MPD Notable Calls 04/10/2020 to 04/13/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 04/10/2020 through 6:00 a.m. on 04/13/2020, MPD received 999 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (140), East (194), Midtown (132), North (154), South (95), West (186), and Other (98).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

 

04/10

SOUTH: Information – 10:02 a.m.  Staff at Tellurian detox contacted MPD prior to releasing a subject as it had previously been determined there was a warrant for the subject's arrest.  However, upon officers arrival at detox and contacting probation and parole at that time, it was determined the warrant was canceled.  No further police action deemed necessary.

SOUTH: Theft – 10:16 a.m.  A victim reported someone had stolen a cashier's check that belonged to her and which was recently cashed.  Investigation continuing.

MIDTOWN: Check Person – 10:17 a.m.  Officers responded to a local hospital for a report of a patient who was being combative.  The patient refused medical treatment and was discharged.  No charges were substantiated at this time.

CENTRAL: Death Investigation – 12:44 p.m.  Madison police and firefighters responded to the area of Monona Terrace for a report of a body in the lake.  The decedent was identified as a subject (39-year-old male) who had been missing since mid-February.

EAST: Information – 4:04 p.m.  A caller to dispatch reported there was a group of people gathered behind a school.  Officers responded to the area and made contact with a group of parents and children who were playing.  The parents were cooperative and officers educated them about the Safer at Home order.

WEST: Disturbance – 4:28 p.m.  A subject reported she was punched multiple times by two known subjects during an argument.  Officers did not observe injuries to the reporting party.  One of the subjects involved in the argument then reported to police that someone shot at her daughter in a related dispute.  Officers did not find any evidence of shots fired or evidence to corroborate either of the reporting parties' claims.  No charges substantiated at this time.

MIDTOWN: Weapons Offense Person w/ Gun – 5:10 p.m.  A caller to dispatch reported observing a group of teenagers walk past her house, one of whom was carrying a gun.  Officers made contact with two suspects and determined the weapon to be a BB gun.  The suspect in possession of the BB gun (19-year-old male) was arrested and charged with disorderly conduct.  The second suspect (14-year-old male) was cited with obstructing an officer.

WEST: Information – 6:30 p.m.  Milwaukee PD stopped a vehicle and detained two suspects (20-year-old males) who were wanted by Madison police.  Madison police took custody of the suspects for whom there were charges of armed robbery and substantial battery.

WEST: Check Person – 7:20 p.m.  A family member requested that police attempt contact at a residence to check the welfare of a suicidal subject (42-year-old male).  Officers arrived on scene and the subject was transported to the hospital.

SOUTH: Check Person – 8:47 p.m.  Officers received a report of a subject who was possibly being held against her will in a vehicle.  The subject/victim was eventually identified and located in Middleton.  Middleton PD is in charge of the investigation.

CENTRAL: Information – 9:58 p.m.  A caller to dispatch reported neighbors (23- and 24-year-old males) in violation of the Safer at Home order.  Officers responded to the scene and had the non-residents leave the area.

NORTH: Assist Dane County Sheriff – 10:12 p.m.  The Dane County Sheriff's Office requested assistance with a call involving multiple burglaries.  MPD officers helped establish a perimeter and completed a K9 track.

EAST: Disturbance – 11:25 p.m.  Witnesses reported the suspect (19-year-old male) was causing a disturbance in the 3200 block of E Washington Ave.  Officers arrived on scene and arrested the suspect who was charged with 2nd degree recklessly endangering safety, disorderly conduct, and OWI 2nd offense.

SOUTH: Weapons Offense – 3:17 a.m.  Officers were dispatched to the 1100 block of Moorland Rd for reports of shots fired.  Officers canvassed the area but did not locate evidence of shots fired.  No reports of damaged property or injured persons.

CENTRAL: Check Person – 6:25 a.m.  A caller to dispatch reported observing a subject in a vehicle with a knife near the intersection of N Ingersoll and Williamson St.  Officers made contact with the subject and did not develop probable cause to arrest the subject for any crime.

MIDTOWN: Residential Burglary – 7:43 a.m.  A caller to dispatch reported observing signs of a possible burglary having occurred at a neighbor's residence.  Officers made contact with the homeowners and learned two vehicles were entered but nothing was stolen.

NORTH: Missing/Runaway Juvenile – 8:18 a.m.  A caregiver reported a subject (26-year-old female) missing.  An ATL was aired and the subject was entered as missing in appropriate data bases.

MIDTOWN: Stolen Vehicle – 9:22 a.m.  A victim reported his vehicle was stolen.  It was determined the vehicle was likely left unlocked with the key in it.  An ATL was aired and the vehicle was listed as stolen.

MIDTOWN: Stolen Vehicle – 11:21 a.m. Officers received a report of a stolen vehicle and boat trailer.  The vehicle was located unoccupied, without the trailer.  Investigation continuing. 

MIDTOWN: Information/Sexual Assault – 11:50 a.m.  Officers met with a victim who reported a sexual assault involving a known suspect (53-year-old male).  Investigation continuing. 

EAST: Death Investigation – 1:03 p.m.  Officers responded to a residence for a report of a subject (85-year-old female) who had passed away.  Nothing suspicious observed.  Medical Examiner's office responded.  Investigation ongoing.

CENTRAL: Disturbance – 6:41 p.m.  Officers met with a victim who reported being approached by two male suspects, one of whom displayed a handgun.  The victim reported being grabbed by one of the suspects.  The victim was able to get away.  K9 track conducted.  Investigation continuing. 

