MPD Notable Calls 12/30/2020 to 01/04/2021

The information provided below about some of the calls officers responded to (Wednesday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 12/30/2020 through 6:00 a.m. on 01/04/2021, MPD received 1,526 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (210), East (370), Midtown (202), North (292), South (143), West (213), and Other (96).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.

Priority calls only from 7:16 p.m. to 9:58 p.m. due to calls for service.

MIDTOWN: Check Person – 11:48 a.m.  Officers responded to a local hospital regarding a subject who left the hospital after taking a swing at a staff member and was possibly needing an emergency detention.   Journey Mental Health plugged in.  The subject was located and conveyed to a local hospital.  Emergency detention sought and the subject was conveyed to Winnebago. 

EAST: Death Investigation – 1:40 p.m.  Officers responded to a residence for a deceased subject (69-year-old male).  Medical Examiner's office responded.  Nothing suspicious identified. 

SOUTH: Domestic Disturbance – 2:17 p.m.  Officers responded to a disturbance between two subjects (female victim and 29-year-old male suspect). The suspect was arrested/charged with domestic disorderly conduct and domestic battery.

WEST: Adult Arrested Person – 3:20 p.m.  Officers responded to Raymond Rd to check the welfare of an intoxicated subject knocking on doors.  Contact was made with the subject/suspect (31-year-old male) who had current bail conditions to not drink.  The suspect was arrested for bail jumping (4 counts) and threats toward law enforcement.

EAST: Recovered Stolen Vehicle – 3:36 p.m.  An occupied stolen vehicle was located and an occupant/suspect (20-year-old male) was contacted/detained.  A female subject/suspect fled on foot.  The male suspect was arrested/charged with operating a motor vehicle without consent (party to a crime), solicitation and felony bail jumping. 

EAST: Stolen Vehicle – 4:03 p.m.  A vehicle was stolen from a residence.  The vehicle was left running, unlocked and unoccupied.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

MIDTOWN: Domestic Disturbance – 4:12 p.m.  Officers responded to a disturbance involving a 21-year-old female suspect.  The suspect caused damage to the residence.  The suspect was arrested/charged with domestic disorderly conduct (3 counts). 

CENTRAL: Non-Residential Burglary – 4:25 p.m.  A business was broken into in the middle of the night.  Cash was stolen.  Investigation continuing. 

NORTH: Death Investigation – 6:14 p.m.  Officers responded to a pulseless non-breathing subject.  Lifesaving measures attempted but not successful.  Indication of drug use.  Medical Examiner's office responded. Investigation continuing.  

WEST: Adult Arrested Person – 6:56 p.m.  A vehicle was stolen from the Town of Madison.  Fitchburg PD and Madison PD both observed the vehicle on various roads.  The vehicle was not pursued.  The vehicle was located in a snowbank at Whitney/Meadowood.  Areas canvassed and two suspects (21-year-old male and 23-year-old male) were apprehended/detained.  The 21-year-old suspect was arrested for an outstanding warrant.  Town of Madison PD has the lead on the stolen vehicle investigation.  Fitchburg PD has the lead on the crash investigation.  Investigation continuing. 

EAST: Sexual Assault of a Child – 7:49 p.m.  Officers met with a minor who reported being sexually assaulted by a male subject/suspect she met on-line. Investigation continuing. 

EAST: Adult Arrested Person – 8:26 p.m.  Officers responded to a residence for a disturbance involving a 39-year-old male suspect.  The suspect punched a victim in the face.  The suspect was arrested/charged with domestic battery and domestic disorderly conduct.

NORTH: Drug Incident – 11:03 p.m.  Officers responded to a report of an overdose involving a 23-year-old male subject/suspect.  Naloxone was administered to revive the suspect.  The suspect was arrested on an outstanding warrant.  Additional charges may be forthcoming.  Investigation continuing. 

WEST: Domestic Disturbance – 11:44 p.m.  Officers responded to a disturbance involving a 27-year-old male suspect.  The suspect attempted to flee from the building when he observed officers entering the hallway of the complex.  The suspect was apprehended/detained.  The suspect was arrested/charged with criminal trespass to dwelling, disorderly conduct (2 counts), domestic disorderly conduct, resisting, bail jumping and a probation/parole hold.

NORTH: Hit-and-Run/Crash – 2:41 a.m.  A driver/vehicle struck a city employee who was operating a Bobcat removing snow from the medians/sidewalk.  The driver/suspect fled on foot.  No injuries reported.  Investigation continuing. 

MIDTOWN: Mental Health Conveyance – 8:49 a.m.  Journey Mental Health requested that officers contact a subject (33-year-old female) who was under a Chapter 51 commitment who was not taking her medication.  Officers contacted the subject and after consulting with Journey staff, the subject was transported back to her residence.

