The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 08/13/2021 through 6:00 a.m. on 08/16/2021, MPD received 1,307 calls for service. This number does not include parking complaints or 911 misdials. A breakdown of the calls for service per district is as follows: Central (246),East (245), Midtown (184), North (216), South (124), West (207), and Other (85). "Other" is used for calls that either do not have a sector or the sector is not in the City. This would be used in the case of one of our officers assisting another law enforcement agency.

Priority calls only from 5:52 p.m. to 6:40 p.m. due to calls for service.

CENTRAL: Stolen Vehicle – 6:08 a.m.  The victim reported his vehicle was stolen overnight.  An ATL was aired and the vehicle was listed as stolen.

WEST: Residential Burglary – 8:53 a.m.  The victim reported his vehicle was stolen from his garage as well as a purse from inside the home.  The vehicle was listed as stolen and an ATL was aired.

NORTH: Death Investigation – 9:04 a.m.  Officers responded to a residence where a subject (63-year-old male) was found deceased.  Cause of death appeared to be a cardiac arrest.  Medical examiner on scene. Nothing suspicious observed on scene.

MIDTOWN: Information – 10:45 a.m.  Officers investigated a report of sexual assault of a child that occurred several years ago.  Investigation continuing.

EAST: Adult Arrested Person – 12:29 p.m.  Officers made contact with a suspect (33-year-old female) who was wanted on a warrant.  The suspect was taken into custody and booked into the jail.

CENTRAL: Domestic Disturbance – 3:18 p.m.  The suspect (33-year-old male) kicked in the victim's bedroom door during a dispute over money.  The suspect was arrested and charged with domestic disorderly conduct.

NORTH: Arson – 4:17 p.m.  Officers responded with MFD to the Wendy's at 3910 E Washington Ave for a car on fire in the parking lot.  Officers determined that a suspect (58-year-old male) approached the unoccupied car from the area of Reindahl Park, poured a liquid over the car and lit it on fire.  The suspect was arrested/charged with arson and negligent handling of burning materials.   

EAST: Death Investigation – 4:34 p.m.  The subject (52-year-old male) was found deceased in a residence after being reported missing.  Nothing suspicious on scene.  Medical examiner responded.

CENTRAL: Weapons Offense – 6:55 p.m.  The suspect (43-year-old male) approached the victims in the 600 block of Williamson St and displayed a knife.  The suspect was arrested and charged with disorderly conduct while armed.

CENTRAL: Weapons Offense – 6:58 p.m.  The same suspect (43-year-old male) from the incident in the 600 block of Williamson St approached a victim near the intersection of Blount St and E Washington Ave and asked for money.  The suspect displayed a knife at which point the victim held up his hands in self-defense.  The suspect slashed at the victim, causing a laceration to the victim's finger.  The suspect was arrested and charged with 2nd degree reckless endangerment.

MIDTOWN: Runaway Juvenile – 8:38 p.m.  A mother reported her 15-year-old daughter had run away.  An ATL was aired and the juvenile was listed as missing.

CENTRAL: Battery – 11:17 p.m.  The suspect (27-year-old male) followed the victim from a restaurant to his residence and demanded money.  The victim refused and the suspect punched the victim twice in the head.  The suspect also threatened to kill the victim.  The suspect was arrested and charged with battery and disorderly conduct.

NORTH: Adult Arrested Person – 12:21 a.m.  While on routine patrol, an officer observed a wanted suspect (43-year-old male) and made contact.  The suspect was taken into custody and booked into jail.

NORTH: Adult Arrested Person – 12:30 a.m.  Officers responded to the Kwik Trip at 401 N Third St for two subjects passed out in a vehicle.  Officers learned that the individual/suspect (35-year-old male) in the driver seat had warrants for his arrest.  The suspect was taken into custody and booked into the jail.

CENTRAL: Adult Arrested Person – 1:13 a.m.  While on routine patrol, an officer observed a suspect (22-year-old male) who had a warrant for his arrest.  The suspect was taken into custody and booked into jail on charges of resisting and obtain/possess prescription drug in addition to the warrant.

