The information provided below about some of the calls officers responded to (Friday morning to Monday morning) is derived from notes provided by MPD Officers-In-Charge (OIC) at the end of their shifts. Most narratives represent early and preliminary information that was gathered by an OIC from those in the field who were actively working cases. The OIC is sharing what they were being told, in the moment. In many instances, facts and circumstances, even the type of crime listed, can change as officers, detectives and investigators continue their work.

From 6:00 a.m. on 04/23/2021 through 6:00 a.m. on 04/26/2021, MPD received 1,080 calls for service.  This number does not include parking complaints or 911 misdials.  A breakdown of the calls for service per district is as follows: Central (218),East (211), Midtown (161), North (180), South (101), West (126), and Other (83).  "Other" is used for calls that either do not have a sector or the sector is not in the City.  This would be used in the case of one of our officers assisting another law enforcement agency.


04/23

NORTH: Death Investigation – 10:12 a.m.  Officers responded to a residence and located a subject (47-year-old male) deceased with what appeared to be a self-inflicted gunshot wound.  Medical examiner responded.

CENTRAL: Disturbance – 10:17 a.m.  The suspect (50-year-old male) entered Walgreens at 676 State St without a mask and became belligerent when staff asked him to put one on.  Officers made contact with the suspect and deescalated the situation.  The suspect was cited for resisting and disorderly conduct.

CENTRAL: Weapons Offense – 11:47 a.m.  A victim arrived at a local hospital with a stab wound to his head.  The victim was unwilling to provide detailed information about the incident but said today's incident in which he was injured was related to an incident the previous night.  Investigation continuing.

WEST: Disturbance – 1:50 p.m.  Officers responded to a disturbance involving a 60-year-old male suspect.  The suspect was cited/released with a disorderly conduct charged.

EAST: Adult Arrested Person – 2:52 p.m.  Officers responded to a business for a trespassing complaint involving a 42-year-old female suspect.  The suspect was arrested/charged with an outstanding warrant, bail jumping and issued citations for retail theft and trespassing.

WEST: Intoxicated Driver – 3:28 p.m.  Officers responded to a report of a driver/suspect (28-year-old male) passed out in a vehicle.  The suspect was able to be woken up.  The suspect was uncooperative with officers.  The suspect was arrested/charged with operating a motor vehicle while under the influence (1st offense), possession of heroin with intent, possession of drug paraphernalia and bail jumping.

EAST: Mental Health Conveyance – 6:47 p.m.  A subject was conveyed to a local hospital for an emergency detention evaluation.  Journey Mental Health plugged in. Final destination pending.

MIDTOWN: Adult Arrested Person – 6:51 p.m.  Officers responded to check the welfare of a subject.  The subject/suspect (22-year-old male) was conveyed to a local hospital for an emergency detention evaluation.  Journey Mental Health plugged in.  Emergency detention not sought.  The suspect was arrested/charged on outstanding charges of substantial battery, disorderly conduct and felony bail jumping.

WEST: Missing Adult – 8:37 p.m.  A 19-year-old female was reported missing from her care facility.  Attempt to locate aired.  Subject listed as missing in the appropriate databases.

NORTH: Missing/Runaway Juvenile – 10:07 p.m.  A 16-year-old female was reported as missing/runaway.  Attempt to locate aired.  The juvenile was listed as missing/runaway in the appropriate databases.

Priority calls from 4:16 p.m. to 5:41 p.m. due to calls for service.

Priority calls only from 7:19 p.m. to 8:40 p.m. due to calls for service.

EAST: Damage to Property – 3:29 a.m.  A driver/victim was on Stoughton Rd when a loud noise is heard and the vehicle's window is shattered.  The victim believes the window was shot out by a subject in another vehicle.  No injuries sustained. No evidence located in the vehicle to substantiate that the damage was caused by a firearm.  Investigation continuing.

CENTRAL: Sexual Assault – 4:32 a.m.  Officers met with a victim who reported being sexually assaulted by a known acquaintance/suspect.  Investigation continuing. 

NORTH: Battery – 8:29 a.m.  Officers responded to a request for EMS due to an assault that had taken place.  The victim was not forthcoming with officers.  Suspect not contacted.  Officers disengaged.  Investigation continuing.

WEST: Adult Arrested Person – 9:27 a.m.  A suspect (19-year-old female) was arrested/charged with outstanding warrants for disorderly conduct and bail jumping.

EAST: Domestic Disturbance – 11:18 a.m.  Officers responded to a disturbance where the suspect threatened the victim and a child.  The suspect fled on foot when officers arrived on scene.  The suspect remains at-large.  Investigation continuing.

MIDTOWN: Intoxicated Driver – 12:33 p.m.  Officers responded to a crash where the driver/suspect (35-year-old male) nodded off and struck a tree.  The suspect was arrested/charged with operating a motor vehicle while under the influence (3rd offense) and a probation hold.

MIDTOWN: Disturbance – 12:44 p.m. Officers responded to a disturbance involving three armed male suspects.  The suspects were not on scene when officers arrived.  Investigation continuing.

