MPD Notable Calls 03/23/2020 to 03/24/2020

March 24, 2020 9:05 AM

The information provided below about some of the calls officers responded to is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 03/23/2020 through 6:00 a.m. on 03/24/2020, MPD received 325 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (34), East (58), Midtown (36), North (55), South (35), West (61), and Other (46).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

EAST: Death Investigation – 9:46 a.m.  Officers responded to a residence for a deceased subject (86-year-old female).  Nothing suspicious identified.  Medical Examiner's office responded.

SOUTH: Weapons Offense – 12:32 p.m.  Officers responded to a residence regarding a disturbance involving a knife.  Investigation continuing.

SOUTH: Domestic Disturbance – 1:43 p.m.  Officers responded to a residence for a disturbance between two subjects (female victim and 19-year-old male suspect).  The couple were engaged in a verbal argument which turned physical.  The suspect physically assaulted the victim and strangled her.  The suspect prevented the victim from calling 911.  The suspect fled from the area.  Areas checked.  Probable cause developed to arrest the suspect, once he is located, on domestic-related charges.  Investigation continuing.

EAST: Adult Arrested Person – 4:33 p.m.  Officers responded to a residence regarding a subject/suspect (26-year-old female) armed with a knife and making suicidal statements.  The suspect was contacted and taken into protective custody.  Journey Mental Health consulted.  The suspect's behavior was determined to be behavioral and an emergency detention was not supported/approved.  The suspect was arrested for domestic disorderly conduct for a disturbance she was involved in the previous night.

NORTH: Fight Call – 5:23 p.m.  Officers responded to the area of Coolidge St/North Lawn Ave for a report of a fight involving a group of females.  A vehicle was observed leaving the area at a high rate of speed.  The vehicle was later observed striking a parked vehicle and ultimately came to a stop on Pawling where officers conducted a high-risk traffic stop.  The vehicle was occupied by four female subjects.  Two of the female subjects/suspects (18-year-old and 17-year-old) were cited/released and the other two subjects were released with no charges.  Citations included: reckless driving, hit-and-run and operating after suspension.

NORTH: Weapons Offense/Shots Fired – 7:30 p.m.  Officers responded to Bunting Lane for a report of shots fired.  Witnesses observed a vehicle take off at a high-rate of speed as the shots were occurring.  Casings located.  No reports of injuries or property damage at this time.  Investigation continuing.

MIDTOWN: Check Person – 8:14 p.m.  Officers responded to a residence to check the welfare of a possible suicidal subject (46-year-old female).  The subject took pills and had called the suicide hotline.  When officers arrived, the subject denied being suicidal.  The subject was conveyed to a local hospital for an evaluation.  An emergency detention was not deemed appropriate.  The subject was left in the care of medical staff and officers disengaged from the call.

NORTH: Weapons Offense – 1:06 a.m.  Officers responded to what was originally reported as a physical disturbance and detained two subjects.  The investigation revealed that the subjects had been engaged in illegal activity (drugs) earlier in the evening in which the suspect (27-year-old male) held a box cutter to the victim's (male) throat.  The victim grabbed the box cutter and sustained a laceration to his hand which required stitches.  The suspect was arrested for 2nd degree recklessly endangering safety, substantial battery and misdemeanor bail jumping (3 counts).

EAST: Assist Law Enforcement – 2:18 a.m.  Officers assisted the Dane County Sheriff's office with locating three suspects who had fled from a stolen auto/traffic stop.  MPD's Unmanned Aircraft System (UAS) was utilized.  K9 track conducted.  All three suspects were apprehended.  Dane County Sheriff's office has the lead on this investigation.

SOUTH: Domestic Disturbance – 4:18 a.m.  Officers responded to a residence for a disturbance between two subjects (male victim and 29-year-old female suspect).  The suspect grabbed the victim's glasses off his face and broke them during an argument.  The suspect was arrested for domestic criminal damage to property.