EAST: Missing/Runaway Juvenile – 9:15 p.m.  Officers responded to a report of a missing/runaway juvenile (16-year-old male).  The juvenile has a history of running away.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases. 

CENTRAL: Juvenile Arrest – 9:15 p.m.  Officers made contact with two juveniles (15-year-old females) behind a store to inquire about their activities.  One of the juveniles attempted to strike an officer in the face but was unsuccessful.  Both juveniles resisted as officers detained them.  The juveniles/suspects were arrested and multiple charges filed (resisting, discharging bodily fluids, trespassing).   

MIDTOWN: Death Investigation – 9:41 p.m.  Officers responded to a residence for a deceased subject (65-year-old female).  The decedent was reportedly not feeling well for a few days.  Medical Examiner's office responded.  Investigation continuing. 

EAST: Check Area – 10:12 p.m.  Officers responded to a report of loud music and observed approximately 60 vehicles/occupants.  Contact was made with multiple subjects violating the Safer at Home order.  Investigation continuing. 

NORTH: Weapons Offense – 10:52 p.m.  Officers responded to multiple reports of shots fired.  Evidence of shots fired located. Witnesses contacted.  Suspects (38-year-old male and 28-year-old female) identified and contacted.  No report of injuries. Consent search yielded a pistol and ammunition.  Both suspects were arrested/charged with endangering safety by intoxicated use of a dangerous weapon.

 

04/12

EAST: Domestic Disturbance – 12:14 a.m.  Officers responded to a disturbance between two subjects (male victim and 34-year-old female suspect).  The suspect displayed a knife and cut the victim.  The suspect was arrested for domestic substantial battery.  The victim received stitches and was subsequently arrested for violation of bail (as he was not supposed to have contact with the suspect). 

NORTH: Traffic Incident – 12:29 a.m.  A traffic stop was conducted that involved three subjects/suspects (22-year-old male, 19-year-old female and 19-year-old female) that were previously contacted about the Safer at Home Order.  The suspects were still together and had no purpose to be together.  Investigation continuing. 

CENTRAL: Information/Sexual Assault – 1:15 a.m.  Officers met with a victim who reported being sexually assaulted.  A suspect (52-year-old male) was identified and arrested on a probation hold.  Investigation continuing. 

EAST: Non-Residential Burglary – 2:37 a.m.  Officers responded to a business for an alarm.  A suspect was observed but fled and was not apprehended.  K9 track conducted.  Investigation continuing. 

MIDTOWN: Domestic Disturbance – 7:55 a.m.  Officers responded to a 911 disconnect call and discovered a disturbance had taken place between two subjects (female victim and 54-year-old male suspect).  The suspect was arrested for domestic disorderly conduct and intimidation of a victim.  A gun was taken for temporary safekeeping.

NORTH: Death Investigation – 8:03 a.m.  Officers responded to a residence for a deceased subject (91-year-old male).  Nothing suspicious identified.  Medical Examiner's office responded.

MIDTOWN: Death Investigation – 9:29 a.m.  Officers responded to a residence for a deceased subject (67-year-old male).  The decedent had a history of medical concerns.  Nothing suspicious observed.  Medical Examiner's office responded.    

MIDTOWN: Hit-and-Run/Crash – 10:51 a.m.  Officers responded to the area of S. Whitney Way and Odana Rd for a two-vehicle crash with a driver/suspect (25-year-old male) walking away from the scene.  The suspect returned to the scene.  The suspect lied about his identity to officers.  The suspect was arrested for obstructing and a parole violation.  Investigation continuing. 

NORTH: Weapons Offense – 12:29 p.m.  Officers responded to a report of shots fired and people running.  Two subjects detained.  No evidence of shots fired located.  No injuries reported.  The subjects detained were released with no charges at this time.  Investigation continuing. 

WEST: Missing/Runaway Juvenile – 12:36 p.m.  Officers received a report of a missing/runaway juvenile (17-year-old female).  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.  Investigation continuing.  

WEST: Battery – 4:53 p.m.  Officers responded to a report of a disturbance between two subjects (female victim and 43-year-old female suspect).  The victim sustained a broken nose.  The suspect was arrested for disorderly conduct and substantial battery. 

NORTH: Check Person – 5:23 p.m.  Officers responded to a subject bleeding.  The subject was not cooperative with officers.  The subject was ultimately conveyed to a local hospital.  Journey Mental Health consulted.  Emergency detention being sought and approved.  The subject was conveyed to Winnebago.  

SOUTH: Domestic Disturbance – 6:14 p.m.  Officers responded to a disturbance between two subjects (female victim and 37-year-old female suspect).  The suspect was arrested/charged with disorderly conduct while armed. 

NORTH: Crash – 10:17 p.m.  Officers responded to E. Washington Ave/Independence Ln for a two-vehicle crash.  A light pole was struck and fell during the crash.  City Traffic Engineering responded.  No injuries reported.  Investigation continuing. 

 

04/13

EAST: Missing/Runaway Juvenile – 12:04 a.m.  Officers received a report of a missing/runaway juvenile (13-year-old female).  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.

EAST: Non-Residential Burglary – 12:26 a.m.   Officers responded to an alarm at a school and observed three subjects running.  No damage observed.  Unknown if anything was taken.  The suspects were not located.  Investigation continuing.

WEST: Residential Burglary – 1:35 a.m.  Officers responded to a residential burglary.  The resident observed three teens running from her garage to a vehicle which then left the area.  The vehicle was observed driving at a high-rate of speed.  Investigation continuing.
