MPD Notable Calls 11/15/2019 to 11/17/2019

The information provided below about some of the calls officers responded to (Friday-Sunday) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 11/15/2019 through 6:00 a.m. on 11/17/2019, MPD received 1,161 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (241), East (242), Midtown (174), North (176), South (103), West (168), and Other (57).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

NORTH:  Weapons Offense – 7:00 a.m.  Officers responded to Troy Drive for what was originally reported as unwanted guests at a residence by the caller.  Contact was made with two subjects (20-year-old male and 54-year-old male) who were escorted from the residence.  A consent search was conducted in the residence which yielded a loaded handgun where one of the subject's was contacted (20-year-old suspect).  The suspect was re-contacted and he resisted orders/detention from officers.  Further searches located cocaine and cash.  The suspect was arrested for possession with intent to deliver cocaine while armed, felon in possession of a firearm and resisting.     

MIDTOWN:  Information – 7:14 a.m.  Officers were advised of a message sent yesterday between school-aged children that possibly conveyed some veiled threat.  Officers made contact with the school.  The school advised that they were aware of the concerns and had determined the threats were not valid. 

WEST: Stolen Auto/Juvenile Arrest – 7:18 a.m.   A vehicle, that was left unoccupied and running, was stolen from Hammersley Road.  MPD observed the stolen vehicle, along with a second vehicle (confirmed to also be stolen), driving.  The two vehicles entered the parking lot of Jefferson Middle School. Multiple subjects fled from the vehicles.  One of the suspects (14-year-old male) was apprehended, arrested, conveyed to the Juvenile Reception Center and charged with operating a motor vehicle without consent and resisting.     

WEST: Disturbance – 7:30 a.m.  Officers met with a female subject who reported being forced to drive a suspect (42-year-old male) to an apartment complex on Morraine View Drive where the suspect proceeded to bang on the door of another subject.  The suspect was not on scene when officers arrived in the area.  The subject at the apartment complex, where the suspect was attempting to see, was not cooperative with officers.  The initial complainant did not wish to pursue any charges.  No charges have been substantiated at this time.  The suspect is however wanted for an outstanding warrant. 

WEST: Domestic Disturbance – 8:33 a.m.  Officers responded to Tree Lane for a domestic disturbance between two subjects (female victim and 37-year-old male suspect).  Probable cause was developed to arrest the suspect for disorderly conduct and strangulation. 

CENTRAL: Disturbance – 9:30 a.m.  Officers responded to S. Hamilton St for a disturbance between two subjects (female victim and 31-year-old female suspect).  The suspect was not on scene when officers arrived.  Probable cause was developed to arrest the suspect, once located, for disorderly conduct. 

WEST: Missing/Runaway Juvenile – 10:51 a.m.  Officers received a report of a missing/runaway juvenile (14-year-old male).  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases. 

WEST: Disturbance – 3:03 p.m.  Officers responded to the 7700 block of Mineral Point Rd for a domestic disturbance between two subjects (female victim and 17-year-old female suspect).  The subjects (mother and daughter) were engaged in a verbal argument, which subsequently turned physical.  The suspect struck the victim in the face twice.  The suspect was arrested for domestic disorderly conduct. 

SOUTH: Mental Health Conveyance – 3:21 p.m.  Officers responded to a local hospital for a subject (44-year-old male) in need of an emergency detention.  Journey Mental Health plugged in.  The subject remained at the hospital, under an emergency detention order. 

WEST: Juvenile Arrest – 4:55 p.m.  An officer observed two wanted subjects (two 14-year-old males) in the mall.  The subjects were contacted and detained. Investigation continuing.    

CENTRAL: Weapons Offense – 10:20 p.m.  Officers made contact with a caller/victim (male) who reported having a handgun pointed at him from another vehicle as he was driving on Wisconsin Ave/Johnson St.  Investigation continuing. 

WEST: Stolen Auto – 10:23 p.m.  Officers responded to a West district residence for a report of a stolen vehicle.  The vehicle was left unlocked, unoccupied and running.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.

CENTRAL: Stolen Auto – 2:30 a.m.  Officers responded to W. Gorham St for a report of a stolen vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

CENTRAL: Information – 4:50 a.m.  Officers met with a caller/victim (male) who reported that a male suspect stole his shoulder bag.  Investigation continuing.    

NORTH: Disturbance – 7:56 a.m.  Officers responded to a disturbance on Calypso Rd between two subjects (male victim and 50-year-old male suspect).  Probable cause was developed and the suspect was arrested for disorderly conduct.

EAST: Residential Burglary – 8:46 a.m.  Officers responded to an East district residence for a report of a burglary.  The back door to the home was found broken.  Unknown what was taken from the home at this time. 

CENTRAL: Death Investigation – 12:01 p.m.  Officers responded to a Central district residence for a deceased subject (36-year-old male).  The initial cause of death is an apparent suicide.  Medical Examiner's office responded. 

EAST: Retail Theft – 12:49 p.m.  Officers responded to Kohl's for a suspect (30-year-old female) committing retail theft.  The suspect was contacted and the merchandise was recovered.  The suspect was arrested for retail theft. 

NORTH: Death Investigation – 1:45 p.m.  Officers responded to a North district residence for a subject (82-year-old female) who collapsed.  Lifesaving measures were attempted but not successful.  The decedent had health issues.  Nothing suspicious observed.  Medical Examiner's office notified. 

NORTH: Death Investigation – 4:58 p.m.  Officers responded to a North district residence to check the welfare of a subject (44-year-old female).  Entry was made to the home and the subject was located deceased.  The decedent had health issues.  Nothing suspicious observed. Medical Examiner's office responded.

