MPD Notable Calls 03/07/2020 to 03/09/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 03/06/2020 through 6:00 a.m. on 03/09/2020, MPD received 1,388 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central 228, East 334, Midtown 227, North 175, South 146, West 190, and Other 88.  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

*Priority calls only from 6:00am to 7:21am due to calls for service.

MIDTOWN: Runaway Juveniles – 8:58 am.  A mother notified police that her teen daughter, who was suspended from school for the day, had shown up at school and then fled with another student as the mother was arriving to pick up her daughter.  Both juveniles were later located at Target where they were detained by loss prevention officers for retail theft.  The juveniles were issued citations for retail theft and returned home.          

CENTRAL: Domestic Disturbance – 9:35 am.  Neighbors contacted police to report sounds of a disturbance.  Officers responded to the residence where the victim reported the suspect (23-year-old female) scratched and choked him.  The suspect was arrested for domestic disorderly conduct and obstructing, as she lied to officers upon their arrival on scene about being involved in the disturbance.

WEST: Check Property – 11:06 am.  Staff at the DMV at 8417 Excelsior Dr reported an abandoned backpack on the premises.  Police responded and located nothing of concern in the backpack.  The DMV retained possession of the backpack with the intent of returning it to its owner.

EAST: Mental Health Conveyance – 3:00 pm.  Police transported a subject (81-year-old male) who was placed under an emergency detention to a local hospital to be admitted for psychiatric care.

NORTH: Suspicious Person – 3:11 pm.  A parent reported to police that he observed a vehicle slow down next to his daughter (7-year-old female) as she was walking home from school.  The parent overheard the driver ask her if she needed a ride.  The parent told his daughter to come home quickly and the vehicle left the area.  The driver of the vehicle was not identified.

CENTRAL: Drug Overdose – 3:23 pm.  Officers responded to Walgreens at 15 E Main St for a suspect (60-year-old male) down in the bathroom.  Madison Fire paramedics administered naloxone and transported the suspect to the hospital.  The suspect was arrested for possession of heroin.

WEST: Fire Investigation – 8:25 pm.  Officers responded to a construction site to assist Madison Fire with an investigation.  No further police action was deemed necessary.

MIDTOWN: Domestic Disturbance – 8:34 pm.  During an argument between the suspect (33-year-old female) and the victim, the suspect threw plastic water bottles at the victim.  The suspect was arrested on a charge of domestic disorderly conduct.

CENTRAL: Conveyance Alcohol – 9:12 pm.  Dispatch received a report of a suicidal subject (27-year-old male).  Upon arrival police observed the subject to be intoxicated and placed him in protective custody.  The subject was transported to the hospital and left in the care of staff.

EAST: Runaway Juvenile – 11:07 pm.  A mother reported her 15-year-old son missing.  An ATL was aired and the juvenile was listed as missing.

WEST: Disturbance – 12:25 am.  While renting a room at a hotel, the suspect (27-year-old female) became intoxicated and began yelling at her children.  The oldest child notified her father by phone of the disturbance and a security officer assisted the children in getting to the lobby of the hotel to wait for a responsible adult.  Once in the lobby, the suspect continued to be combative.  Officers arrived on scene and arrested the suspect on charges of disorderly conduct, physical abuse to a child, false imprisonment and battery.

CENTRAL: Disorderly Conduct – 12:45 am.  The suspect (23-year-old male) entered a fraternity without permission and caused a disturbance before eventually leaving the premises.  Officers developed probable cause to arrest the suspect for criminal trespass to dwelling and disorderly conduct.

EAST: Civil Dispute – 9:42 am.  Officers responded to a residence to facilitate the resolution of a dispute over ownership of a vehicle.  Officers did not develop probable cause for any crime being committed.  No further police action deemed necessary.

WEST: Traffic Incident – 12:08 pm.  An officer observed a vehicle traveling close to 90 mph on the westbound beltline near Whitney Way and attempted to initiate a traffic stop.  The vehicle fled.  The officer aired a description of the vehicle and occupants, who remain at large.

