COPS Monthly Podcast and MPD Notable Calls 02/17/2020 to 02/18/2020

The U.S. Department of Justice's COPS Office (Community Oriented Policing Services) releases a monthly podcast (The Beat).  MPD has a long history with the COPS Office; a number of MPD initiatives and positions have been supported by grant funding from the COPS Office.  This month's podcast is with retired MPD Captain Mary Schauf, discussing some of the department's efforts to enhance employee health/wellness and build resiliency:

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 02/17/2020 through 6:00 a.m. on 02/18/2020, MPD received 428 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (62), East (69), Midtown (87), North (64), South (38), West (82), and Other (26).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 11:18 a.m. to 1:15 p.m. due to calls for service. 

WEST: Intoxicated Driver – 2:15 a.m.  Officers responded to a crash at Mineral Point Rd/Westfield Rd.  The driver/suspect (35-year-old male) was found to be impaired.  The suspect was arrested for operating a motor vehicle while under the influence (3rd offense). 

MIDTOWN: Death Investigation – 9:23 a.m.  Officers responded to a residence for a deceased subject (50-year-old male).  The decedent had recent health concerns.  Nothing suspicious observed.  Medical Examiner's office responded.  Investigation continuing. 

NORTH: Domestic Disturbance – 10:44 a.m.  Officers responded to a physical disturbance between two subjects (male victim and 24-year-old suspect).  The suspect was arrested for domestic disorderly conduct.     

MIDTOWN: Stolen Vehicle – 3:11 p.m.  Officers responded to the Badger Tavern for a report of a stolen vehicle.  The vehicle was being tracked by the registered owner and when police arrived, the registered owner and an off-duty out of town officer were with the vehicle and two suspects.  One of the suspects (16-year-old male) admitted to driving the vehicle.  The suspect was arrested for operating a motor vehicle without consent.  The suspect was conveyed to the Juvenile Reception Center.  The second subject/suspect was released.  The vehicle was returned to its owner.

CENTRAL: Mental Health Conveyance – 3:14 p.m.  Officers took a subject into protective custody at her residence due to an active mental health return order in place.  The subject was conveyed to a local hospital for a medical clearance and subsequently transported to Winnebago.

EAST: Assist EMS/Fire – 3:19 p.m.  Officers responded to a residence for a pulseless non-breathing subject.  The subject was conveyed to a local hospital.  Incident appears to be medically-related.  No further action deemed necessary by officers. 

WEST: Death Investigation – 4:49 p.m.  Officers responded to a residence regarding a subject who had sustained a self-inflicted gunshot wound.  Lifesaving measures attempted but not successful. Medical Examiner's office responded to the scene. 

NORTH: Battery – 9:54 p.m.  Officers responded to a residence for a disturbance.  The suspect (48-year-old female) physically assaulted two victims (female and male).  The male victim sustained visible injuries.  The suspect was arrested for battery and disorderly conduct.

EAST: Sexual Assault – 10:20 p.m.  Officers met with a victim (female) who reported being sexually assaulted by a suspect (26-year-old male).  The suspect was contacted.  Probable cause was developed to arrest/charge the suspect with 1st degree sexual assault.  Investigation continuing.

NORTH: Recovered Stolen Vehicle – 4:00 a.m.  A vehicle, reported stolen from Madison, was recovered in New York.  The registered owner was notified.
