MPD Notable Calls 12/06/2019 to 12/09/2019

The information provided below about some of the calls officers responded to (Friday-Sunday) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 12/06/2019 through 6:00 a.m. on 12/09/2019, MPD received 1,238 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (256), East (258), Midtown (168), North (180), South (115), West (163), and Other (98).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

SOUTH:  Adult Arrested Person – 7:37 a.m.  Officers responded to a South district residence for a disturbance between two subjects (male victim and 41-year-old female suspect).  The suspect was following the victim around the residence and proceeded to damage property.  The suspect armed herself with a knife and scratched her wrist.  The suspect was taken into custody and conveyed to jail. 

EAST: Damage to Property – 7:55 a.m.  Officers responded to an East district residence for property damage.  A window to the residence was shot out; damage believed to have been caused by a BB gun. Incident believed to be targeted vandalism.   

CENTRAL: Child Abuse – 9:13 a.m.  Officers received a report of child abuse involving a juvenile female victim and her mother/suspect (31-year-old female).  Investigation continuing. 

WEST: Domestic Disturbance – 1:41 p.m.  Officers responded to a report of a disturbance between two subjects (female subject and 21-year-old male suspect).  A witness observed the female attempting to escape the grasp of the suspect.  The witness attempted to intervene.  The female subject and suspect left the area in a vehicle.  Officers located/contacted the female subject and male suspect in the 700 block of S. Gammon Rd.  Both subjects were not cooperative with officers.  An odor of marijuana was detected from the vehicle.  K9 hit on the vehicle and a search was conducted which yielded marijuana and drug paraphernalia.  The suspect was arrested for possession of marijuana, possession of drug paraphernalia and domestic disorderly conduct.  

NORTH: Assist Law Enforcement – 1:55 p.m.  Officers assisted the DEA and DCI with a traffic stop/drug investigation in the area of Troy Drive/Forster Drive.  The driver/suspect (30-year-old male) fled on foot.  The suspect was apprehended and arrested for various drug-related charges.

SOUTH: Retail Theft – 3:31 p.m.  Officers responded to a report of an armed robbery in the 1800 block of S. Park St.  A suspect (male) entered the store and fled with a cell phone.  A second subject/suspect (24-year-old male) remained on scene and was found to have an active warrant.  A search incident to arrest yielded drugs which tested positive for heroin and meth.  The suspect was charged with intent to deliver heroin and possession of meth.  First suspect remains at-large. 

EAST: Information/Child Abuse – 4:33 p.m.  Officers met with a parent who reported concerns for how her child was supposedly disciplined at school.  Investigation continuing.

NORTH: Death Investigation – 5:24 p.m.  Officers were contacted by the Medical Examiner's office to report a deceased subject.  The death is likely due to natural causes.  **The subject was transported to a local hospital earlier in the day due to breathing troubles and passed away. 

NORTH: Theft – 5:30 p.m.  Officers responded to the Aloha Inn in the 3200 block of E. Washington Ave and contacted a suspect (43-year-old male) about stealing and using a debit card.  The suspect was contacted and arrested for identity theft.  A second suspect (33-year-old female) was arrested for outstanding warrants.

MIDTOWN: Recovered/Stolen Vehicle – 6:31 p.m.  Officers observed a vehicle driving at a high-rate of speed on the Beltline frontage road.  The vehicle was observed at the BP on Verona Road.  Officers attempted to make contact and the vehicle fled at a high-rate of speed.  A suspect (18-year-old male) remained on scene and attempted to flee on foot.  The suspect was apprehended and arrested for resisting, possession of marijuana and an outstanding warrant.  Additional suspects remain at-large.            

CENTRAL: Intoxicated Driver – 9:26 p.m.  Officers responded to the 400 block of W. Washington Ave for a report of a crash on private property.  The driver/suspect (37-year-old male) was found to be under the influence.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense).  Marijuana and drug paraphernalia were found on the suspect. 

CITY-WIDE: Assist Law Enforcement – 10:04 p.m.  An officer responded to the Denny's on E. Broadway St for a subject choking.  The officer applied the Heimlich Maneuver, which was successful.  The subject was conveyed to a local hospital. 

MIDTOWN: Weapons Offense – 10:46 p.m.  Officers responded to the 4300 block of Britta Parkway for multiple reports of shots fired.  Officers located a vehicle that was likely involved.  Several shell casings located in the vehicle and on the ground.  A round struck a nearby residence (no injuries reported).  No suspects/victims located.  Incident Report on MPD's website completed. 

