MPD Notable Calls 07/24/2020 to 07/27/2020

The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 07/24/2020 through 6:00 a.m. on 07/27/2020, MPD received 1,166 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (183), East (244), Midtown (179), North (174), South (120), West (179), and Other (87).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

  • Priority calls only from 6:27 p.m. to 8:36 p.m. due to calls for service.

EAST: Check Person – 8:43 a.m.  Officers responded to the post office at 3902 Milwaukee St where a suspect (55-year-old male) was knocking on car windows asking for money.  Officers made contact with the suspect who had a warrant for his arrest from another jurisdiction.  No new charges were substantiated.

EAST: Retail Theft – 9:16 a.m.  Staff at Aldi grocery store reported a suspect (35-year-old male) had concealed grocery items in his pants and left the store without paying.  The suspect was cited and released.

EAST: Child Neglect – 1:03 p.m.  Dispatch received multiple calls regarding an unattended two-year-old child roaming the Dutch Mill parking lot at 13 Collins Ct while the mother was otherwise occupied nearby.  Officers arrested the suspect (30-year-old female) and charged her with child neglect.  Custody arrangements were made for the child.

WEST: Domestic Disturbance – 2:01 p.m.  Officers responded to a residence where two brothers (17 and 14 years of age) had begun fighting.  At one point one of the brothers picked up a knife but did not threaten or point it at anyone.  Officers deescalated the situation and ensured the parties would remain separated for the time being.  No further police action was deemed necessary.

EAST: Death Investigation – 2:32 p.m.  Officers responded to the post office at 3902 Milwaukee St for a subject (33-year-old male) who was found deceased in a vehicle.  No suspicious circumstances.

MIDTOWN: Mental Health Conveyance – 3:27 p.m.  Officers made contact with a subject (52-year-old male) who had caused various disturbances throughout the day and threatened to harm his case manager.  The subject was placed into protective custody and conveyed to WMHI after undergoing an evaluation at a local hospital.

EAST: Weapons Offense Shots Fired – 6:19 p.m.  Two vehicles were observed traveling outbound on E Washington Ave and swerving next to each other when witnesses said they heard the sound of gunfire.  The vehicles then fled the area.  Officers recovered shell casings and observed broken glass in the area.  There were no reports of injuries and no other reports of damage to property. Officers later located one of the suspect vehicles and made contact with the occupants but did not locate evidence of shots fired.  Investigation continuing.

EAST: Suspicious Vehicle – 7:15 p.m.  A caller to dispatch reported observing a stolen vehicle in the 800 block of N Thompson Dr.  As officers approached the vehicle, the suspects fled the area after crashing the vehicle into multiple obstacles in the parking lot.  The suspects remain at large.  Investigation continuing.

WEST: Domestic Disturbance – 9:35 p.m.  The daughter of the suspect (54-year-old male) reported the suspect pulled a knife on the victim, his wife, during an argument at their residence.  Officers arrested the suspect for domestic disorderly conduct while armed.

EAST: OMVWI – 9:40 p.m.  The suspects were traveling in a vehicle with their two children in a residential area when the driver (37-year-old female) struck several parked vehicles.  The driver was arrested and charged with OWI 2nd offense, child neglect and possession of heroin.  The second suspect (39-year-old male) was arrested and charged with possession of heroin.  The children were placed with CPS.

  • Priority calls only from 4:51 a.m. to 7:39 a.m. due to calls for service.
  • Priority calls only from 7:36 p.m. to 7:19 a.m. due to calls for service.

NORTH: Recovered Stolen Auto – 1:36 a.m.  Officers deployed spike strips in an attempt to stop a stolen vehicle.  Five suspects fled from the vehicle, three of whom were apprehended.  The driver (17-year-old male) was arrested for operating a motor vehicle without owner's consent and resisting, and was booked into jail.  The other two suspects (14-year-old females) were arrested for OMVWOC passenger and resisting and were booked into the JRC.

CITY-WIDE: Recovered Stolen Vehicle – 2:00 a.m.  Milwaukee PD informed Madison police they had recovered a vehicle reported stolen in Madison.  Madison PD processed the vehicle and notified the owners.

SOUTH: Domestic Disturbance – 6:54 a.m.  The suspect (23-year-old female) damaged the victim's car in the parking lot of the Sheraton Hotel, 706 John Nolen Dr.  After strangling the victim, the suspect grabbed her hair, pulled her to the ground, punched her multiple times in the face and bit her.  The suspect was arrested and charged with strangulation, battery and damage to property.

EAST: Information – 10:40 a.m.  A subject reported the suspect (25-year-old male) punched her in the face while they were traveling in a vehicle and then fled on his bicycle.  Officers made contact with the suspect who had a warrant for his arrest.  The suspect was conveyed to jail on the warrant, but no new charges were substantiated.

SOUTH: Domestic Disturbance – 12:59 p.m.  Officers responded to a residence for a disturbance between two subjects (female victim and 35-year-old male suspect).  The suspect broke into the residence.  The suspect took the phone from the victim which prevented her from calling 911.  The suspect was in violation of a 72-hour no contact order with the victim.  The suspect was arrested for violation of the order, domestic disorderly conduct and intimidation of a victim.

