MPD Notable Calls 12/20/2019 to 12/23/2019

The information provided below about some of the calls officers responded to (Friday-Sunday) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 12/20/2019 through 6:00 a.m. on 12/23/2019, MPD 1,147 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (155), East (274), Midtown (178), North (168), South (130), West (178), and Other (64).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

SOUTH: Recovered/Stolen Vehicle – 7:53 a.m.  Officers received a report of a stolen vehicle from a South district residence.  The vehicle was left running and unoccupied.  The vehicle was tracked to South Street where it was located unoccupied.  The vehicle was returned to its registered owner. 

WEST: Stolen Vehicle – 8:39 a.m.  Officers responded to a report of a stolen vehicle from a West district residence.  The vehicle was left running and unoccupied.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

SOUTH: Adult Arrested Person – 9:03 a.m.  Officers received information about a location of a wanted subject/suspect (33-year-old male).  The suspect was contacted, arrested and conveyed to jail for an outstanding warrant. 

NORTH: Stolen Vehicle – 10:18 a.m.  Officers received a report of a stolen/unreturned rental vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.

EAST: Adult Arrested Person – 10:19 a.m.  Officers responded to the area of Eagan Rd/E. Towne Blvd for a report of a subject armed with a knife and threatening another subject.  The suspect (43-year-old male) was contacted.  No knife was observed/recovered.  The suspect was arrested for an outstanding warrant.  No charges were developed from this incident. 

MIDTOWN: Juvenile Arrest – 12:50 p.m.  Officers contacted a suspect (16-year-old male) where probable cause was developed and evidence was located of drug possession/selling.  A consent search of a vehicle yields marijuana, pills and vape cartridges.  Evidence recovered.  The juvenile was charged and released to his guardian. 

SOUTH: Disturbance – 1:15 p.m.  Officers responded to a South district residence for a disturbance between two subjects (male victim and 60-year-old male suspect).  The victim reported that the suspect chased him and damaged his vehicle with the bat.  The suspect was not on scene when officers arrived.  Probable cause was developed.  The suspect, once located, will be charged with disorderly conduct while armed and criminal damage to property. 

CENTRAL: Crash with Injuries – 3:52 p.m.  Officers responded to a three-vehicle crash in the 1600 block of E. Washington Ave.  One driver (29-year-old male) was cited for following too close and operating after revocation.  One subject was transported to a local hospital with minor injuries. 

WEST: Adult Arrested Person – 4:46 p.m.  Officers located a wanted suspect (54-year-old male) and took him into custody for an outstanding warrant. 

MIDTOWN: Domestic Disturbance – 10:34 p.m.  Officers responded to a Midtown district residence for a domestic disturbance between two subjects (female victim and 22-year-old female suspect).  The suspect was arrested on multiple domestic-related charges. 

CENTRAL: Stalking Complaint – 11:09 p.m.  Officers made contact with a suspect (41-year-old male) and probable cause was developed to charge him with trespassing after notification, disorderly conduct and he was issued a stalking letter. 

EAST: Domestic Disturbance – 11:32 p.m.  Officers responded to an East district residence for a disturbance.  The suspect (40-year-old male) was intoxicated and refused to leave the premises when asked.  The suspect was contacted and arrested for disorderly conduct, domestic disorderly conduct and bail jumping.

NORTH: Domestic Disturbance – 12:02 a.m.  Officers responded to a North district residence for a disturbance between two subjects (male victim and 29-year-old male suspect).  The suspect was arrested for domestic disorderly conduct. 

CENTRAL: Adult Arrested Person – 3:16 a.m.  Officers contacted a wanted suspect (26-year-old male).  The suspect was arrested for battery and bail jumping (four counts). 

WEST: Missing/Runaway Juvenile – 6:11 a.m.  Officers received a report of a missing/runaway juvenile (14-year-old male).  No safety concerns identified.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.

WEST: Drug Incident/Overdose – 7:57 a.m.  Officers responded to a West district residence for a suspect (55-year-old male) likely experiencing a drug overdose.  No evidence of drug use located on scene.  The subject was conveyed to a local hospital.  A probation/parole hold was placed on the suspect.  The suspect was left in the care of medical staff and will be conveyed to jail once medically cleared. 

EAST: Death Investigation – 8:17 a.m.  Officers responded to a report of a deceased subject (86-year-old female).  The decedent had multiple health concerns.  Nothing concerning identified on scene.  Medical Examiner's office responded. 

EAST: Stolen Vehicle – 8:28 a.m.  Officers responded to an East district residence for a report of a stolen vehicle.  The vehicle was left running and unoccupied.  The keys were in the vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

SOUTH: Adult Arrested Person – 11:15 a.m.  Officers responded to a report of a disturbance between two subjects (male victim and 28-year-old female suspect).  The suspect was arrested for disorderly conduct, possession of drug paraphernalia, reckless driving and bail jumping. 

WEST: Adult Arrested Person – 2:50 p.m.  Officers took a wanted suspect (58-year-old male) into custody.  He was charged with several domestic-related crimes including disorderly conduct (two counts), strangulation, battery and intimidation of a victim.

WEST: Stolen Vehicle – 2:51 p.m.  Officers received a report of a stolen vehicle from a West district residence. The suspect (15-year-old male) was identified and is at-large.   The vehicle was returned to its registered owner.  Investigation continuing. 

EAST: Adult Arrested Person – 4:30 p.m.  Officers responded to a report of a possible drug transaction in the parking lot of Woodman's.  Officers observed the vehicle and noticed a passenger in the vehicle slightly slumped over.  The passenger/suspect (26-year-old male) got out of the vehicle and fled on foot when officers attempted contact.  The suspect was located hiding under a porch.  The suspect was charged with resisting, possession of drug paraphernalia, possession of heroin, operating a motor vehicle while under the influence (2nd offense) and felony bail jumping.     

