The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 03/17/2021 through 6:00 a.m. on 03/18/2021, MPD received 343 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (54), East (62), Midtown (62), North (50), South (46), West (50), and Other (19).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

Priority calls only from 7:43 p.m. to 3:52 a.m.

CENTRAL: Mental Health Conveyance – 4:54 a.m.  Officers responded to check the welfare of a subject screaming.  The subject was located on the roof.  The subject was able to be talked down from the roof without incident.  The subject was taken into protective custody and conveyed to a local hospital where Journey Mental Health was consulted.  The subject was subsequently transported to Winnebago under an emergency detention order.

SOUTH: Drug Incident – 5:10 a.m.  Officers responded to a residence for a report of a subject experiencing an overdose.  The subject was transported to a local hospital.  Final outcome pending. 

WEST: Adult Arrested Person – 2:38 p.m.  A 64-year-old male suspect was in the mall and exposing himself.  He was arrested for lewd and lascivious behavior.  A 31-year-old male subject, having observed the suspect, pushed him and punched him several times.  The 31-year-old male was cited for a city ordinance battery charge. 

NORTH: Disturbance – 3:57 p.m.  Officers responded to a report of a disturbance in the 3700 block of E. Washington Ave.  The victim was not initially on scene when officers arrived but was contacted.  The suspect (17-year-old male) was arrested/charged with strangulation. 

WEST: Battery – 4:42 p.m.  Officers responded to a disturbance involving a 33-year-old male suspect.  The suspect forced his way into the building and physically assaulted a male victim with a hammer.  The suspect was detained and taken to a local hospital for a mental health evaluation.  Journey Mental Health consulted and an emergency detention was sought/approved.  The suspect was subsequently conveyed to Winnebago.  Charges pending for the suspect include 2nd degree reckless endangering safety, burglary and criminal damage to property. 

CENTRAL: Disturbance – 5:12 p.m. Officers responded to a disturbance involving a 15-year-old female.  The juvenile attempted to take keys to a vehicle and ended up locking her family out of the home.  The family regained entry to the home and the juvenile proceeded to slap a family friend.  The juvenile grabbed a knife and threatened her family.  Journey Mental Health was consulted. An emergency detention was not supported.  The juvenile was arrested and conveyed to the Juvenile Reception Center. 

MIDTOWN: Intoxicated Driver – 5:50 p.m.  Officers responded to a single-vehicle crash.  The driver/suspect (30-year-old male) was conveyed to a local hospital.  Evidence of an overdose was located. The suspect attempted to walk away once he arrived at the hospital.  The suspect was arrested/charged with operating a motor vehicle while under the influence (3rd offense), operating after revocation, possession of heroin, possession of drug paraphernalia and a probation hold.   

WEST: Disturbance – 6:29 p.m.  Officers responded to the mall for a disturbance involving a 24-year-old male suspect.  The suspect was arrested/charged with battery, criminal damage to property, disorderly conduct and a probation violation.

CENTRAL: Adult Arrested Person – 11:00 p.m.  Officers responded to a report of a subject/suspect (38-year-old male) ringing doorbells and spitting on doors of residences.  Officers made contact with the suspect and initially cited him for his behavior.  Officers disengaged but were called back to continued behavior by the suspect.  The suspect was arrested/charged with disorderly conduct, felony bail jumping and possession of drug paraphernalia.

SOUTH: Domestic Disturbance – 12:13 a.m.  Officers responded to a disturbance involving multiple subjects.  A 29-year-old female suspect was arrested/charged with domestic disorderly conduct.  A 30-year-old male suspect has charges pending, once he is located.  Investigation continuing.

CENTRAL: Adult Arrested Person – 1:00 a.m.  Officers responded to a request to check the welfare of a subject.  The subject/suspect (26-year-old female) was located and found to be extremely intoxicated.   The suspect was taken into protective custody.  The suspect became combative and kicked/struck an officer multiple times.  The suspect was subsequently arrested/charged with battery to law enforcement.
