MPD Notable Calls 07/23/2021 to 07/26/2021

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 07/23/2021 through 6:00 a.m. on 07/26/2021, MPD received 1,587 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (276), East (304), Midtown (248), North (260), South (146), West (253), and Other (100).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 5:20 p.m. to 6:15 p.m. and 6:25 p.m. to 9:15 p.m. due to calls for service.

MIDTOWN: Residential Burglary – 5:10 am.  The victims reported that unknown suspects entered their home and stole a purse and then stole two vehicles from the residence.  Both cars were later located unoccupied.

NORTH: Assist EMS/Fire – 9:08 am.  Officers responded with MFD firefighters to a residence where a subject (59-year-old male) fell asleep while food was cooking on the stove and a fire started.  The subject was removed from the apartment and treated for smoke inhalation.

SOUTH: Drug Overdose – 9:35 am.  Officers responded for a suspect (45-year-old male) who had overdosed.  Officers issued a citation and MFD paramedics transported the suspect to the hospital.

CENTRAL: Domestic Disturbance – 4:35 pm.  During an argument, the suspect (21-year-old female) threw a cell phone at the victim, pulled her hair, struck her head against a wall, punched her in the face, struck her in the head with a blunt object, and bit her.  The suspect was arrested and charged with domestic disorderly conduct and battery.

CENTRAL: Weapons Offense – 5:10 pm. The victim reported he was stopped at the intersection of N Charter St and W Johnson St when the vehicle behind him honked.  While stopped at the next intersection, the victim made eye contact with the suspect, a passenger in the vehicle, who displayed a handgun.  Officers conducted a traffic stop on the vehicle and located the gun.  The suspect was arrested and charged with carrying a concealed weapon, disorderly conduct while armed, and resisting.

MIDTOWN: Mental Health Conveyance – 12:56 pm.  Officers made contact with a subject (26-year-old male) who was reported to be screaming and doing karate moves in the street.  The subject was admitted to a local hospital.

CENTRAL: Death Investigation – 2:51 am.  Officers responded to a residence where a friend found the subject (22-year-old male) deceased with what appeared to be a self-inflicted gunshot wound.  Medical examiner responded.

SOUTH: OMVWI – 3:27 am.  Officers responded to a single-car crash in the 800 block of W Badger Rd.  The suspect was arrested for OWI 1st offense and resisting.

MIDTOWN: Information – 5:39 am.  Officers investigated a report of possible sexual assault of two to three children.  CPS was notified and a safety plan put in place.

NORTH: Domestic Disturbance – 7:40 am.  The victim reported that during an argument the previous evening, the suspect (47-year-old male) punched the wall in her residence.  The suspect then left the residence.  In the morning, the victim discovered all her plants had been ripped out of her garden.  Officers developed probable cause to charge the suspect with domestic disorderly conduct.  The suspect is at large.

EAST: Residential Burglary – 8:45 am.  The victims reported unknown suspect(s) entered their residence through an unlocked patio door and stole a wallet and purse.  Investigation continuing.

EAST: Death Investigation – 9:19 am. A family member found the subject (71-year-old male) deceased in their residence.  Nothing suspicious on scene.  Medical examiner responded.

CENTRAL: Residential Burglary – 9:52 am.  Officers responded to an underground parking area for a report of three suspects rummaging through vehicles.  Officers did not locate the suspects who have yet to be identified.

MIDTOWN: Mental Health Conveyance – 10:08 am.  Officers responded to a local hospital and placed a subject (29-year-old female) who was under an emergency detention into protective custody.  Placement of the subject was yet to be determined at the time of this writing.

MIDTOWN: Residential Burglary – 10:25 am.  Officers responded to the area of S Randall Ave and Bowen Ct for a report of three unidentified suspects roaming the area, checking doors.  A witness reported observing the suspects attempting to access the window of a residence.  Officers did not locate the suspects.  Investigation continuing.

MIDTOWN: Theft from Auto – 10:56 am.  The victim reported an unidentified suspect stole her keys, wallet and phone from her vehicle while at the BP gas station, 4325 Mohawk Dr.  The phone was recovered nearby.

EAST: Information – 11:23 am.  Officers investigated a report of possible child abuse.  CPS was notified and a safety plan put in place.

WEST: Stolen Auto – 1:37 pm.  Officers responded to a west district residence for a stolen auto report.  The victim reported they left the vehicle unlocked with a spare key inside.  No suspect information.

SOUTH: Arrested Adult – 3:08 pm. Officers were monitoring a South district park and noted a suspect (41-year-old male) to be involved in illegal activity.  Officers conducted a traffic stop on the vehicle occupied by the suspect.  The suspect attempted to flee the stop but was detained.  The suspect was arrested for felon in possession of a firearm and transported to the Dane County Jail.

WEST: Check Person – 3:36 pm. Officers responded to a local hospital reference a child neglect investigation.  Child Protective Services are involved and will be handling the investigation.

SOUTH: Sexual Assault – 5:15 pm.  Officers responded to a care facility for a resident reporting that they were sexually assaulted by one of the staff members.  Due to communication barriers, officers are still working on obtaining statements and additional follow-up.  Investigation continuing. 

EAST: Damage to Property – 5:37 pm.  Officers respond to a local business for a disturbance.  Two employees were verbally arguing, which turned physical and the suspect (49-year-old male) damaged the victim's vehicle and threatened to kill the victim.  The suspect was arrested for disorderly conduct, damage to property, bail jumping and parole hold and conveyed to the Dane County Jail.

