MPD Notable Calls 12/27/2019 to 12/30/2019

The information provided below about some of the calls officers responded to (Friday afternoon-Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 12/27/2019 through 6:00 a.m. on 12/30/2019, MPD 1,058 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (168), East (240), Midtown (160), North (164), South (101), West (175), and Other (50).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

**Priority calls only from 7:46 a.m. to 11:30 a.m. due to calls for service. 

WEST:  Residential Burglary – 7:30 a.m.  Officers responded to a West district residence for a report of a residential burglary.  The garage was left open and the suspect(s) entered the home and stole the homeowner's purse.  The purse was recovered on Prairie Rd but credit cards were missing (and subsequently used at a convenience store). 

NORTH: Death Investigation – 7:59 a.m.  Officers responded to an unresponsive subject (35-year-old male).  Lifesaving measures were not successful.  Evidence of drug use observed. 

WEST: Check Welfare – 10:29 a.m.  Officers responded to a West district residence regarding a subject armed with a knife.  The subject did not make any concerning statements; however the subject has been the subject of several calls to police recently.  A decision was made to disengage from the residence with no police action at this time. 

EAST: Domestic Disturbance – 11:05 a.m.  Officers responded to an East district residence for a domestic disturbance between two subjects (female victim and 19-year-old female suspect).  The victim is the suspect's mother.  The suspect was not on scene when officers arrived.  Probable cause was developed to arrest/charge the suspect, once located, for domestic disorderly conduct and criminal damage to property. 

NORTH: Juvenile Arrest – 12:24 p.m.  Officers responded to E. Washington Ave for a report of a juvenile (14-year-old female) who struck her mother and ran away after jumping off the roof of a vehicle.  The juvenile was located, arrested and conveyed to the Juvenile Reception Center on charges of criminal damage to property and disorderly conduct.   

WEST: Death Investigation – 2:26 p.m.  Officers responded to a West district residence for a deceased subject (89-year-old female).  The decedent had several health concerns.  Nothing suspicious observed.  Medical Examiner's office responded. 

MIDTOWN: Weapons Offense – 4:19 p.m.  Officers responded to a Midtown district residence regarding a tenant/suspect (32-year-old male) who was in the process of being evicted and was being threatening with the knife.  The suspect was arrested for domestic disorderly conduct while armed (two counts)

EAST: Stolen Vehicle – 4:56 p.m.  Officers responded to a convenience store on E. Washington Ave for a report of a stolen vehicle.  The vehicle was left running and unoccupied.  The caller provided false identification.  The caller (33-year-old male) was properly identified and found to have several outstanding warrants.  The caller/suspect was arrested for the outstanding warrants and new charges of obstructing and bail jumping.  The vehicle was located abandoned at Milwaukee St/Fair Oaks. 

CENTRAL: Drug Incident/Overdose – 7:31 p.m.  Officers responded to the Salvation Army for a subject/suspect (37-year-old female) experiencing a drug overdose.  The suspect was alert and conscious when officers arrived on scene.  The suspect admitted to using heroin.  The suspect was conveyed to a local hospital.  The suspect was cited for possession of heroin and referred to the Madison Addiction Recovery Initiative (MARI). 

WEST: Information/Sexual Assault of a Child – 9:25 p.m.  Officers met with a victim (female) who reported being sexually assaulted by a known suspect.  Child Protective Services notified.  A safety plan was developed.  Investigation continuing. 

WEST: Information/Strong Armed Robbery – 10:03 p.m. Officers responded to the 7500 block of Westward Way for a report of a robbery.  It was reported that two suspects battered and robbed a victim inside a residence.  It is believed that the subjects are all known to one another.  Incident Report on MPD's website completed.    

EAST: Check Welfare – 11:47 p.m.  Officers responded to a the 4700 block of East Towne Blvd regarding a subject (male) believed to be under the influence of something or going through a mental health break.  The subject was contacted but refused to identify himself to officers.  The subject was taken into protective custody and conveyed to a local hospital.  The subject refused to leave the hospital when released.  The subject was arrested and conveyed to jail for trespassing.