WEST: Intoxicated Driver – 6:20 p.m. Officers responded to a crash at S. Whitney Way/Schroeder Rd.  A driver/suspect (33-year-old female) ran a red light and struck another vehicle.  The suspect was found to be impaired.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense) and released to a responsible party. 

NORTH: Missing/Runaway Juvenile – 7:05 p.m.  Officers responded to a report of a missing/runaway juvenile (15-year-old male).  The juvenile ran away from home after getting into an argument with a parent.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases. 

MIDTOWN: Check Person – 8:08 p.m.  Officers made contact with a subject who reported wanting to harm himself.  The subject was taken into protective custody and conveyed to a local hospital for an evaluation.  Journey Mental Health consulted.  An emergency detention was sought and approved.  The subject was conveyed to Winnebago.

EAST: Weapons Offense – 9:04 p.m.  Officers responded to Allis Ave for reports of shots fired and vehicles fleeing from the area.  Officers located 9 casings in the road.  No reports of injuries or property damage at this time.  Investigation continuing.

WEST: Homicide – 9:36 p.m.  Officers responded to Schroeder Rd/Chapel Hill Rd for a report of two subjects shot.  Officers responded and immediately rendered emergency medical aid to two victims.  Both victims were conveyed to a local hospital.  One victim succumbed to his injuries.  Multiple shell casings recovered at the scene.  Incident Report on MPD's website completed.  Investigation continuing. 

EAST: Stolen Vehicle – 10:46 p.m.  Officers received a report of a stolen vehicle from a residence.  A gun was reported to be in the vehicle when it was stolen.  Attempt to locate aired.  The vehicle and gun were listed as stolen in the appropriate databases.  Investigation continuing. 

NORTH: Weapons Offense – 11:01 p.m.  Officers responded to a disturbance involving a gun between two subjects (female victim and 33-year-old male suspect).  The suspect was not on scene when officers arrived.  The suspect battered the victim and made threatening statements while carrying a gun.  Probable cause was developed to arrest/charge the suspect.  Investigation continuing.

  • Priority calls only from 6:02 p.m. to 11:16 p.m. due to calls for service.

NORTH: Theft from Vehicle – 7:33 a.m.  A handgun and garage door opener were stolen from an unlocked vehicle at a residence.  Investigation continuing.

WEST: Check Person – 7:35 a.m.  A 12-year-old juvenile was dropped off at his mother's residence by his grandfather and left there but the mother was not home and could not be contacted.  Care arrangements were set up for the juvenile.

NORTH: Stolen Vehicle – 8:23 a.m.  A vehicle was stolen from a residential garage.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.  Investigation continuing.

WEST: Retail Theft – 10:11 a.m.  A 38-year-old male suspect (chronic offender of retail thefts) was contacted and charged with three retail thefts of compressed air. 

MIDTOWN: Child Abuse – 11:07 a.m.  Officers responded to a local hospital regarding a possible child abuse incident.  Investigation continuing. 

WEST: Recovered Stolen Vehicle – 11:21 a.m.  A stolen vehicle was located unoccupied on Westward Way.  Registered owner notified and vehicle towed at owner's request.  Investigation continuing.

MIDTOWN: Death Investigation – 12:01 p.m.  Officers responded to a report of a deceased subject (76-year-old female) at a residence.  Nothing suspicious observed.  Medical Examiner's office responded.  Investigation continuing. 

SOUTH: Sexual Assault of a Child – 12:20 p.m.  Officers received a report of child abuse of a 5-year-old child by a known suspect (28-year-old male). The child and suspect no longer have contact.  Investigation continuing. 

EAST: Check Person – 2:55 p.m.  Officers responded to check the welfare of a subject.  The subject was taken into protective custody and conveyed to a local hospital for an evaluation.  The subject was subsequently conveyed to Winnebago. 

MIDTOWN: Domestic Disturbance – 3:03 p.m.  Officers responded to a residence for a subject/suspect (38-year-old male) under the influence of drugs.  The suspect was taken into custody without incident and conveyed to a local hospital for a medical clearance.   The suspect became uncooperative and resistive at the hospital.  Probable cause established to charge the suspect with domestic disorderly conduct, once released from the hospital.  Investigation continuing. 

EAST: Disturbance – 3:11 p.m.  Officers responded to a disturbance, involving a knife, between two subjects (male victim and 41-year-old male suspect).  The suspect was not cooperative with officers.  The suspect was arrested/charged with disorderly conduct while armed, resisting, carrying a concealed weapon and bail jumping.

EAST: Non-Residential Burglary – 3:36 p.m.  Officers received a report of a break-in at Ridgeway Church on E. Washington Avenue.  Investigation continuing. 

WEST: Weapons Offense – 11:19 p.m.  Officers responded to multiple reports of shots fired.  Area canvassed.  No evidence of shots fired located at this time.  Investigation continuing.

SOUTH: Mental Health Conveyance – 8:45 a.m.  Officers responded to check the welfare of a possible suicidal subject.  The subject was contacted and taken into protective custody.  The subject was conveyed to a local hospital.  Investigation continuing.