MIDTOWN: Adult Arrested Person – 10:27 a.m.  At the request of Probation and Parole, officers took a suspect (32-year-old male) into custody.

WEST: Stolen Auto – 12:41 p.m.  A victim reported his vehicle was stolen from the 6900 block of Park Ridge Dr.  An ATL was aired and the vehicle was listed as stolen.

EAST: Domestic Disturbance – 1:55 p.m.  Officers responded to a disturbance between two subjects (female victim and 25-year-old male suspect).  The suspect was arrested/charged with domestic disorderly conduct. 

CENTRAL: Mental Health Conveyance – 2:23 p.m.  A subject was contacted and taken into protective custody.  The subject was conveyed to a local hospital under an emergency detention order.  The subject was left in the care of medical staff and officers disengaged. 

CENTRAL: Battery – 5:12 p.m.  Officers met with a victim who reported being physically assaulted with an axe at McPike Park.  The subject received medical treatment for minor injuries.  Limited details provided by the victim.  Investigation continuing. 

MIDTOWN: Child Neglect – 7:17 p.m.  A report was made with concerns over the care of children at a daycare.  Investigation continuing. 

WEST: Domestic Disturbance – 7:19 p.m.  The victim reported that during an argument, the suspect (34-year-old male) punched her, broke her glasses and strangled her.  The suspect was arrested and charged with domestic disorderly conduct, battery, strangulation, and damage to property.

?CENTRAL: Trespass – 8:39 p.m.  Officers responded to the 1100 block of Williamson St where the suspect (67-year-old male) had forced entry to a building and refused to leave.  Officers arrested the suspect and charged him with trespass and failure to comply with officers' orders.

MIDTOWN: Weapons Offense Shots Fired – 12:23 a.m.  Dispatch received multiple calls reporting shots fired in the area of Britta Pkwy and Whenona Dr.  Witnesses reported two vehicles appeared to be firing shots into the air and that it did not appear that the subjects were targeting anyone.  Officers canvassed the area and located 35 fired shell casings.  There were no reports of injured persons or damaged property.  Investigation continuing.

NORTH: Alcohol Conveyance – 12:27 a.m.  Officers responded to a residence where a subject (24-year-old male) had become highly intoxicated and belligerent with family members.  The subject was placed into protective custody and conveyed to detox.

EAST: Disturbance – 1:24 a.m.  The suspect (37-year-old male) and victim were arguing in a vehicle when the suspect punched the victim in the face and threatened her by holding a sharp object to her throat.  Officers arrested the suspect and charged him with battery and disorderly conduct while armed.

SOUTH: Weapons Offense - 2:49 a.m.  Officers contacted a subject who reported he discovered bullet holes in his vehicle.  Investigation continuing.

EAST: Traffic Crash – 2:56 a.m.  Officers responded to the intersection of Milwaukee St and E Washington Ave for a crash.  Officers arrested and charged the suspect (39-year-old male) with reckless driving, as well as charges related to an earlier incident.  Investigation continuing.

WEST: Traffic Crash – 4:04 a.m.  Officers responded to the intersection of S Whitney Way and Mineral Point Rd for a crash.  The suspect (47-year-old male) was transported to the hospital.  Officers developed probable cause to charge the suspect with OWI 1st offense.  Investigation continuing.

WEST: Weapons Offense – 5:29 a.m.  Officers responded to Mt Vernon Ct for a report of shots fired.  Officers checked the area but did not locate evidence of shots fired, injured persons or damaged property.

MIDTOWN: Weapons Offense – 9:56 a.m.  Officers made contact with a victim who arrived at a local hospital with a non-life-threatening gunshot wound.  Investigation continuing.

WEST: Disturbance – 10:20 a.m.  Officers responded to a Madison Metro bus where the suspect (30-year-old female) deployed pepper spray at an unidentified subject who had left the scene.  Officers cited the suspect for disorderly conduct.

CENTRAL: Stolen Auto – 10:55 a.m.  The victim reported his vehicle was stolen while parked in the 2000 block of Winnebago St.  An ATL was aired and the vehicle was listed as stolen.

NORTH: Drug Overdose – 10:59 a.m.  Officers responded to McDonald's for a report of a suspect (22-year-old male) who did not have a pulse and was not breathing.  The suspect was administered naloxone and was revived.

CENTRAL: Check Person – 11:59 a.m.  Officers responded to check the welfare of a possible suicidal subject.  The subject was conveyed to a local hospital where she was voluntarily admitted.  Officers disengaged. 