NORTH: Crash – Private Property – 11:58 p.m.  Officers responded to a report of a vehicle striking a sign and a home on N. Sherman Ave.  No injuries reported.  The suspect (35-year-old male) was cited for reckless driving.

**Priority calls only from 1:00 p.m. to 6:13 p.m. due to calls for service. 

EAST: Information/Sexual Assault of a Child – 12:34 a.m.  Officers met with a victim (female) who reported on-going sexual abuse by a known suspect (14-year-old male).  Child Protective Services plugged in.  A safety plan was developed so the victim and suspect would not have contact.  Investigation continuing. 

SOUTH: Assist Law Enforcement – 1:00 a.m.  Officers responded to assist the Town of Madison Police Department with a report of a missing intoxicated juvenile.  Areas checked.  MPD's Unmanned Aircraft System (UAS) deployed.  The juvenile was discovered to have been picked up by a family member.  No further action deemed necessary by MPD.

SOUTH: Disturbance – 1:04 a.m.  Officers responded to a South district residence for a report of a disturbance involving a 19-year-old subject.  The subject has medical/mental health concerns.  Officers learned that the subject is typically cared for and supervised by caregivers.  The subject was reportedly alone and causing damage in the home.  Officers made contact with the caregivers who came to the home and were able to de-escalate the subject and get him under control.  Officers disengaged from the area.  No further action deemed necessary by officers.

CENTRAL: Disturbance – 2:45 a.m.  Officers responded to the 300 block of N. Frances St for a suspect (34-year-old male) engaging in a fight.  The suspect attempted to flee on foot.  The suspect was apprehended and cited for resisting and disorderly conduct. 

WEST: Adult Arrested Person – 9:36 a.m.  Officers received information that a wanted suspect (25-year-old male) was in the 700 block of S. Gammon Rd.  The suspect was located and taken into custody.  The suspect was conveyed to jail. 

WEST: Check Person – 10:12 a.m.  Officers received a request to check the welfare of a female subject.  The subject was contacted, taken into protective custody and transported to a local hospital for an evaluation.   

WEST: Stolen Vehicle – 10:49 a.m.  Officers responded to a West district residence for a report of a stolen vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

EAST: Death Investigation – 12:47 p.m.  Officers responded to an East district residence for a subject who had sustained a self-inflicted gunshot wound.  The subject was conveyed to a local hospital where he was later pronounced deceased.    

EAST: Intoxicated Driver – 2:19 p.m.  Officers received multiple reports of an erratic driver in the area of S. Stoughton Rd.  Officers were then notified of a rollover crash (with ejection) in the area of Stoughton Rd/Pflaum Rd.  The driver/suspect (23-year-old male) was conveyed to a local hospital with non-life threatening injuries.  Drug paraphernalia and empty alcohol bottles were located in the vehicle.  Once released from the hospital, the suspect will be arrested/charged with operating a motor vehicle while under the influence and possession of drug paraphernalia.    

NORTH: Check Area/Found Property – 2:56 p.m.  Officers responded to a report of what was believed to be an IED in the area of Straubel Street.  Dane County EOD responded.  The item was not found to be dangerous and was ultimately removed from the area.   Dane County EOD has the lead on this investigation.

WEST: Stolen Vehicle – 5:03 p.m.  Officers responded to a West district residence for a report of a stolen vehicle.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases.  **The vehicle was located and returned to its owner. 

CENTRAL: Weapons Offense – 9:43 p.m.  Officers responded to the 600 block of E. Washington Ave for a report of a disturbance involving a knife.  A search was conducted and the knife was recovered.  The suspect (35-year-old female) was arrested for disorderly conduct while armed. 

WEST: Mental Health Conveyance – 11:14 p.m.  Officers responded to a West district residence to check the welfare of a possible suicidal subject (male).  The subject was taken into protective custody and conveyed to a local hospital for an evaluation.  The subject was subsequently voluntarily admitted. 

CENTRAL: Disturbance – 11:36 p.m.  Officers responded to Atwood Ave for a report of a female screaming.  Contact was made with two subjects (female victim and 37-year-old male suspect).  The suspect was arrested for domestic disorderly conduct while armed and criminal damage to property. 

