MPD Notable Calls 02/24/2020 to 02/25/2020

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 02/24/2020 through 6:00 a.m. on 02/25/2020, MPD received 418 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (60), East (88), Midtown (65), North (70), South (50), West (57), and Other (28).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

CENTRAL: Traffic Arrest – 1:51 a.m.  Officers responded to a crash on E. Gorham St.  The driver/suspect (42-year-old female) struck a parked vehicle.  The driver/suspect was found to be impaired.  EMS responded due to complaints of pain from the suspect.  Medical clearance obtained.  The suspect was cited for operating a motor vehicle while under the influence (1st offense) and failure to maintain control of a vehicle.  The suspect was released to a responsible party.

NORTH: Non-Residential Burglary – 7:02 a.m.  Officers responded to the DMV on Bartillon Drive for a broken window.  Entry appears to have been attempted to an ATM inside the business, but the suspect(s) were not successful.  Investigation continuing. 

SOUTH: Stolen Vehicle – 7:40 a.m.  Officers responded to a report of a stolen vehicle (that was left running, unlocked and unoccupied).  Later in the morning a report of a reckless driver was called in.  Officers responded and were notified that a vehicle was involved in crash and a subsequent hit-and-run.  The vehicle was located and a stop was attempted.  The two occupants/suspects fled on foot but were apprehended.  A 14-year-old male suspect was arrested and charged with operating a motor vehicle without consent.  A 14-year-old male suspect was arrested and charged with operating a motor vehicle without consent (party to a crime).  Both suspects were conveyed to the Juvenile Reception Center.  The stolen vehicle was recovered and returned to its registered owner. 

CITY-WIDE:  Mental Health Conveyance – 9:52 a.m.  Officers received a request to locate and take into custody a subject on a Chapter 51 return order. Officers located the subject, who resisted contact.  The subject was ultimately taken into custody and conveyed to a local hospital. 

SOUTH: Information/Sexual Assault of a Child – 10:20 a.m.  A victim reported to their parent that they were being sexually abused by a known suspect.  The victim and suspect no longer have contact.  Safety plan developed and put into place.  Child Protective Services notified. Investigation continuing. 

MIDTOWN: Mental Health Conveyance – 12:30 p.m.  Officers responded to a local hospital for a suicidal subject (47-year-old female).  Journey Mental Health plugged in.  An emergency detention was sought and approved.  The subject was admitted to the local hospital under the emergency detention order.  Officers disengaged from the call.

WEST: Juvenile Arrest – 1:38 p.m.  Officers took a wanted suspect (15-year-old male) into custody on outstanding charges (disorderly conduct while armed, physical abuse to a child and disorderly conduct).  The suspect was conveyed to the Juvenile Reception Center.

MIDTOWN: Intoxicated Driver – 1:46 p.m.  Officers responded to a two-vehicle non-injury crash on the Beltline (near Whitney Way).  A driver/suspect (39-year-old female) involved was found to be impaired.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense).  During a search incident to arrest, drugs and drug paraphernalia were located.  The suspect was also charged with possession of heroin and possession of drug paraphernalia.  The suspect was also cited for following two close in relation to the crash. 

NORTH: Drug Incident – 1:50 p.m.  Officers responded to the area of Hoard St/North Lawn Ave for a report of two subjects in a vehicle using drugs.  As officers arrived in the area, the vehicle in question drove away.  The vehicle and two occupants were located in a parking lot and contacted by officers.  The driver/suspect (36-year-old female) was arrested for possession of cocaine, bail jumping, operating after revocation and a probation/parole hold.  The passenger/suspect (51-year-old male) was arrested on an outstanding warrant. 

WEST: Death Investigation – 2:33 p.m.  Officers responded to a residence for a deceased subject (37-year-old male).  The decedent had mentioned not feeling well recently to his roommates.  Medical Examiner's office responded.  Nothing suspicious observed/identified.  Autopsy pending.  Investigation continuing. 

NORTH: Drug Incident – 4:56 p.m.  Officers responded, along with MFD, to a residence for a pulseless non-breathing subject/suspect (50-year-old male).  Evidence of drug use identified.  The suspect was conveyed to a local hospital and cited for possession of heroin.  The suspect was also referred to the Madison Addiction Recovery Initiative (MARI). 

MIDTOWN: Death Investigation – 5:44 p.m.  Officers responded to a residence for a deceased subject (66-year-old male).  Initial cause of death is self-inflicted.  Medical Examiner's office responded.  Nothing suspicious identified.  Investigation continuing. 

MIDTOWN: Drug Incident – 6:51 p.m.  Officers responded, along with MFD, to a residence for a pulseless non-breathing subject/suspect (37-year-old female).  Naloxone was used to revive the suspect.  The suspect was conveyed to a local hospital.  Once medically cleared, the suspect was arrested, conveyed to jail and charged with possession of heroin and a probation violation. 

CENTRAL: Adult Arrested Person – 8:24 p.m.  Officers responded to a hotel on S. Carroll St for an unwanted subject/suspect (44-year-old male) who was intoxicated and refusing to leave the premises.  Contact was made with the subject and he was placed into protective custody to be conveyed to detox.  While in the squad, the suspect attempted to kick out the windows.  The suspect also threatened officers.  The suspect was subsequently arrested, conveyed to jail and charged with disorderly conduct and threats toward law enforcement.

MIDTOWN: Domestic Disturbance – 10:10 p.m.  Officers responded to a residence for a disturbance between two subjects (female victim and 36-year-old male suspect).  The suspect threatened to kill the victim.  A gun was taken for temporary safekeeping.  Probable cause was developed to arrest the suspect.  The suspect was not on scene.  Investigation continuing. 

WEST: Domestic Disturbance – 11:06 p.m.  Officers responded to a disturbance on Raymond Rd between two subjects (female victim and 35-year-old male).  Both subjects had visible injuries.  The male subject/suspect was found to be the primary aggressor.  Probable cause was developed and the suspect was arrested for domestic disorderly conduct.