CENTRAL – Missing Juvenile – 4:08 pm.  A mother reported her 11-year old daughter went missing with friends while shopping the day before at East Towne Mall.  The juvenile was later located on the north side of Madison and conveyed home by officers. 

EAST – Assist EMS/Fire – 4:47 pm.  Officers responded to assist with an adult male who suffered a possible medical event and collapsed at Ho Chuck Gaming Madison.  An off-duty officer with another jurisdiction provided assistance until MPD and MFD arrived. 

MIDTOWN – Check Person/Mental Health - 7:05 pm.  Officers assisted hospital staff at St. Mary's with an adult woman who arrived there and needed to be evaluated.

MIDTOWN  - Battery – 8:52 pm.  Officers responded to the report of an adult female who was struck by an unknown older male who appeared to be intoxicated near the Brittingham Apartments.  The victim reported that the suspect ran away in an unknown direction and he was not located.

WEST – Drug Overdose – 12:05 am.  Male woke up and found his girlfriend unresponsive after ingesting heroin.   Officers responded and administered Narcan and performed CCR.  The female was later conveyed to the hospital by MFD. 

WEST – Domestic Disturbance – 5:06 am.  A female victim recently ended a relationship with a 51yo male.  The male suspect entered the victim's residence and confronted the female victim and a male victim while armed with knives.  The male suspect attacked the male victim who tried to flee.  Officers responded and found the suspect, who was combative.  The suspect was transported to the jail on charges of 1st degree reckless endangering safety, burglary, intimidation of a victim, battery, DC while armed, threats to law enforcement, resisting and a probation violation.

WEST – Domestic Disturbance – 8:39 am.  Male and female were in a dispute which led to the female threatening the male with a knife.  Male victim fled and the female was arrested by officers on a charge of disorderly conduct while armed.  

SOUTH – Disturbance – 8:52 am.  Officers were sent to a disagreement over a rent payment.  A male was arrested when he was found to have outstanding domestic related charges.

NORTH – Death Investigation – 10:14 am.  Officers responded to a home to check the welfare of a 68yo male.  Upon entry, the male was found deceased.  Nothing suspicious was located on scene. 

CENTRAL – Domestic Disturbance – 12:24 pm.  A victim reported a domestic incident from February involving a 30yo male.  The male was later located by officers and arrested on charges of false imprisonment and disorderly conduct. 

SOUTH – Check Person – 12:45 pm.  Officers worked with Fitchburg PD in an attempt to arrest a wanted person.  The suspect was not located.

NORTH  - Disturbance – 3:24 pm.  A disturbance occurred after two vehicles exchanged horns after some possible poor driving behavior.  One male driver got out of his car to confront the other driver.  Officers located this male and cited him for disorderly conduct. 

WEST  - Arrested Person – 3:40 pm.  Officers made a traffic stop and arrested a male who was wanted on outstanding domestic charges. 

MIDTOWN  - Information – 6:25 pm.  Male reported that he was driving eastbound on the beltline near Whitney Way when he saw a black Acura Integra (or similar) drive to the left of a yellow Ford Mustang.  He reported that a male in his 20's leaned out of the passenger side window of the Acura and pointed an unknown object (possibly a weapon) towards the Mustang - the vehicles then separated.  Officers checked the area and found nothing suspicious.  No other callers reported this incident. 

SOUTH – Death Investigation – 8:30 pm.  Officers responded to check the welfare of a 53 year old male and located him deceased.  Nothing suspicious on scene. 

EAST – Battery – 9:41 pm.  Officers responded to a residential facility where one new adult male resident was not getting along with others and committed a battery against another male resident.  Officers located the male suspect who was combative.  The suspect was taken to jail on the charges of domestic battery, domestic disorderly conduct, resisting and a probation/parole hold.
