MPD Notable Calls 01/31/2020 to 02/03/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 01/31/2020 through 6:00 a.m. on 02/03/2020, MPD received 1,166 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (224), East (243), Midtown (161), North (154), South (113), West (159), and Other (112).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 4:12 p.m. to 7:37 p.m. due to calls for service.

SOUTH: Information – 6:04 am.  A mother initially reported her 22-year-old daughter missing when she didn't come home from work.  Police made contact with the daughter when she eventually returned home, at which time she reported a known subject had made unwanted sexual contact with her.  Investigation continuing.

NORTH: Suspicious Person – 7:11 am.  The caller reported that an unidentified male attempted to entice her 10-year-old son into a vehicle while her son was waiting for the bus to go to school.  Her son refused to get in the vehicle and immediately reported the interaction to his mother.  Officers made contact with the juvenile.  Investigation continuing.

NORTH: Information – 11:27 am.  A victim reported a known subject sexually assaulted her several months ago.  Investigation continuing.

EAST: Adult Arrested Person/OMVWI – 3:15 pm.  An off-duty officer was flagged down for a disturbance at the intersection of Milwaukee St and Sprecher Rd.  On-duty officers arrived and made contact with two occupants in a vehicle, one of whom (28-year-old male) had a warrant for his arrest and was taken into custody without incident.  The driver of the vehicle (27-year-old male) was cited for OWI 1st offense.

CENTRAL: Weapons Offense – 3:39 pm.  A witness reported a suspect (23-year-old female) pulled a gun on a male inside a vehicle, after which the suspect drove away and the victim left the area on foot.  Officers located the suspect and, after a K9 sniff of the vehicle, found a pistol in the vehicle. The suspect then admitted to pointing the gun at the victim.  The suspect was arrested for carrying a concealed weapon and disorderly conduct while armed.

EAST: Check Person – 3:48 pm.  An officer driving on Milwaukee St near the bridge over I90 saw a subject (49-year-old male) lying in a snowbank.  Upon making contact, the subject reported he had attempted to commit suicide.  The officer transported the subject to a local hospital where the subject was voluntarily admitted.

NORTH: Information – 4:24 pm.  A subject reported finding possible evidence of sexual assault of her 8-month-old daughter.  She believed the assault would have happened in another city but wanted to document the information with Madison police.

WEST: Adult Arrested Person – 5:45 pm.  Officers made contact at a residence with a wanted suspect (46-year-old female) who was taken into custody without incident.

NORTH: Death Investigation – 9:43 pm.  Officers responded to a residence where a caller found her 75-year-old husband deceased in bed.  Nothing suspicious was found on scene.  Medical examiner responded.

EAST: Death Investigation – 10:33 pm.  Officers responded to a residence where a mother found her 35-year-old son deceased due to a heroin overdose.  The decedent had a history of drug use.  Medical examiner responded.

CENTRAL: Disturbance – 11:01 pm.  A caller reported the suspect (36-year-old male) attempted to get into the caller's vehicle while his girlfriend was in the vehicle waiting for him to return from a delivery.  Officers made contact with the suspect who became combative.  The suspect was eventually detained and charged with disorderly conduct, resisting arrest causing injury, attempted battery to law enforcement, and throwing/discharging bodily fluids at public safety workers.

MIDTOWN: Domestic Disturbance – 11:20 pm.  A victim reported that while at the Super 8 Motel at 1602 W Beltline Hwy, her boyfriend strangled her, bit her and punched her.  The victim was transported to the hospital for her injuries.  Officers developed probable cause to charge the suspect (39-year-old male) with domestic disorderly conduct, domestic strangulation, and domestic battery.  The suspect remains at large.

CENTRAL: Traffic Crash – 1:37 am.  A driver/suspect (32-year-old female) turning left from N Bassett St onto W Johnson St collided with a pedestrian in the crosswalk.  The suspect was not found to be impaired and was cited for failure to yield to pedestrian in crosswalk.  The victim was transported to a hospital for non-life-threatening injuries.

CENTRAL: Domestic Disturbance – 6:48 am.  Officers responded to a residence where during an argument, the victim and suspect (55-year-old male) were yelling and the suspect broke the victim's phone.  The suspect was arrested for domestic disorderly conduct and criminal damage to property.

EAST: Theft from Auto – 7:46 am.  A caller reported finding a purse and other items on the ground while on a walk.  Officers made contact with the owner of the items who discovered someone had entered her unlocked vehicle and stolen her purse.  There was no suspect information.

NORTH: Intoxicated Driver – 2:56 p.m.  Officers responded to the area of Packers Ave/Commercial Avenue for a crash.  The vehicle/driver involved was found to be involved in an earlier hit-and-run.  The driver/suspect (19-year-old male) was determined to be under the influence.  The suspect was arrested for operating a motor vehicle while under the influence with a passenger under the age of 16 (1st offense), operating while suspended, possession of marijuana and hit-and-run.  A passenger in the vehicle was arrested for an outstanding warrant.  A child in the vehicle (1-year-old) was released to a parent. 

CENTRAL: Weapons Offense – 6:32 p.m.  Officers responded to a report of shots fired/window damage to a residence on W. Gorham St.  Contact was made at a possible suspect residence where two subjects were contacted.  Consent search conducted with no gun/pellet gun located.  Video evidence to be reviewed.  No report of injuries.  Investigation continuing.

