MPD Notable Calls 01/22/2021 to 01/25/2021

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 01/22/2021 through 6:00 a.m. on 01/25/2021, MPD received 959 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (131), East (226), Midtown (144), North (178), South (78), West (118), and Other (84).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.


01/22

NORTH: Death Investigation – 7:42 a.m.  The spouse of a subject (74-year-old male) found him deceased in the residence.  Nothing suspicious on scene.

EAST: Child Abuse – 8:03 a.m.  Officers assisted CPS with an investigation into a report of alleged child abuse. 

WEST: Adult Arrested Person – 11:27 a.m.  Officers apprehended two wanted suspects (19- and 24-year-old males) and conveyed them to jail.

NORTH: Robbery – 2:29 p.m.  The suspect (33-year-old male) entered the BP gas station at 4222 E Washington Ave, grabbed some cigarettes from the clerk and left the store without paying.  The suspect was arrested and charged with strong armed robbery.

SOUTH: Road Rage – 2:34 p.m.  Officers made contact with two subjects (27- and 30-year-old females) who were involved in a road rage incident.  The subjects provided conflicting stories about the incident which began on the on-ramp to the beltline from Stoughton Rd and continued on the westbound beltline until one of the vehicles exited at S Park St.  No charges were substantiated.

NORTH: Adult Arrested Person – 4:02 p.m.  Officers apprehended a wanted suspect (31-year-old male) and conveyed him to jail.

?CENTRAL: Domestic Disturbance – 5:39 p.m.  The victim reported that during an argument, the suspect (29-year-old female) physically assaulted him.  Officers arrested the suspect and charged her with domestic battery and disorderly conduct.

EAST: Disturbance – 8:24 p.m.  Officers responded to the food court at East Towne Mall for a suspect (23-year-old male) who refused to comply with security guards' requests that he leave the premises.  The suspect then struck the security guards with chairs and punched them.  Officers learned that the suspect had attempted to rob a mall employee earlier.  Officers arrested the suspect and charged him with substantial battery, attempted robbery, resisting and disorderly conduct.  The suspect was subsequently conveyed to Winnebago.

WEST: PNB/AED Response – 8:43 p.m.  Officers responded to a residence where a subject (31-year-old female) was exhibiting agonal breathing.  MFD paramedics administered naloxone and oxygen and revived the subject who was then transported to the hospital.  No charges were substantiated.

NORTH: Mental Health Conveyance – 8:52 p.m.  Officers responded to a residence where a subject (63-year-old male) was acting aggressively and making threatening statements towards his mother.  Officers learned the subject suffers from schizophrenia and had not been taking his medication.  The subject was placed into protective custody and conveyed to a local hospital where he was admitted to the psychiatric ward.

WEST: Death Investigation – 11:00 p.m.  Staff at an assisted living facility discovered one of their patients (74-year-old female) deceased in her residence.  Nothing suspicious on scene.

EAST: Death Investigation – 11:19 p.m.  Officers responded to the parking lot of the Motel 6, 4202 East Towne Blvd, for a subject (27-year-old male) who was discovered unresponsive in his vehicle.  The subject was transported to the hospital where he was pronounced deceased.  Officers discovered evidence of alcohol and other drug use in the vehicle.  Investigation continuing.

WEST: Sexual Assault – 1:44 a.m.  The victim reported she woke up in her residence to find the known suspect (40-year-old male) making inappropriate sexual contact with her.  The suspect fled the scene before officers arrived.  Investigation continuing.

EAST: Death Investigation – 7:37 a.m.  Staff at an assisted living facility reported a subject (82-year-old female) had suddenly stopped breathing while being cared for in her residence and did not have a pulse.  Lifesaving efforts were unsuccessful.  Nothing suspicious on scene.

EAST: Death Investigation – 10:41 a.m.  Family members found the subject (38-year-old male) deceased in his residence.  It is assumed the subject died of a drug overdose based on drug use history.  Nothing suspicious on scene.

CENTRAL: Injured Subject – 4:11 p.m.  Officers responded, along with EMS/Fire, to an injured subject at McPike Park.  The subject was conveyed to a local hospital with severe burns.  Foul play not believed to be involved. 

EAST: Child Abuse – 4:11 p.m.  Officers responded to a residence for a child abuse allegation.  A juvenile reported physical abuse by family members.  Child Protective Services plugged in.  Safety plan created.  Investigation continuing.