CENTRAL: Weapons Offense Shots Fired – 1:44 a.m.  Officers responded to a report of shots fired at the bottom of State St.  The suspect (28-year-old male) was apprehended and a firearm located on his person.  Witnesses reported the suspect was firing a handgun indiscriminately into the air.  Numerous buildings were hit by gunfire.  No injuries were reported.  The suspect was charged with felon in possession of a firearm, 2nd degree reckless endangerment, resisting, carrying a concealed weapon, and intoxicated possession of a firearm.  Incident report completed on MPD website.

CENTRAL: Damage to Property – 1:57 a.m.  A 27-year-old male suspect broke into a building and turned on the water which cause severe flooding.  MFD responded due to an alarm at the building.  The suspect was under the influence of alcohol and cocaine.  The suspect was arrested/charged with felony criminal damage to property.   

SOUTH: Traffic Crash – 1:58 a.m.  Officers responded to the westbound beltline at Fish Hatchery Rd where the suspect vehicle veered into lanes of traffic blocked off for construction and struck a piece of machinery.  The suspect/driver (24-year-old female) was arrested and charged with OWI 2nd offense, operating after revoked, and reckless driving.

MIDTOWN: Mental Health Conveyance – 5:25 a.m.  Officers responded to a local hospital regarding a subject in need of a Chapter 51 return to Winnebago.  Final outcome/transport pending.

MIDTOWN: Weapons Offense – 5:38 a.m.  The victim reported an acquaintance/suspect stabbed him in the arm during an argument.  The victim did not wish to press charges and the suspect has not been positively identified.

CENTRAL: Stolen Vehicle – 5:43 a.m.  A vehicle was reported stolen from a residential driveway.  The keys were in the vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

NORTH: Death Investigation – 8:08 a.m.  Officers responded to a residence for a deceased subject (44-year-old female).  Medical Examiner's office responded.  The decedent had numerous health/medical concerns.  Nothing suspicious identified. 

NORTH: Found Person – 8:32 a.m.  Officers responded to the 1800 block of Northport Dr for a 6 year-old-child found alone who did not know where home was.  Officers eventually determined where the child lived and he was returned home to the care of his mother.

MIDTOWN: Non-Residential Burglary – 9:32 a.m.  The manager of the Regent Market Co-op reported that the suspect (51-year-old female) entered the store in the early morning hours while the store was closed and stole groceries and money from the register.  The suspect was arrested and booked into jail after admitting to the crime.

MIDTOWN: Residential Burglary – 10:47 a.m.  The victim reported an unknown suspect entered his residence through an unlocked door and stole a purse and keys to a vehicle as well as the vehicle itself.  An ATL was aired and the vehicle was listed as stolen.

CENTRAL: Crash – 12:44 p.m.  Officers responded to W. Dayton St/N. Mills St for a vehicle vs. bicyclist crash.  The driver of the vehicle was cited for operating after suspension.  The bicyclist was conveyed to a local hospital with non-life threatening injuries.

CENTRAL: Assist MFD – 1:15 p.m.  Officers responded to assist MFD with a gas leak at a business on State St.  MPD assisted with traffic/pedestrian control/access. 

EAST: Crash – 1:37 p.m.  Officers responded to the 300 block of N. Thompson Drive for a vehicle vs. pedestrian (child) crash.  The child was conveyed to a local hospital.  The driver remained on scene and was cooperative.  No citations/charges.   

WEST: Weapons Offense – 4:38 p.m.  A caller reported finding damage to his apartment unit after hearing gunshots the night before.  A bullet was located and determined to have entered from outside and into a wall.  No injuries sustained. 

WEST: Theft from Vehicle – 4:38 p.m.  A gun was reported as stolen from a vehicle.  The firearm was listed as stolen in the appropriate databases.

EAST: Adult Arrested Person – 4:46 p.m.  Officers responded to a report of a suspect (49-year-old male) exposing himself.  The suspect was arrested/charged with lewd/lascivious behavior and disorderly conduct. 

NORTH: Domestic Disturbance – 6:52 p.m.  Officers responded to a disturbance involving a 25-year-old male suspect.  Suspect remains at-large.  Probable cause developed to arrest/charge the suspect.

MIDTOWN: Stolen Vehicle – 8:52 p.m.  A vehicle was stolen from a parking lot.  The vehicle was left running, unlocked and unoccupied.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

MIDTOWN: Homicide – 11:50 p.m.  Officers responded to the 10 block of Lathrop St for reports of shots fired.  Casings located in the area.  As officers were on scene canvassing a 17-year-old subject arrived at a local hospital with injuries related to the shooting.  Lifesaving measures attempted but not successful.  Incident Report on MPD's website completed.  Press Conference conducted.