SOUTH: Arrested Adult – 8:01 pm. Officers responded to a disturbance at a south district residence.  Officers contacted a suspect (39-year-old male) who was damaging the residence mailbox.  The suspect admitted that he was at the address to purchase illegal drugs but the deal did not go as he planned.  The suspect was unable/unwilling to provide additional information regard the other party involved. The suspect was conveyed to a local hospital for a head injury.  After the hospital visit, the suspect was arrested for criminal damage to property, obstructing, and bail jumping and conveyed to the Dane County Jail.

EAST: Disorderly Conduct – 10:20 pm. Officers responded to a disturbance and an east district business.  A special event was occurring in the parking lot of the business when the suspect (22-year-old male) began yelling obscenities and breaking bottles.  He was arrested for disorderly conduct and conveyed to the Dane County Jail.

WEST: Weapons Offense – 2:13 am. Officers responded to a west district neighborhood for a report of shots fired.  Officers checked the area and located casings in the area.  No additional information at this time.

CENTRAL: Battery – 2:57 am. Officers responded to a battery complaint in the downtown area.  The victim reported that as she was walking home, an unknown female suspect ran up to the victim and punched her in the face for no reason.  The victim was transported to a local hospital for medical evaluation.  Investigation continuing.

NORTH: Trespass – 3:02 am. Officers responded to a north district car dealership for a suspect (43-year-old female) entering vehicles.  Officers contacted the suspect who stated she was looking for cigarette butts in the cars.  The suspect was cited for trespass and transported to the Dane County Jail.

MIDTOWN: Check Person – 5:29 am. Officers responded to a local hospital reference a subject who was having a mental health crisis.  Officers learned that the subject came to the hospital with blood on their hands but left before medical evaluation.  Officers also contacted the subject's girlfriend who stated that the subject was at her apartment making threatening statements.  Officers are working with medical staff to determine the best placement for the subject.

MIDTOWN: Death Investigation – 8:20 am. Officers responded a midtown district residence reference a death investigation.  Officers located drug paraphernalia on scene.  The Medical Examiner will complete the investigation. 

SOUTH: Recovered/Stolen Auto – 8:38 am. Officers responded to a south district neighborhood reference a stolen vehicle where the internal GPS was plotting.  Officers located the unoccupied vehicle and notified the original reporting agency. 

MIDTOWN: Domestic Disturbance – 9:00 am. Officers responded to a midtown district residence reference a domestic disturbance.  Roommates were arguing over the cleanliness of the residence.  As the argument escalated, the suspect (20-year-old female) slapped the victim causing pain and leaving a mark.  The suspect was arrested for domestic disorderly conduct and battery and conveyed to the Dane County Jail.

NORTH: Stolen Auto – 9:09 am. Officer responded to the park & ride for a report of a stolen auto that just occurred.  The victim reported that they provided a ride to two suspects (one 52-year-old male, other unknown) when the males stole the car.  As officers were responding, they observed the vehicle traveling and began following it.  The vehicle fled (no pursuit) and drove onto a residence lawn and the driver fled on foot.  Officers contacted the passenger on scene.  The suspect was arrested for operating a motor vehicle without owner's consent – party to a crime and a parole hold and conveyed to the Dane County Jail.

MIDTOWN: Domestic Disturbance – 12:50 pm. Officers responded to a midtown district residence reference a domestic disturbance.  The victim and suspect (62-year-old male) were verbally arguing when it became physical with the suspect pushing the victim and pulling the victim's hair.  The suspect was arrested for domestic disorderly conduct and conveyed to the Dane County Jail. 

WEST:  Domestic Disturbance – 2:50 pm.  Officers responded to a west district residence for a domestic disturbance.  The victim and suspect (23-year-old female) have children in common and there was a dispute regarding custody placement.  The suspect verbally threatened and physically attacked the victim. Officers contacted the suspect who appeared irrational and unstable.  Officers conveyed the suspect to a local hospital for a medical evaluation based on her behavior.  The subject was arrested for domestic disorderly conduct but remained in the care of the hospital.

MIDTOWN: Residential Burglary – 3:13 pm.  Officers were contacted by a subject who stated that a suspect (65-year-old male) followed them into the underground parking structure of the complex.  Officers contacted the suspect in a vehicle and he admitted to taking a dishwasher.  The suspect was arrested for burglary and conveyed to the Dane County Jail. 

EAST: Check Person – 5:38 pm. Officers responded to an east district residence reference a check person.  The victim reported that her son (21-year-old male) was having a mental health crisis and was threating the victim.  Officers arrested the suspect for domestic disorderly conduct and conveyed him to a local hospital for a medical evaluation.

CENTRAL: Fight – 7:59 pm.  Officers responded to a fight in the middle of the street.  When officers arrived, they found the suspect (33-year-old male) on top of the victim and refused police orders.  The victim sustained minor injuries.  The suspect was arrested for disorderly conduct, battery and possession of drug paraphernalia and conveyed to the Dane County Jail.

EAST: Arrested Adult – 10:42 pm. Officers responded to an east district convenience store to assist EMS with a possible overdose.  The suspect (33-year-old female) provided officers with a false name initially.  Officers were able to identify the suspect and learned she had a warrant.  The suspect was arrested for possession of drug paraphernalia, obstructing and a warrant and conveyed to the Dane County Jail.

WEST: Missing/Runaway Juvenile – 2:36 am. Officers responded to a west district residence for a report of a runaway juvenile.  The grandmother reported that her grandson was last seen at 9pm when she went to bed.  When she woke up early this morning, she noted her grandson was not home, keys were missing.  Investigation continuing.

WEST: Mental Health Conveyance – 3:07 am. Officers responded to a west district residence for an individual with a mental health crisis.  The caretaker reported that the suspect (32-year-old female) refused to return home and as the caretaker was trying to escort the suspect back into the residence, the suspect bit the caretaker several times.  The suspect was conveyed to a local hospital for a mental health evaluation.