WEST: Death Investigation – 3:51 p.m.  Officers responded to a residence for a deceased subject (63-year-old male).  Medical Examiner's office responded.  Decedent had a history of drug use and health concerns.  Nothing suspicious observed. 

SOUTH: Check Area – 5:04 p.m.  Officers responded to a report of a fight with guns.  Limited information provided.  Areas checked and nothing located. 

NORTH: Stolen Vehicle – 5:42 p.m.  A vehicle was reported stolen.  A gun was also reported to be in the vehicle.  Attempt to locate aired.  The vehicle and gun were listed as stolen in the appropriate databases. 

NORTH: Check Person – 6:13 p.m.  Officers responded to a residence and took a subject into protective custody.  The subject was conveyed to a local hospital for an evaluation.  Journey Mental Health plugged in.  Final outcome pending.  Criminal charges also substantiated for the subject.  **The subject was ultimately transported to Winnebago under an emergency detention order.

MIDTOWN: Assist EMS – 6:15 p.m.  Officers responded, along with EMS, to a subject having a "bad trip" from LSD.  The subject was conveyed to a local hospital for an evaluation/treatment.  No charges substantiated at this time. 

EAST: Mental Health Conveyance – 7:21 p.m.  Officers responded to check the welfare of a subject.  The subject was conveyed to a local hospital for an evaluation.  Journey Mental Health consulted.  An emergency detention was sought/approved.  The subject was subsequently transported to Winnebago.

NORTH: Intoxicated Driver – 7:25 p.m. Officers observed a disabled vehicle and made contact with the driver/suspect (64-year-old male) who was found to be impaired.  The suspect was arrested/charged with operating a motor vehicle while under the influence (6th offense).

EAST: Mental Health Conveyance – 9:18 p.m.  Officers received a request to check the welfare of a subject.  The subject was conveyed to a local hospital for an evaluation.  Journey Mental Health consulted.  The subject was transported to another facility under a voluntary basis at this time. 

MIDTOWN: Disturbance – 9:35 p.m.  Officers responded to a disturbance involving an armed suspect.  Little cooperation from those on scene.  Suspect not on scene.  Investigation continuing.

Priority calls only from 7:45 p.m. to 9:19 p.m. due to calls for service.

MIDTOWN: Disturbance – 1:10 a.m.  Officers responded to a report that there were sounds of a disturbance and that several subjects were armed with guns.  No one on scene when officers arrived.  Limited information obtained. 

CENTRAL: Drug Incident – 1:14 a.m.  Officers responded to a report of a pulseless non-breathing subject where Naloxone had already been administered and CCR was being performed.  The subject was conscious when officers arrived on scene.  Drug paraphernalia observed on scene.  The subject was conveyed to a local hospital for an evaluation.  Investigation continuing. 

SOUTH: Assist EMS/Fire – 2:21 a.m.  Officers responded to a report of a trash can on fire.  No injuries sustained.  Investigation continuing. 

NORTH: Check Area – 5:45 a.m.  Officers responded to reports of shots fired near Kennedy/Northport Dr.  Areas checked and shell casings located/recovered.  No injuries or property damage reported at this time. 

NORTH: Crash – 8:08 a.m.  Officers responded to a report of a single-vehicle crash.  The driver admitted he was attempting to kill himself.  The subject was conveyed to a local hospital where he was voluntarily admitted.

EAST: Damage to Property – 10:10 a.m.  A victim reported that her vehicle windows were shot out overnight.  The damage was consistent to a BB gun. 

EAST: Adult Arrested Person – 10:10 a.m.  A suspect (41-year-old male) was arrested/charged on a probation/parole warrant. 

NORTH: Mental Health Conveyance – 12:00 p.m.  Officers responded to the jail to take a subject into protective custody under an emergency detention order.   The subject was taken for a medical clearance at a local hospital and subsequently transported to Winnebago.

NORTH: Disturbance – 5:12 p.m.  Officers responded to a disturbance between neighbors.  It was reported that a gun and a knife were both displayed during the verbal argument.  A subject was cited/released for her part of the disturbance. 

NORTH: Intoxicated Driver – 5:12 p.m.  Officers responded to a crash with the driver "out of it".  The doors to the vehicle were locked and officers had to force entry to extricate the driver/suspect (33-year-old male).  The suspect was conveyed to a local hospital for an evaluation/treatment.  Probable cause developed to arrest/charge the suspect with operating a motor vehicle while under the influence (3rd offense) and a citation for deviation of lane/fail to maintain control.
MIDTOWN: Mental Health Conveyance – 10:07 p.m.  Officers responded to check the welfare of a subject who cut himself.  The subject was conveyed to a local hospital and left in the care of medical staff. 

CENTRAL: Non-Residential Burglary – 10:12 p.m.  Officers responded to a business for a broken window and stolen merchandise.  Investigation continuing.

NORTH: Missing/Runaway Juvenile – 10:26 p.m.  Officers received a report of a missing/runaway juvenile (15-year-old female).  No safety concerns identified.  The juvenile was listed as missing/runaway in the appropriate databases.

EAST: Assist EMS/Fire – 3:25 a.m.  Officers responded to a residence for a report of smoke.  MPD assisted with evacuations of residents.  Investigation continuing.