CENTRAL: Intoxicated Driver – 11:38 p.m.  Officers came across an intoxicated driver/suspect (31-year-old male).  The suspect failed field sobriety tests.  The suspect was arrested for operating a motor vehicle while under the influence (1st offense).

**Priority calls only from 4:06 a.m. to 6:06 a.m. due to calls for service. 

CENTRAL: Disturbance – 1:29 a.m.  Officers responded to a hotel in the 300 block of W. Washington Ave for a report of a disturbance involving two suspects (50-year-old male and 51-yaer-old female).  When the suspects were advised that there were no available rooms, the male suspect became upset and started kicking doors and causing a disturbance.  The suspects left the hotel and officers conducted a traffic stop.  Both suspects exited the vehicle and confronted the officers.  The suspects were not cooperative.  The female suspect attempted to intervene when officers were detaining the male suspect.  The male suspect damaged the squad car when he was placed in the backseat.  The male suspect was charged with disorderly conduct, resisting and criminal damage to property.  The female suspect refused to identify herself.  She was ultimately arrested/charged with disorderly conduct and obstructing.       

CENTRAL: Drug Incident/Overdose – 2:40 a.m.  Officers responded to W. Wilson St for a report of a subject/suspect (31-year-old male) experiencing an overdose.  Officers performed CCR which revived the suspect.  The suspect was cited for possession of heroin. 

EAST: Weapons Offense – 3:34 a.m.  Two male subjects showed up at local hospitals with non-life threatening gunshot wounds.  A scene was discovered on Wittwer Rd where shell casings were recovered.  Incident Report on MPD's website completed.    

EAST: Disturbance – 8:32 a.m.   Officers responded to an East district residence for a disturbance between two subjects (male victim and 72-yaer-old male suspect).  The suspect was arrested for disorderly conduct.

WEST: Retail Theft – 3:44 p.m.  Officers responded to Kohl's for a retail theft.  The suspect (36-year-old female) stole several items and left in a vehicle driven by her sister/suspect (27-year-old female).  A traffic stop was conducted and the driver/suspect lied about her identity and denied knowing her sister.  The 36-year-old suspect was cited/released.  The driver/suspect was arrested for obstructing and a probation/parole hold was placed on her. 

EAST: Damage to Property – 4:50 p.m.  Officers responded to an East district residence for damage to a residence (initially reported as a window shot out).  No evidence of a weapon used to damage the window. 

NORTH: Crash – 5:31 p.m.  Officers responded to a report of an erratic driver and a hit-and-run crash in the area of Mandrake Rd/Melby Drive.  The vehicle was located unoccupied.  Open intoxicants were observed in the vehicle.   Attempt made to contact the registered owner of the vehicle.  Investigation continuing.    

WEST: Intoxicated Driver – 7:06 p.m.  Officers responded to a report of a female passed out in a vehicle.  Contact was made with the driver/suspect (41-year-old female) who was subsequently arrested for operating a motor vehicle while under the influence (4th offense). 

EAST: Weapons Offense – 8:08 p.m.   Officers responded to a local hospital and met with a victim (male) who had showed up with a laceration caused during an argument with his brother/suspect (17-year-old).  The victim's injuries required stitches.  The suspect was arrested for substantial battery and domestic disorderly conduct. 

CENTRAL: Information/Armed Robbery – 8:29 p.m.  Officers met with a victim (male) who reported being robbed at gunpoint by three male suspects in the area of Blair St/E. Dayton St.  The victim did not remain on scene and would only allow contact with officers over the phone.  Areas checked and nothing was located.  Investigation continuing.     

MIDTOWN: Domestic Disturbance – 9:04 p.m.  Officers responded to Chandler St for what was reported as a verbal disturbance between two subjects over some sort of video recording.  Subjects gave conflicting explanations of what occurred.  Probable cause was not developed at this time.  The male subject refused to allow officers to look/search his computer.  The computer was seized pending further investigation.    

NORTH: Missing/Runaway Juvenile – 9:54 p.m.  Officers received a report of a missing/runaway juvenile (12-year-old male).  Phone contact was made with the juvenile but he refused to say where he was.  No safety concerns identified.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.

NORTH: Armed Robbery – 6:01 a.m.  Officers responded to PLS Check Cashers in the 2700 block of E. Washington Ave for a report of an armed robbery.  It was reported that four suspects (two suspects displayed handguns) demanded cash.  The suspects fled with cash.  Investigation continuing.