**Priority calls only from 2:20 p.m. 6:02 p.m. due to calls for service. 

EAST: Disturbance – 2:05 am.  Officers responded to Ho Chunk for a disorderly patron/suspect (38-year-old male).  The suspect physically assaulted a staff member/victim (male).  The suspect resisted officers.  The suspect was arrested for battery, disorderly conduct, resisting causing injury to law enforcement and threats to law enforcement (three counts). 

EAST: Information/Sexual Assault – 4:58 a.m.  Officers met with a victim (female) who reported being sexually assaulted two separate times by two different subjects/suspects. Investigation continuing. 

WEST: Residential Burglary – 8:04 a.m.  Officers responded to a West district residence for a report of a burglary.  The garage was left open when a suspect(s) entered the home and stole personal items, laptops, purses, wallets and keys to a vehicle (which was also stolen).  Investigation continuing. 

EAST: Weapons Offense/Shots Fired – 11:38 a.m. Officers responded to the parking lot at East Towne Mall for a report of shots fired.  Two vehicles were reported to be involved.  Officers made contact with one of the vehicle's/occupants.  No reports of injuries.  Incident Report on MPD's website completed. 

SOUTH: Check Area – 11:45 a.m.  Officers responded to the area of Coho St/Post Rd for a report of shots fired.  No evidence of shots fired located at this time. 

WEST: Drug Incident/Overdose – 1:30 p.m.  Officers responded to the Walgreen in the 7800 block of Mineral Point Rd for a report of a subject/suspect (39-year-old male) experiencing a possible drug overdose.  The suspect was alert and conscious when officers arrived, but not cooperative.  No evidence of drug use observed on scene.  The suspect was conveyed to a local hospital.  The suspect was cited for resisting. 

MIDTOWN: Armed Robbery – 1:45 p.m.  Officers responded to Rocky's Liquor in the 4200 block of W. Beltline for a report of an armed robbery.  Multiple suspects fled in a vehicle, which was located on Post Rd.  The suspects fled and three were apprehended.  Incident Report on MPD's website completed.  Investigation continuing. 

SOUTH: Weapons Offense/Shots Fired – 3:26 p.m. Officers responded to the 1100 block of Moorland Rd for a report of shots fired.  Two vehicles were reportedly involved.  Two occupied residences were struck.  No reports of injuries.  Incident Report on MPD's website completed.  Investigation continuing. 

CENTRAL: Information/Armed Robbery – 5:09 p.m.  Officers met with a victim (female) who reported being robbed by two suspects (males) when she got off a bus.  The victim had limited information.  Security cameras in the area did not show anything occurred.  Investigation continuing. 

NORTH: Death Investigation – 5:20 p.m.  Officers responded to a North district residence for a deceased subject (65-year-old male).  Nothing suspicious observed.  Medical Examiner's office responded. 

SOUTH: Crash with Injuries – 11:16 p.m.  Officers responded to a crash on E. Olin Avenue which involved a stolen vehicle.  The occupants in the stolen vehicle fled on foot. The driver in the victim vehicle was transported to a local hospital with minor injuries.

EAST: Domestic Disturbance – 12:40 a.m.  Officers responded to S. Stoughton Rd/Buckeye Rd for what was originally reported as a disabled vehicle.  Officers discovered a domestic incident had occurred in the vehicle between two subjects (male victim and 28-year-old female suspect).  The suspect was arrested for domestic disorderly conduct and disorderly conduct. 

CENTRAL: Hit-and-Run – 1:17 a.m.  Officers responded to the 600 block of E. Johnson St after a parked vehicle was struck by a vehicle that fled the area.  The suspect vehicle/driver (26-year-old male) was contacted.  The suspect refused field sobriety tests.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense) and hit-and-run.   