Priority calls only from 4:17 p.m. to 5:00 p.m. due to calls for service.

NORTH: Sexual Assault – 1:01 a.m.  Officers met with a victim who reported being sexually assaulted.  Investigation continuing. 

MIDTOWN: Weapons Offense – 1:04 a.m.  Officers responded to the 2100 block of Atwood Ave for reports of shots fired.  A casing was located.  No reported injuries or property damage.  Incident Report on MPD's website completed. 

CENTRAL: Weapons Offense – 1:23 a.m.  Officers responded to the area of Lake St/State St reference an armed subject.  Areas checked.  Subject not located.  No reported injuries.  Incident Report on MPD's website completed. 

CENTRAL: Sexual Assault – 1:38 a.m.  Officers met with a victim who reported being sexually assaulted.  Investigation continuing. 

CENTRAL: Disturbance – 2:06 a.m.  Officers responded to a large fight at State and Gilman.  Crowd dispersed. 

CENTRAL: Check Person – 3:45 a.m.  Officers received a request to check the welfare of a subject.  Subject's phone off.  Attempt to locate aired. 

NORTH: Crash – 4:53 a.m.  Officers notified that a subject was med-flighted to a hospital and it was reported that the subject was involved in a motorcycle crash.  Investigation continuing. 

CENTRAL: Adult Arrested Person – 6:34 a.m.  Officers responded to a disturbance involving a 26-year-old male suspect.  The suspect fled on foot when officers arrived but was apprehended.  The suspect was arrested/charged with battery, strong arm robbery, resisting and bail jumping.  Additional charges may be forthcoming.

CENTRAL: Retail Theft – 8:28 a.m.  A male suspect stole lottery tickets from the CVS on S. Bedford.  The suspect remains at-large. 

CENTRAL: Disturbance – 10:41 a.m.  Officers responded to a disturbance involving a 41-year-old female suspect.  Journey Mental Health consulted.  The suspect was arrested/charged with disorderly conduct while armed and carrying a concealed weapon. 

NORTH: Crash – 1:54 p.m.  Officers responded to Packers Ave/Northport Dr for a rollover crash.  Intersection shut down for several hours.  A driver/suspect (23-year-old male) was reported as running a red light and struck another vehicle.  The suspect was cited for red signal violation and no insurance.  Minor injuries sustained. 

SOUTH: PNB Response – 2:31 p.m.  Officers responded to a report of a pulseless non-breathing subject.  MFD revived the subject and conveyed them to a local hospital.  No charges substantiated at this time. 

EAST: Drug Incident Overdose – 3:40 p.m.  Officers responded, along with MFD, to a subject/suspect (27-year-old female) experiencing an overdose. The suspect admitted to taking Oxy pills.  The suspect was conveyed to a local hospital where she was given an order-in citation and she was referred to the Madison Area Addiction Recovery Initiative (MAARI).    

NORTH: Domestic Disturbance – 9:53 p.m.  Officers responded to a disturbance involving a 23-year-old male suspect.  The suspect was not on scene when officers arrived.  Probable cause developed to arrest/charge the suspect.

MIDTOWN: Death Investigation – 10:13 p.m.  Officers received a request to check the welfare of a subject (71-year-old male).  The subject was located deceased at his residence.  Medical Examiner's office responded.  Nothing suspicious observed. 

MIDTOWN: Disturbance – 11:16 p.m.  Officers responded to Allied Drive for a disturbance.  A subject was located with injuries and conveyed to a local hospital.  No charges substantiated at this time.

08/16

MIDTOWN: Residential Burglary – 1:40 a.m.  Officers responded to a report of packages being stolen from a common area of an apartment complex. 

NORTH: Drug Incident – 2:04 a.m.  Officers responded to a pulseless non-breathing subject.  Naloxone administered which was ineffective.  The subject was stabilized and conveyed to a local hospital in critical condition.  Oxy recovered at the scene.  Investigation continuing.

NORTH:  Domestic Disturbance – 5:44 a.m.  Officers met with a victim who reported a disturbance occurred the day before involving a 31-year-old male suspect.  Probable cause developed to arrest/charge the suspect once he is located.