EAST: Intoxicated Driver – 8:24 p.m.  Officers responded to a single-vehicle crash on E. Washington Ave/Lien Rd.  The driver/suspect (47-year-old male) admitted to using heroin.  EMS administered naloxone to the suspect.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense). 

MIDTOWN: Battery – 11:48 p.m.  Officers responded to a Midtown district residence for a domestic disturbance.  Two suspects (21-year-old male and 22-year-old male) were identified and arrested for battery and disorderly conduct.

**Priority calls only from 10:43 p.m. to 12:05 a.m. due to calls for service.

EAST: Weapons Offense – 2:18 a.m.  Officers responded to a fight involving a gun at Club Voodoo on Atlas Avenue.  The suspect fled in a vehicle.  The Town of Madison PD observed the vehicle and initiated a traffic stop where three subjects were detained.  A handgun, ammo and a BB gun were recovered from the vehicle.  The suspect (30-year-old male) was arrested for endangering safety by use of a dangerous weapon while intoxicated, disorderly conduct while armed, possession of cocaine and possession of marijuana.

WEST: Information/Child Abuse – 3:17 a.m.  Officers responded to a local hospital regarding injuries to an 11-month-old child.  Child Protective Services plugged in.  A safety plan was developed and implemented.  No charges have been substantiated at this time.  Investigation continuing. 

EAST: Adult Arrested Person – 6:15 a.m.  Officers responded to an East district residence for a domestic disturbance between two subjects (female victim and 33-year-old male suspect).  The victim sustained visible injuries.  The suspect was arrested for domestic battery (two counts) and domestic disorderly conduct. 

WEST: Adult Arrested Person – 8:14 a.m.  Officers responded to a West district residence for a subject/suspect (20-year-old male) experiencing an overdose.  The suspect was conveyed to a local hospital where a search of his backpack yielded marijuana and a scale.  The suspect was charged with possession with intent to deliver and referred to the Madison Addiction Recovery Initiative (MARI). 

EAST: Domestic Disturbance – 9:45 a.m.  Officers responded to an East district residence for a disturbance among several family members.  Two primary suspects were identified as a 15-year-old male and a 17-year-old male.  The 17-year-old was charged with domestic disorderly conduct and conveyed to jail.  The 15-year-old was arrested, conveyed to the Juvenile Reception Center and charged with disorderly conduct while armed and criminal damage to property. 

SOUTH: Disturbance – 1:33 p.m.  Officers responded to a disturbance at a South district residence.  Officers and involved subjects were able to come up with a resolution with no criminal charges being filed.  Officers disengaged from the residence.

NORTH: Trespass – 5:37 p.m.  Officers responded to a North district residence for an unwanted subject/suspect (38-year-old male) who refused to leave the premises.  Officers attempted to convince the suspect to leave the area but he refused.  The suspect was arrested for unlawful trespassing.

CENTRAL: Adult Arrested Person – 5:47 p.m.  Officers responded to a business on S. Hamilton St for a subject/suspect (51-year-old male) who was intoxicated and refusing to leave.  The suspect was arrested for misdemeanor bail jumping and a probation hold.

NORTH: Death Investigation – 6:54 p.m.  Officers responded to an assisted living facility for a deceased subject (94-year-old female).  Medical Examiner's office responded.  Nothing suspicious identified. 

EAST: Death Investigation – 7:43 p.m.  Officers responded to an East district residence for a deceased subject (33-year-old female).  Indication of drug use observed.  Medical Examiner's office responded.  Investigation continuing. 

EAST: Check Person – 9:15 p.m.  Officers responded to an East district residence to check the welfare of a subject (18-year-old female) due to concerns for her mental health.  The subject was conveyed to a local hospital voluntarily.  The subject's mental health caretakers plugged in.  Officers disengaged.

EAST: Intoxicated Driver – 12:08 a.m.  Officers responded to Hwy 12 near I-90 for a rollover crash.  The driver/suspect (20-year-old male) showed signs of impairment and refused to participate in field sobriety tests.  The suspect was conveyed to a local hospital where he was issued citations (operating a motor vehicle while under the influence – 2nd offense) and released to a responsible party. 

WEST: Missing/Runaway Juvenile – 12:18 a.m.  Officers received a report of a missing/runaway juvenile (17-year-old female).  The juvenile has a history of running away.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.  **The juvenile returned home safe around 2:30 a.m.

CENTRAL: Check Area – 2:32 a.m.  Officers responded to State Street for a trail of blood located.  The trail was followed and contact was made with numerous apartments/subjects.  Cameras being reviewed.  No reported injuries called in.  Hospitals and cab companies contacted.  Investigation continuing. 

CENTRAL: Information – 5:50 a.m.  Officers responded, along with EMS, to what was later identified to be a battery/sexual assault investigation.  The female victim was reportedly physically and sexually assaulted by two separate suspects.  A 21-year-old male suspect was arrested for battery.  Investigation continuing. 

CENTRAL: Damage to Property – 6:14 a.m.  Officers responded to the Heartland Credit Union on Williamson Street for a broken window.  Other businesses on the street were also found to be damaged.  Investigation continuing.
