MPD Daily Significant Calls 08/25/2019 to 08/26/2019

The information contained in my blog is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 08/25/2019 through 6:00 a.m. on 08/26/2019, MPD received 422 calls for service.  This number does not include parking complaints or 911 misdials.  For purposes of clarification, the following abbreviations are short-hand for race designations: W=White, AA=African American, NA=Native American, H=Hispanic, ME=Middle Eastern, A=Asian, MR=Mixed Race, U=Unknown.  MPD shifts are staggered as follows: 1st detail=7 a.m. to 3 p.m., 2nd detail=12 p.m. to 8 p.m., 3rd detail=3 p.m. to 11 p.m., 4th detail=8 p.m. to 4 a.m., 5th detail=11 p.m. to 7 a.m.

To further break down the 422 calls for service for the past 24-hours this is how the calls came in per district: Central (91), East (74), Midtown (70), North (61), South (44), West (49), and Other (33).  Other=these are calls for service that either do not have a sector listed or the sector is not in the City.  For example, if one of our officers assists another law enforcement agency, their sector is not listed in our districts so therefore it is listed under "other". 

 


?1) NORTH: Domestic Disturbance – 6:19 a.m.  MPD was dispatched to a North side residential address reference a 24-year-old WF victim who was battered by her 25-year-old HM boyfriend/suspect.  An argument turned physical when the suspect struck the victim multiple times while inside the residence, as well as pushing her down while outside.  The suspect had left the scene prior to officer arrival.  Probable cause exists to arrest the suspect for two counts of domestic-related battery and one count of felony bail jumping.  Investigation continuing.  

2) NORTH: Stolen Auto – 8:57 a.m.  MPD was dispatched to the report of a stolen auto taken from the Kwik Trip located at 1434 Northport Dr.  A 58-year-old WF victim left the keys inside her parked and unlocked vehicle while she entered the Kwik Trip to purchase some food.  Three AAM juveniles were observed in the area of the store and video shows one of them (a known 16-year-old AAM) entering the vehicle and driving off.  The vehicle was located approximately 30 minutes later, unoccupied.  Probable cause exists to arrest the juvenile suspect for operating a motor vehicle without owner's consent (OMVWOC).  Investigation continuing. 

?3) CENTRAL: Residential Burglary – 11:25 a.m.  MPD was dispatched to N Henry St, reference a residential burglary.  A 22-year-old WF victim returned home and had left her purse on the kitchen table at approximately 3 a.m. earlier that morning.  An unknown suspect made entry through an unlocked back door and stole her purse.  The victim found her purse outside but was missing cash and cards.  Investigation continuing.  

?4) NORTH: Domestic Disturbance/Sexual Assault – 12:07 p.m.  MPD was dispatched to a report of a domestic disturbance that occurred at the Citgo gas station (4810 E Washington Ave) on the previous day.  The victim (25-year-old WF) reported that she was approached by her child's father/suspect (28-year-old AAM) and an altercation ensued.  The victim reported that the suspect spat in her face and then grabbed her inappropriately.  Officers were able to make phone contact with the suspect, who was unwilling to meet with officers.  Probable cause exists to arrest the suspect for domestic-related disorderly conduct and 4th degree sexual assault.  Investigation continuing.

?5) MIDTOWN: Crash w/Injuries – 2:22 p.m.  MPD was dispatched to a crash with injuries in the area of Shawano Terrace.  A 90-year-old WF victim was driving and may have suffered a medical event that caused her to crash her vehicle into an unoccupied car that was parked on the roadway.  The victim was transported to a local hospital and her status was critical.  Traffic specialist notified.  Investigation continuing.

?6) WEST: Sex Offense-Miscellaneous – 2:28 p.m.  MPD was dispatched to a business on Junction Rd, reference a 50-year-old WM suspect who was trespassing on the property.  Employees of the business reported seeing the suspect engaged in inappropriate sexual activity.  This behavior disturbed employees as well as customers in the store who witnessed the incident.  The suspect was arrested for trespassing and lewd/lascivious behavior.  He was subsequently transported to jail.

