Overdose – 9:37 a.m.  Officers responded to Doncaster Drive for a subject experiencing a drug overdose.  MPD administered Naloxone, which revived the subject.  The subject denied drug use and there was no evidence of drug use on scene.  No charges have been substantiated at this time. 

WEST: Information/Armed Robbery – 11:52 a.m.  Officers met with a victim who reported being robbed at gunpoint in a vehicle at West Towne Mall.  The suspects are known to the victim or are possible acquaintances.

EAST: Intoxicated Driver – 12:09 p.m.  Officers responded to the HyVee parking lot for a property-damage only crash complaint.  The driver/suspect (36-year-old male) was found passed out in his vehicle, which prompted the police being called.  The suspect was contacted and probable cause was developed to arrest him for operating while under the influence (3rd offense) and possession of heroin.

SOUTH: Homicide – 1:18 p.m.  Officers responded to the 1000 block of Spruce St for a report of shots fire.  A victim was located with life threatening injuries.  The victim was transported to a local hospital and was pronounced deceased. A suspect (20-year-old male) was identified, located and arrested for 1st degree intentional homicide.  Incident Report on MPD's website completed.  Press conference conducted.

NORTH: Check Area – 12:24 a.m.  Officers responded to a North district residence for a report of a disturbance between two subjects involving a gun.  Both subjects were not on scene when officers arrived.  Contact was made with other occupants at the residence who denied anything physical occurred and denied that a gun was involved.  Investigation continuing. 

CENTRAL: Theft – 1:03 a.m.  Officers responded to W. Gorham St for a report of a theft.  Two suspects were identified and probable cause was developed.  A 27-year-old male suspect was arrested for a probation warrant and possession of heroin.  Additional charges may be forthcoming.  A 18-year-old female suspect was arrested for theft, obstructing (two counts) and bail jumping (two counts). 

CENTRAL: Disturbance – 2:14 a.m.  Officers responded to the 400 block of State St for a suspect (30-year-old male) attempting to leave the establishment with a beer.  The suspect caused a disturbance when he was told he could not take the drink with him.  The suspect was not cooperative with officers.  The suspect was arrested for disorderly conduct, trespassing, resisting and felony threats to law enforcement. 

SOUTH: Injured Person – 7:56 a.m.  Officers responded to a South district residence for an injured subject.  The subject was conveyed to a local hospital.  The subject initially reported that he had been robbed but later stated the injury was self-inflicted.  Journey Mental Health notified. 

MIDTOWN: Disturbance – 10:05 a.m.  Officers responded to a report of a subject with a knife.  The subject was contacted and able to be calmed down.  The subject/client was able to be left with her caregivers/staff. 

CENTRAL: Crash with Injuries – 12:03 p.m.  Officers responded to the 200 block of W. Washington Ave for a crash.  The driver suffered a medical event which led to him losing control of his vehicle and striking several parked vehicles.  The driver was transported to a local hospital.

EAST: Adult Arrested Person – 1:24 p.m.  Officers responded to an East district residence for a disturbance.  The suspect (38-year-old male) was arrested for battery, strangulation and domestic disorderly conduct.  The victim (male) was transported to a local hospital for treatment. 

NORTH: Domestic Disturbance – 3:25 p.m.  Officers responded to a North district residence for a domestic disturbance between two subjects (female victim and 30-year-old female suspect). The suspect was not on scene when officers arrived.  Once located, the suspect will be charged with domestic disorderly conduct, criminal damage to property and bail jumping. 

EAST: Adult Arrested Person – 3:40 p.m.  Officers took a wanted suspect (29-year-old female) into custody for criminal damage to property (two counts), felony bail jumping and entry into a locked vehicle. 

MIDTOWN: Adult Arrested Person – 4:36 p.m.  Officers responded to a Midtown district residence for a subject/suspect (20-year-old female) armed with a knife and a lighter.  The suspect was contacted and probable cause was developed to arrest/charge her with disorderly conduct while armed. 

CENTRAL: Drug Incident/Overdose – 6:07 p.m.  Officers responded to a Central district residence for a subject/suspect (23-year-old male) experiencing an overdose.  MPD administered Naloxone which revived the suspect.  The suspect was conveyed to a local hospital and admitted to illegal drug use.  The suspect was cited for possession and referred to the Madison Addiction Recovery Initiative (MARI). 

SOUTH: Information/Armed Robbery – 6:53 p.m.  Officers met with a victim (male) who reported being robbed at gunpoint.  Incident likely involved the selling/purchasing of illegal drugs.  Investigation continuing.    

WEST: Domestic Disturbance – 8:26 p.m.  Officers responded to a West district residence for a domestic disturbance between two subjects (male victim and 76-year-old female suspect).  The suspect was arrested for domestic disorderly conduct. 

NORTH: Death Investigation – 10:27 p.m.  Officers responded to a North district residence for a deceased subject (42-year-old male).  The decedent had several medical/mental health concerns.  Nothing suspicious identified on scene.  Medical Examiner's office responded.

CENTRAL: Damage to Property – 1:08 a.m.  Officers met with a victim (male) who located two of his vehicle tires slashed.  Video evidence showing a suspect obtained.  Investigation continuing. 

NORTH: Disturbance – 1:14 a.m.  Officers responded to a North district residence for a disturbance between two subjects (female victim and 37-year-old male suspect).  The suspect was arrested for disorderly conduct and intimidation of a victim. 

CENTRAL: Disturbance – 2:03 a.m.  Officers responded to the 600 block of Langdon St for a disturbance involving multiple suspects.  The suspects were observed attempting to break into a building.  The suspects were contacted and were not cooperative with officers.  A 18-year-old male suspect was charged with attempted battery to a police officer, disorderly conduct and resisting.  A 50-year-old male suspect was charged with disorderly conduct.  A 19-year-old male suspect was charged with disorderly conduct, underage drinking, and ID card violation. 

EAST: Check Area – 4:05 a.m.  Officers responded to the Acewood area after a suspect (26-year-old male) was attempting to open vehicle doors.  The suspect was contacted and he provided a false name to officers.  Charges forthcoming.  Investigation continuing.