WEST: Drug Incident/Overdose – 9:28 p.m.  Officers, along with EMS/MFD, responded to a West district residence for a subject/suspect (26-year-old male) experiencing a drug overdose.  MFD administered Naloxone to the suspect.  The suspect admitted to using heroin.  The suspect was conveyed to a local hospital.  The suspect was cited for possession of heroin and referred to the Madison Addiction Recovery Initiative (MARI).

CENTRAL: Disturbance – 9:55 p.m.  Officers responded to W. Gilman St for a subject in a vehicle with open intoxicants and causing a disturbance.  The subject/suspect (20-year-old male) was arrested for disorderly conduct, resisting, open intoxicants and under-age consumption.

**Priority calls only from 12:46 p.m. to 2:15 p.m. due to calls for service. 

CENTRAL: Information/Armed Robbery – 1:12 a.m.  Officers responded to a report of an armed robbery involving multiple subjects.  There was a delay in reporting of this incident.  The involved subjects gave conflicting information.  A gun was reported to be involved and cash stolen.  Investigation continuing. 

EAST: Check Person – 1:58 a.m.  Officers received a request to check the welfare of a subject (43-year-old male) due to concerning statements he made to family.  Contact was made with the subject who denied being suicidal.  There were no legal grounds for taking the subject into protective custody.  A rifle belonging to the subject was voluntarily turned over to police for temporary safekeeping.  Journey Mental Health consulted. 

SOUTH: Drug Incident – 2:51 a.m.  Officers conducted a traffic stop and made contact with the driver/suspect (23-year-old male).  The suspect reported that he was being scammed out of money and provided officers with a potential identification of a second suspect.  The driver/suspect was found to be in possession of illegal pills.  The suspect was arrested for possession of controlled substances.  Other incident remains under investigation. 

EAST: Strong Armed Robbery – 3:05 a.m.  Officers met with a victim (male) who reported being assaulted by two individuals as he was walking on Lien Rd.  The victim was not cooperative with officers.  The victim was conveyed to a local hospital for treatment.  Investigation continuing. 

CENTRAL: Injured Person – 6:22 a.m.  Officers responded to a local hospital due to a subject who arrived with multiple serious injuries.  The subject had reportedly called a roommate and said that he had been jumped.  Limited information obtained from the subject due to his injuries.  The subject's vehicle was located.  Investigation continuing. 

NORTH: Death Investigation – 7:20 a.m.  Officers responded to a report of a deceased subject (40-year-old female).  Nothing suspicious observed.  Medical Examiner's office responded. 

EAST: Check Property – 8:30 a.m.  Officers responded to a report of a subject directing traffic with a guitar.  The subject was conveyed to a local hospital and a Chapter 51 return was found to be active.  The subject is awaiting transport to Winnebago. 

SOUTH: Domestic Disturbance – 11:35 a.m.  Officers responded to a South district residence for a domestic disturbance between two subjects (female victim and 42-year-old male suspect).  The suspect was not cooperative with officers and one officer sustained a minor injury.  The suspect was arrested for domestic disorderly conduct and resisting. 

EAST: Adult Arrested Person – 12:59 p.m.  Officers located and arrested a wanted suspect (18-year-old male). 

NORTH: Violation of a Court Order – 3:14 p.m.  Officers arrested a suspect (26-year-old male) for violating a restraining order. 

SOUTH: Death Investigation – 4:47 p.m.  Officers responded to a South district residence to check the welfare of a subject. (87-year-old male)  Entry was made to the residence and the subject was located deceased.  Nothing suspicious identified.  Medical Examiner's office responded. 

EAST: Intoxicated Driver – 5:12 p.m.  A driver/suspect (35-year-old male) was located passed out in his vehicle on East Towne Way.  The suspect admitted to using heroin.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense). 

MIDTOWN: Armed Robbery – 8:48 p.m.  Officers responded to the McDonald's in the 4600 block of Verona Rd for a report of an armed robbery.  The victim reported being repeatedly struck with a handgun.  The victim's backpack was stolen.  The suspects (two males) fled.  Incident Report on MPD's website completed.  Investigation continuing. 

 

12/23

EAST: Domestic Disturbance – 1:14 a.m.  Officers responded to an East district residence for a disturbance between multiple subjects.  One suspect (30-year-old male) was arrested for domestic disorderly conduct and domestic criminal damage to property.  A second suspect (male) remains at-large.  Charges pending for the suspect at-large.  Investigation continuing. 

EAST: Residential Burglary – 1:53 a.m.  Officers responded to Paso Roble Way for a report of two stolen vehicles.  A vehicle was parked in the driveway, unlocked.  The suspect(s) used the garage door opener in the unlocked vehicle to open the garage, enter the home, steal keys and steal both vehicles.  One of the vehicle's was located off S. High Point Rd.  The second vehicle has not been located.  Attempt to locate aired.  The vehicle was entered as stolen in the appropriate databases.  Incident Report on MPD's website completed.   

CENTRAL: Crash with Injuries – 4:50 a.m.  Officers responded to Wisconsin/Johnson St for a crash.  A driver went through a flashing red light and collided with another vehicle.  Injuries reported.  Citations may be forthcoming.  Investigation continuing.    

WEST: Stolen Vehicle – 7:24 a.m.  Officers responded to a West district residence for a report of a stolen vehicle.  The vehicle was left running and unlocked/unoccupied.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

NORTH: Armed Robbery – 7:56 a.m.  Officers responded to the BP convenience store in the 4200 block of E. Washington Ave for a report of an armed robbery.  The suspect displayed a gun and fled with cash.  Investigation continuing.