?7) NORTH: Domestic Disturbance – 3:41 p.m.  MPD was dispatched to a North side residential address, reference a domestic disturbance.  During the incident, a 31-year-old UF suspect scratched her husband/victim (34-year-old UM) on the arm as she grabbed for his cell phone.  The suspect also threw a wine glass at the victim, which missed him but damaged the patio door.  The suspect was charged with domestic-related charges of disorderly conduct and criminal damage to property, and was subsequently transported to jail. 

8) EAST: Information/Missing Adult – 3:47 p.m.  A 26-year-old WF subject called Dispatch today to report an acquaintance as missing.  The subject had limited identifying information for this missing acquaintance and as officers continued to investigate, found several inconsistencies with the information that was being provided by the caller.  Investigation continuing.

?9) SOUTH: Drug Incident-Overdose – 4:01 p.m.  MPD and MFD/EMS were dispatched to the 400 block of Moorland Rd, reference an unresponsive 25-year-old HM suspect in a vehicle.  MFD/EMS administered naloxone and the suspect was subsequently taken to a local hospital.  Once medically cleared, the suspect was taken to jail for operating a motor vehicle while intoxicated and for possession of fentanyl.  Investigation continuing.   

?10) EAST: Sex Offense-Miscellaneous – 4:08 p.m.  MPD was dispatched to Woodman's (3817 Milwaukee St), reference a suspicious person.  Woodman's Loss Prevention had observed a 41-year-old AAM suspect approaching women wearing skirts and taking inappropriate photos with his cell phone.  The suspect was arrested for invasion of privacy-upskirting and transported to jail. 

?11) EAST: Domestic Disturbance/Crash-Property Damage – 5:30 p.m.  MPD was dispatched to a motor vehicle versus motor vehicle versus guardrail crash on eastbound Hwy 12 at I-90.  A 24-year-old AAF victim was driving when an argument ensued between her and the suspect (24-year-old AAM), with whom she has a domestic relationship.  During the argument, the suspect grabbed the steering wheel causing their car to collide with another car (which contained three small children ages 2 to 4) and then the guardrail.  No injuries were reported.  The suspect was transported to jail on charges of domestic-related disorderly conduct and 1st degree reckless endangering safety, as well as a probation hold.   

?12) CENTRAL: Missing Juvenile/Runaway – 7:14 p.m.  MPD was dispatched to the area of S Carroll St and W Wilson St reference a 14-year-old AAF juvenile that had jumped out of a car and ran away.  The juvenile's mother told officers that they were on their way to the hospital due to the juvenile having expressed suicidal/homicidal thoughts.  A K-9 track could not locate the juvenile.  No medical concerns.  ATL (Attempt to Locate) was completed and the juvenile was listed as missing in NCIC.  Investigation continuing.

?13) EAST: Disturbance – 11:10 p.m.  MPD was sent to MacArthur Rd reference what was initially reported as "shots fired".  Upon arrival, officers found no evidence of a shooting but did locate a scene where a vehicle had gone through a chain-link fence and ended up in the marsh.  As officers inspected the vehicle, they were approached by a 37-year-old AAM subject who admitted that the vehicle was his.  The subject reported that he was in the area to deliver diapers to his sister (23-year-old AAF, also on scene).  The subject reported that while in the parking lot, he was approached by several unknown males who assaulted him.  The subject, in an attempt to flee the suspects, attempted to exit the parking lot and mistakenly drove through the fence.  No further suspect information.  Investigation continuing.   

?14) CENTRAL: Intoxicated Driver/Adult Arrested Person – 2:08 a.m.  Officers made a traffic stop at the intersection of Martin Luther King Jr Blvd and E Doty St for a driver going the wrong way.  The suspect/driver (50-year-old WM) has had several police contacts recently and admitted to taking numerous medications.  The suspect failed standardized field sobriety tests and gave consent to a blood draw.  The suspect was ultimately cited and released for operating a motor vehicle while intoxicated. Investigation continuing. 

15) WEST: Residential Burglary – 3:00 a.m.  MPD was dispatched to a West side residential address reference a burglary in progress.  The victim (46-year-old AAM) reported that his daughter heard the front door as she went downstairs to get a drink of water.  The daughter ran back upstairs to alert her father, who subsequently ran outside and saw that his unlocked vehicle had been rummaged and the garage door opener was missing.  A second vehicle, located inside the garage, had also been entered and rummaged.  Taken were a set of car keys and house keys.  No suspect information at this time.  Investigation continuing.
