MPD Notable Calls 11/05/2019 to 11/06/2019

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

 

From 6:00 a.m. on 11/05/2019 through 6:00 a.m. on 11/06/2019, MPD received 405 calls for service.  This number does not include parking complaints or 911 misdials. 

**Priority calls only from 10:03 a.m. to 10:20 a.m. due to calls for service.

**Priority calls only from 5:56 p.m. to 6:34 p.m. due to calls for service.

**Priority calls only from 7:36 p.m. to 8:20 p.m. due to calls for service.

NORTH: Domestic Disturbance – 6:56 a.m.  Officers responded to a North district residence for a female subject screaming claiming to have been assaulted.  Contact was made with a male subject who reported that the female subject had "flipped out", was throwing things around and was scratching/hitting herself.  Probable cause was developed to arrest the female (23-year-old) for disorderly conduct (domestic-related charge) and a probation hold was placed on her.   

WEST: Check Person – 8:04 a.m.  Officers responded to a West district residence to check the welfare of a possible suicidal subject (21-year-old male).  The subject was cooperative and voluntarily went to a local hospital for an evaluation.   

EAST: Adult Arrested Person – 1:04 p.m.  Officers responded to East Towne Mall to look for a reported stolen vehicle.  The stolen vehicle was located unoccupied in the parking lot.  Areas checked and the suspect (29-year-old female), who is known to the registered owner, was located and arrested for three outstanding warrants.  Probable cause was not developed, at this time, for operating a motor vehicle without consent. 

NORTH: Missing Adult – 1:26 p.m.  Officers received a report of a missing adult (65-year-old male).  Concerns for the welfare of the subject identified.  Incident Report on MPD's website completed.  Attempt to locate aired.  The subject was entered as missing/endangered in the appropriate databases.  Silver Alert activated. 

EAST: Drug Incident – 2:08 p.m.  Officers responded to Thierer Rd for a report of a subject/suspect (32-year-old male) acting strangely and possibly high on something.  The suspect had two young children with him, who were left in a vehicle alone while the suspect went into a store.  Officers arrived and detained the suspect.  Drug paraphernalia was located in the vehicle.  The suspect was arrested/charged with operating a motor vehicle under the influence (2nd offense with minor in vehicle), possession of heroin and possession of drug paraphernalia.  The children were released to their mother. 

EAST: Mental Health Conveyance – 2:24 p.m.  Officers responded to an East district residence to check the welfare of a subject (50-year-old male).  Concerns were identified for the subject's mental health.  The subject reportedly was armed with a rifle.  Officers were on scene when the subject exited the residence and he was safely detained.  The subject was taken into protective custody and conveyed to a local hospital for an evaluation.  Weapons were taken from the home for temporary safekeeping.  Journey Mental Health plugged in.  MPD Mental Health Officer plugged in.  An emergency detention may be sought. 

WEST: Information/Sexual Assault of a Child – 3:46 p.m.  Officers met with the caller and her 13-year-old daughter after the daughter reported some inappropriate contact with a 17-year-old male.  Areas checked for the male without success.  Investigation continuing.

EAST: Information/Injured Person – 7:30 p.m.  Officers received a report of a male subject showing up at an East side residence claiming to have been shot.  The male subject was not on scene when officers arrived.  Local hospitals notified.  Possible ID of the subject made.  Attempts to locate the male subject were unsuccessful.  Unknown if the subject sustained any injuries. 

SOUTH: Weapons Offense – 11:03 p.m.  Officers responded to the area of Koster St/Third Ave for reports of shots fired.  No evidence of shots fired located.  Additional canvassing may be necessary during daylight hours.

NORTH: Mental Health Conveyance – 12:16 a.m.  A subject (26-year-old male) was conveyed to a local hospital for a voluntary admission for mental health concerns earlier in the evening.  Journey Mental Health was consulted at that time and no legal grounds for an emergency detention were identified.  Officers responded back to the hospital later in the night/early morning as the subject's mental health was declining.  An emergency detention was sought and approved.  The subject was conveyed to Winnebago by MPD officers around 3:40 a.m.

EAST: Missing/Runaway Juvenile – 3:02 a.m.  Officers received a request to check the welfare of a possible suicidal subject (17-year-old female).  Phone ping completed.  The subject was contacted via phone and she refused to meet with officers and denied being suicidal.  Attempt to locate aired.  The subject was listed as missing/endangered in the appropriate databases.
