The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 03/22/2021 through 6:00 a.m. on 03/23/2021, MPD received 383 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (42), East (67), Midtown (67), North (82), South (51), West (51), and Other (22).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

Priority calls only from 7:50 p.m. to 3:11 a.m. due to calls for service.

NORTH: Stolen Vehicle – 6:56 a.m.  Vehicle reported stolen from a parking lot.  Vehicle located/recovered on W. Karstens Drive.

NORTH: Stolen Vehicle – 7:04 a.m.  Vehicle reported stolen from a residence. The vehicle was running, unoccupied and unlocked with keys in the vehicle.  Vehicle located/recovered on W. Karstens Drive. 

WEST: Check Person – 8:46 a.m.  Officers responded to a residence to take a subject/suspect (33-year-old male) into custody at the request of probation/parole.  The suspect attempted to flee on foot but was apprehended.  The suspect was charged with resisting and a probation/parole warrant. **During the booking process at the jail the suspect tackled and struck a Deputy.  MPD assisted Deputies to get the suspect under control.  The suspect required a medical clearance at a local hospital. Additional charges for the suspect include battery to a police officer and discharging bodily fluids.  An emergency detention was sought at the local hospital and approved.  Transport to Winnebago pending. 

EAST: Mental Health Conveyance – 9:29 a.m.  A subject was conveyed to a local hospital for a mental health evaluation.  An emergency detention was explored but not supported.  Officers disengaged.

EAST: Check Person – 4:48 p.m.  Officers responded to check the welfare of a subject.  The subject was found to be incapacitated and conveyed to detox.  The subject/suspect (60-year-old male) is wanted on several outstanding charges.  The suspect will be conveyed to jail once released from detox. 

WEST: Adult Arrested Person – 5:19 p.m.  A wanted suspect (43-year-old female) turned herself into police on the following charges – stalking, bail jumping and violating harassment injunction (2 counts). 

EAST: Adult Arrested Person – 7:15 p.m.  Officers responded to Walmart for a suspect (27-year-old male) wearing an employee vest and an employee's name tag while loading merchandise into a shopping cart.  Employees confronted the suspect and he agreed to turn over the merchandise and leave the store.  The suspect was contacted, arrested and charged with unauthorized use of ID, possession of meth and a probation/parole warrant.

NORTH: Weapons Offense – 7:24 p.m.  Officers were outside a men's shelter for an unrelated medical call when they heard gunshots come from inside the building at 200 N. First Street.  Officers entered the building and encountered two people, and during the contact, an officer discharged their weapon.  Preliminary investigation reveals that one of the persons encountered had previously sustained a gunshot wound before officers entered the building. This individual was transported to a local hospital for treatment.  The second person is in police custody.  MPD is not looking for any additional suspects at this time. This remains an active and ongoing investigation. In accordance with State Law, MPD requested that an outside agency conduct the initial investigation into the officer who discharged their weapon. The Wisconsin Department of Justice's Division of Criminal Investigation (DCI) responded and is responsible for investigating. Through continued investigation and review of evidence, MPD has determined that the person initially detained at the scene directly after the shooting incident is no longer believed to be involved.  Probable cause has been developed for another individual, Ronald E Stephens (DOB: 12-09-97), who is wanted on charges of Attempted Homicide.  MPD is actively searching for Stephens, and he may armed and should be considered dangerous.  If you see Stephens or have information on his whereabouts, please call 911.  Incident Report on MPD's website completed. 

CENTRAL: Domestic Disturbance – 7:35 p.m.  Officers responded to a disturbance involving a 24-year-old male suspect.  The suspect was arrested/charged with battery, false imprisonment, strangulation, disorderly conduct and a probation violation.

MIDTOWN: Stolen Vehicle – 9:45 p.m.  A vehicle was reported stolen from a parking lot.  The vehicle was left running, unlocked and unoccupied.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.

EAST: Stolen Vehicle – 10:55 p.m.  A vehicle was reported stolen.  The vehicle was left running, unlocked and unoccupied.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.

SOUTH: Check Area – 1:35 a.m.  Officers responded to a report of shots fired near Bram St/Baird St.  Shell casings were located in the area.  No injuries or property damage reported at this time.