NORTH: Trespass – 7:40 a.m.  Officers responded to a business in the 4400 block of E. Washington Ave for an unwanted subject/suspect (26-year-old female) refusing to leave the premises.  Officers made contact with the suspect who refused to cooperate and leave the area.  The suspect was arrested and conveyed to jail for trespassing and possession of drug paraphernalia. 

WEST: Missing/Runaway Juvenile – 9:51 a.m.  Officers received a report of a missing/runaway juvenile (14-year-old male).  Attempt to locate aired.  *The juvenile was later located/arrested as part of the West District stolen vehicle incident described below at 11:46 a.m.   

MIDTOWN: Death Investigation – 10:52 a.m.  Officers were flagged down about a subject down in the Brittingham Park Shelter.  Officers located the subject (75-year-old male) deceased.  Nothing suspicious observed.  Medical Examiner's office responded. 

WEST: Stolen Vehicle – 11:46 a.m.  Officers received a report of a stolen vehicle from a West district residence.  The registered owner subsequently located her vehicle on Raymond Rd in a parking lot and observed several juveniles fleeing.  Officers observed and apprehended five subjects.  All five subjects were arrested/charged.  All male juveniles – four 14-year-olds and one 12-year-old.   

NORTH: Crash with Injuries – 12:23 p.m.  Officers responded to a vehicle vs. tree crash with reported injuries at N. Sherman Avenue/Cherokee Circle.  The driver/suspect (43-year-old female) admitted to taking several medications/pills (including methadone and oxycodone) before driving with her three grandchildren (none of whom were in proper car seats/restraints).  The suspect required a dose of Naloxone.  The children sustained various injuries.  The suspect was charged with operating a motor vehicle while under the influence with passengers under the age of 16 (1st offense) and 2nd degree reckless endangering safety (three counts).    

MIDTOWN: Intoxicated Driver – 1:16 p.m.  Officers responded to a report of a driver/vehicle that struck several cars and fled.  Fitchburg PD located the suspect vehicle/suspect driver (43-year-old male).  The suspect was arrested for operating a motor vehicle while under the influence.

NORTH: Adult Arrested Person – 2:24 p.m. Officers responded to a business on E. Washington Avenue for an intoxicated subject/suspect (30-year-old male) who was causing a disturbance and refusing to leave the premises.  The suspect was arrested for disorderly conduct and a probation hold.

EAST: Disturbance – 4:56 p.m.  An officer working a special duty assignment at the mall observed a fight take place in the food court.  A 13-year-old female was arrested and conveyed to the Juvenile Reception Center for disorderly conduct and resisting.   

EAST: Domestic Disturbance – 9:37 p.m.  Officers responded to an East district residence for a domestic disturbance involving a 16-year-old male.  The juvenile was arrested, conveyed to the Juvenile Reception Center and charged with disorderly conduct, battery and false imprisonment. 

NORTH: Missing/Runaway Juvenile – 10:29 p.m.  Officers received a report of a missing/runaway juvenile (15-year-old female).  The juvenile has a history of running away.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.

EAST: Intoxicated Driver – 1:25 a.m.  Officers conducted a traffic stop on N. Stoughton Rd/E. Washington due to the vehicle's front tire almost completely gone and the vehicle being driven on just a rim.  The driver/suspect (33-year-old male) failed field sobriety tests.  The suspect was arrested for operating a motor vehicle while under the influence. 

CENTRAL: Domestic Disturbance – 3:57 a.m.  Officers responded to E. Mifflin St for a report of a disturbance between two subjects (female victim and 57-year-old male suspect).  The suspect gave false identifying information.  The suspect was found to be in violation of a court order which prohibited him from having contact with the victim.  The suspect was arrested for domestic battery, obstructing and a parole hold. 

WEST: Domestic Disturbance – 4:11 a.m.  Officers responded to Watts Rd for a domestic disturbance between two subjects (female victim and 30-year-old male suspect).  The suspect fled from the area but was located/arrested at his residence.