CENTRAL: Intoxicated Person – 12:27 p.m.  Officers responded to the intersection of N Bassett St and University Ave for a heavily intoxicated suspect (31-year-old male).  Officers placed the suspect into protective custody.  The suspect resisted officers.  A medical clearance was obtained.  The suspect was subsequently arrested/charged with threats toward law enforcement, depositing human waste, resisting and a probation/parole hold.

NORTH: Disturbance – 12:34 p.m.  Officers responded to a disturbance involving a male subject.  The subject was reportedly armed with a hammer.  Officers made contact with the subject who was not cooperative.  The subject was conveyed to a local hospital for a mental health evaluation.  Journey Mental Health plugged in.  Emergency detention sought and approved.  The subject was admitted to the local hospital and officers disengaged.

SOUTH: Death Investigation – 2:06 p.m.  Officers responded to a deceased subject (51-year-old male).  Medical Examiner's office responded.  Indication of drug use on scene observed.  Autopsy pending.  Nothing suspicious identified. 

WEST: Domestic Disturbance – 5:19 p.m.  Officers responded to a disturbance between two subjects (female victim and 37-year-old male suspect).  The suspect was arrested/charged with domestic disorderly conduct and bail jumping. 

CENTRAL: Check Person – 7:11 p.m.  Officers responded to check the welfare of a possible suicidal subject.  The subject was located by UWPD and conveyed to a local hospital where he was voluntarily admitted. 

NORTH: Check Person – 9:59 p.m.  Officers responded to a pulseless non-breathing subject.  Lifesaving measures provided by officers.  The subject was revived and conveyed to a local hospital.  No charges substantiated.

Priority calls only from 12:18 a.m. to 2:12 a.m. due to calls for service.

WEST: Disturbance – 12:07 a.m. Officers responded to a report of a disturbance involving a gun.  Investigation leads to no confirmation of a weapon being used/displayed.  A subject/suspect fled from the scene and was not apprehended.  Probable cause not developed. 

WEST: Juvenile Arrest – 12:45 a.m.  A 14-year-old male juvenile was arrested for punching a female victim in the eye.  The juvenile was conveyed to the Juvenile Reception Center. 

NORTH: Disturbance – 12:49 a.m.  Officers responded to a disturbance involving a 29-year-old male subject.  The subject, who had been drinking, made statements about obtaining a gun and shooting up the business.  The subject was not on scene when officers arrived.  Phone contact made with the subject.  Probation/parole to be notified of subject's alcohol consumption.  No charges substantiated from the original incident.    

WEST: Recovered Stolen Vehicle – 9:09 a.m.  A stolen vehicle was located/recovered.  Registered owner notified.

CENTRAL: Theft from Vehicle – 12:37 p.m.  The caller reported that the catalytic converter was stolen from their vehicle. 

SOUTH: Drug Incident – 1:39 p.m.  Officers responded to a report of a pulseless non-breathing subject/suspect (22-year-old male).  Naloxone was provided to the suspect prior to officers arriving on scene.  The suspect admitted to drug use.  The suspect was conveyed to a local hospital.  The suspect was cited for possession of drug paraphernalia and referred to the Madison Area Addiction Recovery Initiative (MAARI). 

NORTH: Check Person – 1:55 p.m.  Officers responded to check the welfare of a possible suicidal subject.  The subject was conveyed to a local hospital where she was voluntarily admitted. 

WEST: Stolen Vehicle – 6:41 p.m.  A vehicle was reported stolen.  Attempt to locate aired.  The vehicle was listed as stolen in the appropriate databases. 

EAST: Armed Robbery – 9:13 p.m.  Officers responded to a report of an armed robbery at Casey's General Store on Cross Hill Drive.  The suspect, displayed a gun and demanded money.  The suspect fled on foot.  Incident Report on MPD's website completed.  Investigation continuing. 

SOUTH: Weapons Offense – 10:09 p.m.  Officers responded to a residence after the resident's shotgun went off as it was being handled.  No injuries.  Damage to the residence.  Resident/handler of the gun cooperative with law enforcement.  The resident was cited for the discharge.

CENTRAL: Domestic Disturbance – 10:12 p.m.  Officers responded to a disturbance between two subjects (female victim and 28-year-old male suspect).  The suspect was arrested/charged with domestic disorderly conduct, domestic false imprisonment, bail jumping and threats toward law enforcement. 

WEST: Weapons Offense – 11:09 p.m.  Officers responded to Tree Lane for a reports of shots fired.  Shell casings located.  No reported injuries or property damage.  Incident Report on MPD's website completed.  Investigation continuing. 

EAST: Check Property – 11:44 p.m.  Area of Marsh Rd/Femrite Rd checked for possible shots fired.  No evidence of shots fired located.  No witnesses.  No reported injuries or property damage.

