MPD Notable Calls 12/17/2019 to 12/18/2019

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 12/17/2019 through 6:00 a.m. on 12/18/2019, MPD 412 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (64), East (69), Midtown (75), North (60), South (50), West (66), and Other (28).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.  

**Priority calls only from 2:36pm-5pm and 3:19pm-3:41pm due to calls for service.

MIDTOWN: Check Person – 5:43 a.m.  Officers responded to a local hospital regarding a possible suicidal subject.  Journey Mental Health consulted.  An emergency detention was sought and approved.  The subject was subsequently conveyed to Winnebago.   

NORTH:  Stolen Vehicle – 6:30 a.m.  Officers responded to a North district residence for a report of a stolen vehicle.  The vehicle was left unlocked and had the keys inside.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.   

NORTH: Trespass – 9:38 a.m.  Officers responded to a North district home that is vacant/under renovation due to neighbors observing teenagers in the home.  The subjects fled but officers apprehended/detained three juveniles (one 14-year-old male and two 15-year-old males) away from the home.  Two of the suspects were cited for unlawful trespass.  A third suspect was cited for unlawful trespass and casual possession of marijuana.   While this call was taking place, neighbors called dispatch to report additional teenagers were present in the home.  MPD contacted those juveniles – citations/charges pending.  Investigation continuing. 

NORTH: Disturbance – 12:15 p.m.  Officers responded to a fight outside of East High School.  A suspect (14-year-old male) punched an officer in the chest.  The suspect was charged with resisting and battery to a police officer.  Two additional subjects/suspects (two 15-year-old males) attempted to intervene.  They were charged with resisting and charges related to a previous stolen vehicle investigation.  All suspects conveyed to the Juvenile Reception Center.  A fourth suspect remains at-large. 

WEST: Child Abuse – 1:49 p.m. Officers responded to a West Elementary School reference a child abuse investigation.  The juvenile victim reported to school staff that abuse is happening at home.  Child Protective Services and MMSD are working together to make a safety plan.  Investigation continuing.

WEST:  Missing Adult – 2:31 p.m. Officers responded to a west Group Home reference an individual who walked away and staff were unable to locate the subject.  Officers quickly located the subject at a nearby convenience store.  Journey Mental Health consulted and an emergency detention was determined.  This subject was subsequently conveyed to Winnebago.

MIDTOWN: Child Abuse – 4:29 p.m. Officers responded to a local hospital reference a child abuse investigation.  Medical staff noted injuries consistent with abuse on a juvenile.  The patient and parent had been released prior to officers' arrival.  Investigation continuing.

CENTRAL:  Disturbance – 6:08 p.m. Officers were called to a central residence reference a disturbance.  The victim reported that the suspect (31-year-old male) became upset when the victim came over without bringing food.  The suspect strangled the victim, pushed the victim to the couch and refused to let the victim leave the residence.  The suspect was arrested for Battery, Disorderly Conduct, Strangulation and False Imprisonment then taken to the Dane County Jail. 

NORTH:  Death Investigation – 8:23 p.m. Officers responded to a North District Assisted Living residence for a deceased subject.  Residence staff reported that the subject was choking when they began life saving efforts but the subject had a DNR, so they ceased their efforts.  Medical Examiner responded and determined nothing suspicious. 

WEST: Armed Robbery – 9:15 p.m. Officers responded to a West residence reference someone yelling for help.  Officers arrived and located the victim who suffered substantial injuries from being struck with a handgun and strangled.  The victim was transported to a local hospital with non-life threatening injuries.  The victim reported that there were two male suspects. The suspects fled with the victim's personal belongings.  Investigation continuing.

NORTH:  OMVWI arrest – 10:16 p.m. Officers responded to an unresponsive suspect (23-year-old male) sitting in a running vehicle parked on the street.  The caller indicated that they tried to wake the suspect for 15 minutes prior to officer's arrival.  Madison Fire and Rescue responded and gained entry into the vehicle.  The suspect woke up and admitted to drinking in the vehicle for approximately 3 hours.  The suspect was arrested for OMVWI. 

NORTH:  Assist EMS/Fire – 12:36 a.m. Officers responded with Madison Fire to an abandoned residence in which a passerby called in stating that they could see flames from the window on the first floor.  The fire was quickly extinguished by firefighters.  The cause of the fire is undetermined and Madison Fire will be the lead on any follow up to this incident. 

CENTRAL:  Traffic Arrest – 2:34 a.m. An officer made a traffic stop in the central district. During the traffic stop, a K9 Officer conducted a sniff of the vehicle and the K9 indicated on the vehicle.  The officers searched the vehicle and located LSD drugs inside.  The suspect driver (21-year-old male) was arrested for Drug Possession and taken to the Dane County Jail.

EAST: Disturbance – 3:02 a.m. Officers responded to an East residence to investigate a possible disturbance.  The victim stated that an unknown male suspect was inside his residence.  The victim reported getting into a physical altercation with the suspect.  The suspect fled from the residence. The victim sustained injuries from the physical fight but did not seek medical attention at the time of the call.  Investigation continuing.