WEST: Domestic Disturbance – 4:45 p.m.  Officers responded to a disturbance between two subjects (female victim and 29-year-old male suspect).  The suspect was arrested/charged with domestic disorderly conduct and domestic false imprisonment.

WEST: Intoxicated Driver – 9:48 p.m.  Officers responded to S. Whitney Way/Raymond Rd for what was initially dispatched as a two-vehicle crash with subjects walking away from the area.  An involved party/suspect (49-year-old male) was contacted and failed field sobriety tests.  The suspect was arrested/charged with operating a motor vehicle while under the influence (3rd offense). 

CENTRAL: Conveyance to Detox – 10:29 p.m.  A female subject was taken into protective custody due to her intoxication level.  She was conveyed to detox. 

MIDTOWN: Check Person – 11:44 p.m.  Officers received a request to check the welfare of a subject/suspect (26-year-old female).  The suspect was contacted by officers and she refused to cooperate.  The suspect was arrested/charged with disorderly conduct, resisting and a probation hold.

WEST Crash with Property Damage – 10:04 a.m.  Officers responded to Watts Rd for a vehicle vs. electrical box/power outage.  The driver reported striking the electrical box due to slick road conditions.  Alliant Energy contacted and responded. 

EAST: Retail Theft – 10:38 a.m.  Officers responded to a business regarding a retail theft.  The suspect (19-year-old male) was located, arrested and charged with retail theft, possession of cocaine, possession of drug paraphernalia and bail jumping (11 counts). 

CENTRAL: Non-Residential Burglary – 10:44 a.m. Officers responded to a burglary of an underground storage unit.  Items reported missing.  Damage to a vehicle reported. 

SOUTH: Found Person – 10:49 a.m.  Officers responded to two young children unattended.  Attempts to reach their mother were unsuccessful.  Child Protective Services notified.  Officers made contact with a grandparent.  Investigation continuing. 

EAST: Sexual Assault – 12:28 p.m. Officers met with a victim who reported being sexually assaulted by a known subject/suspect.  Investigation continuing. 

MIDTOWN: Sexual Assault – 1:15 p.m. Officers investigated a sexual assault allegation (involving known acquaintances).  A suspect (20-year-old male) was arrested/charged with 2nd degree sexual assault. 

CENTRAL: Non-Residential Burglary – 3:45 p.m.  A storage unit was entered with force by an unknown suspect(s).  Nothing reported missing at this time. 

EAST: Domestic Disturbance – 4:05 p.m.  Officers responded to a disturbance involving a 32-year-old male suspect.  The suspect was not on scene when officers arrived.  Probable cause developed to arrest/charge the suspect once he is located. 

WEST: Disturbance – 4:26 p.m.  Officers responded to a disturbance involving a 21-year-old male suspect.  The suspect was arrested for bail jumping (3 counts). 

EAST: Domestic Disturbance – 5:22 p.m.  Officers responded to a disturbance involving a 31-year-old female suspect.  The suspect was arrested/charged with disorderly conduct (2 counts) and bail jumping. 

CENTRAL: Adult Arrested Person – 8:41 p.m.  Officers responded to a disturbance involving a 45-year-old male suspect.  The suspect was arrested for disorderly conduct and a parole hold. 

CENTRAL: Adult Arrested Person – 11:07 p.m.  Officers responded to a disturbance between two subjects (male victim and 31-year-old female suspect).  The suspect was arrested/charged with domestic battery and disorderly conduct.

CENTRAL: Mental Health Conveyance – 11:17 p.m. Officers responded to a disturbance involving a male subject/suspect.  The subject/suspect was conveyed to a local hospital for an emergency detention evaluation.  Journey Mental Health plugged in.  Probable cause developed to charge the suspect with criminal damage to property, disorderly conduct and battery. 

01/25

NORTH: Sexual Assault of a Child – 1:33 a.m.  Officers met with a victim who reported being sexually assaulted by a known acquaintance/suspect.  Investigation continuing. 

NORTH: Mental Health Conveyance – 3:19 a.m.  Officers responded to a residence for a subject causing self-harm.  The subject was taken into protective custody and conveyed to a local hospital for an evaluation.  Journey Mental Health plugged in.  Final transport pending.