SOUTH: Check Property – 12:10 a.m.  Officers responded to a report of a subject in a vehicle who flashed a gun.  Area checked. Nothing of concern located.  Limited information obtained from the caller.

EAST: Check Property – 12:14 a.m.  Officers responded to the area of Dempsey Rd/Anchor Dr for reports of shots fired.  Areas checked.  No evidence of shots fired located.  No reported injuries or property damage.  Incident Report on MPD's website completed. 

NORTH: Death Investigation – 2:15 a.m.  Officers responded to a report of a deceased subject (36-year-old female).  Medical Examiner's office responded.  History of drug use noted.  Nothing suspicious identified.  Autopsy pending.  Investigation continuing.

EAST: Mental Health Conveyance – 3:45 a.m.  Officers responded to a local hospital regarding a subject making suicidal comments. An emergency detention was sought and approved.  The subject was conveyed to Winnebago.

MIDTOWN: Check Person – 12:15 p.m.  Officers responded to check the welfare of possible suicidal subject.  The subject was conveyed to a local hospital for an evaluation.  Journey Mental Health consulted. Emergency detention being explored.  

EAST: Sexual Assault – 12:36 p.m.  Officers met with a victim who reported being sexually assaulted by a known subject/suspect.  Investigation continuing. 

CENTRAL: Drug Incident – 1:36 p.m.  MFD, responded to a subject/suspect (41-year-old male) experiencing an overdose on a city bus.  Naloxone was administered.  MPD was requested to respond by MFD.  The suspect admitted to using heroin.  The suspect was conveyed to a local hospital for an evaluation.  The suspect was referred to the Madison Area Addiction Recovery Initiative (MAARI).

CENTRAL: Adult Arrested Person – 1:56 p.m.  Officers conducted a traffic stop on a stolen vehicle.  The driver/suspect (23-year-old male) was arrested/charged with operating a motor vehicle without consent, possession of meth and possession of drug paraphernalia. 

EAST: Check Person – 2:42 p.m.  Officers responded to check the welfare of a subject.  Officers made entry to the home to check on the welfare of the homeowner.  The residence was a hoarding situation.  MFD responded to assist with clearing the home and utilized their thermal imaging technology.  No one was located in the home at this time.  Local hospitals and shelters checked without success. 

EAST: Disturbance – 4:38 p.m.  Officers responded to a disturbance between two subjects (female victim and 24-year-old male suspect).  The suspect was not cooperative with officers.  The suspect required medical attention and was conveyed to a local hospital where he was admitted.  The suspect was given order-in citations for disorderly conduct, attempted battery to law enforcement, resisting and felony bail jumping (4 counts). 

EAST: Disturbance – 4:54 p.m. Officers responded to the Walmart parking lot on Nakoosa Trail for a disturbance between a male and female.  The 62-year-old male suspect was arrested/charged with battery, disorderly conduct, felony bail jumping and misdemeanor bail jumping.  The 34-year-old female suspect was arrested on an outstanding warrant.  Both suspects were conveyed to jail. 

EAST: Weapons Offense – 7:00 p.m.  Officers responded to multiple reports of shots fired at Eagan Rd/Lien Rd, including a victim shot.  A victim was located who had been shot in her vehicle.  The shots were determined to have been fired from another vehicle.  The victim was conveyed to a local hospital in critical condition.  Incident Report on MPD's website completed.  Investigation continuing. 

NORTH: Death Investigation – 7:42 p.m.  Officers responded to a deceased subject (85-year-old male).  Medical Examiner's office responded.  Nothing suspicious identified. 

EAST: Death Investigation – 8:04 p.m.  Officers responded to a pulseless non-breathing subject (79-year-old male). Lifesaving measures attempted but not successful.  Medical Examiner's office responded.  Nothing suspicious identified. 

CENTRAL: Disturbance – 9:43 pm.  Officers responded to a disturbance between two subjects (two 25-year-old females).  The two females were engaged in a physical altercation.  One suspect was arrested/charged with disorderly conduct, criminal damage to property, resisting and battery to police officer. The other suspect was arrested/charged with operating a motor vehicle while under the influence, 2nd degree reckless endangering safety, resisting, open intoxicants and possession of marijuana.  A male subject on scene was cited and released for resisting. 

SOUTH: Armed Robbery – 10:39 p.m.  A victim reported being pistol whipped and had money stolen from him by suspects on Engelhart Drive.  The victim sustained a dislocated shoulder.  The victim had made arrangements with the suspects to meet to purchase e-cigarettes when the robbery took place.  Incident Report on MPD's website completed.  Investigation continuing.

EAST: Damage to Property – 3:25 a.m.  The victim reported that her residence was damaged by three known acquaintances/suspects.  Probable cause not developed at this time.  Investigation continuing.