CENTRAL: Retail Theft – 6:14 p.m.  Officers observed a subject chasing another subject on State St.  Officers intervened and discovered that a 16-year-old male had committed a retail theft at a convenience store and that the store employee chased/apprehended the suspect.  The suspect attempted to flee when officers arrived.  The suspect was cited for shoplifting and resisting.  The suspect was released to his parent.  A second suspect is at-large. 

NORTH: Intoxicated Driver – 7:19 p.m.  Officers responded to a crash on Packers Ave/International Lane.  The driver/suspect (41-year-old female) was found to be under the influence.  The suspect was arrested for operating a motor vehicle while under the influence and resisting. 

MIDTOWN: Disturbance – 9:55 p.m.  Officers responded to a Midtown district residence for a disturbance between two subjects (male victim and 28-year-old male suspect).  The suspect was arrested for disorderly conduct while armed and an outstanding warrant.

NORTH: Disturbance – 10:11 p.m.  Officers responded to N. Sherman Ave to check the welfare of a subject/suspect (50-year-old male) screaming, climbing trees and causing an overall disturbance.  The suspect was uncooperative with officers.  The suspect was arrested for resisting. 

SOUTH: Battery – 11:14 p.m.  Officers responded to a disturbance/fight between two subjects (male victim and 15-year-old male suspect).  The suspect was arrested for disorderly conduct and battery (2 counts).

CENTRAL: Intoxicated Driver – 2:15 a.m.  Officers responded to a crash on Regent St.  The driver/suspect (32-year-old female) drove into a building.  The suspect was arrested for operating a motor vehicle while under the influence (2nd offense).  The suspect was admitted to the hospital for her injuries. 

CENTRAL: Battery – 5:39 a.m.  Officers met with a caller/victim (female) who reported being involved in a disturbance/physical altercation the night before with her boyfriend/suspect (61-year-old male).  Probable cause was developed to arrest the suspect, once he is located, for battery and disorderly conduct.

CENTRAL: Mental Health Conveyance – 9:20 a.m.  Officers responded to a Central district residence to check the welfare of a subject (72-year-old male).  The subject was taken into protective custody due to concerns for his well-being and ability to care for himself.  Journey Mental Health plugged in.   The subject was subsequently admitted to a local hospital.   

NORTH: Domestic Disturbance – 10:27 a.m.  Officers responded to a domestic disturbance between two subjects (female victim and 36-year-old male suspect).  The suspect was not on scene when officers arrived.  Probable cause was developed to arrest/charge the suspect, once he is located. 

CENTRAL: Disturbance – 2:24 p.m.  Officers responded to the 800 block of E. Washington Ave for a disturbance between two subjects (female victim and 27-year-old male suspect).  The suspect was arrested for battery and disorderly conduct.

MIDTOWN: Residential Burglary – 3:09 p.m.  Officers responded to a Midtown district residence to take a report of a residential burglary that had taken place a few days prior.  Electronics were stolen from the home. 

MIDTOWN: Residential Burglaries – 4:07 p.m.  Officers investigated two reports of residential burglaries on the same street.  Handgun/rifle and cash were stolen.      

NORTH: Death Investigation – 4:18 p.m.  Officers responded to a report of a deceased subject (37-year-old male).  Drug evidence on scene.  Initial indicator of death is a drug overdose. 

WEST: Crash Hit-and-Run – 6:38 p.m.  Officers responded to Frisch Rd/Bettys Lane for a hit-and-run.  Witnesses described observing a vehicle hit a tree and observed all occupants flee on foot.  The vehicle was reported stolen.  K9 track conducted.  Suspects remain at-large.

**Priority calls only started at 5:01 a.m. due to calls for service. 

NORTH: Disturbance – 12:06 a.m.  Officers responded to N. Stoughton Rd for a disturbance between two subjects (male victim and 22-year-old female suspect).  The suspect was arrested and charged with battery.

EAST: Crash – 12:09 a.m.  Officers responded to a crash on Femrite Drive.  Witness reported observing a vehicle lose control, leave the roadway, roll and that the occupants then fled from the vehicle.  Investigation continuing. 

CENTRAL: Fight Call – 1:46 a.m.  Officers responded to the 200 block of State St for a report of a fight in progress.  One suspect (male) refused to identify himself to officers.  He was subsequently arrested for resisting and possession of cocaine. 

WEST: Strong Armed Robbery – 1:55 a.m.  Officers responded to Hy-Vee on S. Whitney Way after two juveniles entered the store and stole merchandise.  A store employee/victim attempted to stop the juveniles, who pushed her down.  The suspects fled in a vehicle. 

WEST: Domestic Disturbance – 2:02 a.m.  Officers responded to a West district residence after the victim (female) reported that a known suspect (34-year-old male) took their baby without her permission and that the suspect had physically assaulted her (strangled her, threatened her with a knife and held a gun to her head) during the altercation.  The baby was found safe and returned to the mother.  The suspect remains at-large.  Investigation continuing.    

NORTH: Disturbance - 4:21 a.m.  Officers responded to a North district residence for a report of a disturbance.  The caller (female) reported being assaulted by a known suspect (38-year-old male).  The suspect was not on scene when officers arrived.  Officers were able to contact the suspect via phone who denied being involved in any disturbance.  Concerns were noted for the well-being of the caller as she reported taking a large quantity of pills.  The female subject was conveyed to a local hospital where she was admitted.  There is probable cause to arrest the male suspect due to a restraining order in place between him and the caller.
